.ADJOURNED MEETING
An adjourned meeting of the City Council of
the City of Clermont was held in the office of the
City Clerk on Tuesday - February 16, 1960. The meeting
was called to order at 7:30 P.M. by the Council Chairman,
G. Y. Middleton, with all Council members present. Other
officials present were: Mayor BonJorn, Clerk JOhnson,
Deputy Clerk Williams,City Attn'y. Morse, Sup't. Sheldon,
Inspector Snyder and Chief of Police Tyndal. Others present
were: Mr. W. W. Boyd and Tom Kelly.
The minutes of the regular meeting held February 2,
1960 and the minutes of the special meeting held February 3,
1960, were read and approved.
Mr. Kelly appeared before the Council with regards the
use of the ball park on East Avenue bY,the Little League and
the Babe Ruth League. Mr. Kelly called to the attention of
the Council, the fact that certain repairs on the grandstand
would be necessary before it would pass inspection by in-
surance inspectors. Mr. Kelly was advised that the ball
park in question would be available for use as per his re-
quest; that the dirt now piled on the outfield would be re-
moved and that the grandstand wo~ld either be repaired or a
section of portable bleachers would be moved from the school
athletic field and re-located at the ball park.
Mayor BonJorn stated that he had no report to make, but,
that it was his understanding that the old city hall was to
be painted and it was his recommendation that the matter be
taken care of as soon as possible. Mr. Roe requested Ins-
pector Snyder to draw up the necessary specifications for
submitting to contractors for bids.
Mr. Roe, Chr. of the Water Committee, stated he had
held an interview with Mr. Fishback, engineer, with regards
local water supply and that he expected to have a report and
recommendations from Mr. Fishback at the next meeting.
Mr. Roe brought to the attention of the Couacil the unpaid
account of Mr. Elmer Jost, for water main installations in
the Chain-o-Lakes SUbdivision, and, he stated that he had
discussed the matter with Mr. Jost on two different occasions
but that Hr.. Jost was still of the opinio. that the charge
was excessive and should be adjusted or waived. After con-
siderable discussion regarding the matter, it was unanimously
agreed by the Council that the account in question was not
excessive; that it was in terms with the original agreement
with Mr. Jost as well as in accordance with existing Ordi-
nances and therefore the account should be paid in full.
Clerk Johnson was directed to advise Mr. Jost that no further
water meter installations would be made in Chain-o-Lakes until
the existing account was paid in its entirety, and, that in
the future if additional water mains are necessary, an esti-
mate of cost will be made and Mr.Jost will be advised of the
amount and payment in advance will be necessary as set forth
in the Water Ordinance. Sup't. Sheldon was requested to make
a cost estimate of water meter installations, if they had been
made in the manner in which Mr. Jost suggested they should have
been made and deliver same to Mr. Roe for presentation to Mr.
Jost.
Mr. Roe reported that he and Sup't. Sheldon had made an
inspection of the proposed right-o-way for widening :of 8th
street in front of South Lake Memorial Hospital, and, had de-
termined that it would be necessary to remove very little
muck, and, that they were proceeding with filling as surp~us
fill dirt was available.
Chairman Middleton reported that the parking lot on
8th street and Minneola avenue would be completed in khe near
future.
Chairman Middleton stated that the Council meeting
for February 16, 1960 had been set as the date for pUblic
hearings on the closing of a fractional part of Broome street,
and, that any person or persons having any objections would
be heard at this time. Clerk Johnson read the notice, as
advertised, in its entirety. Mr. Roe stated that inasmuch as
there did not appear to be any objection to the closing of
the street in question, that he would like to offer and move
the adoption of an ORDINANCE FOREVER ABANDONING, ABOLISHING~
CLOSING AND VACATING FRACTIONAL PART OF BROOME STREET LYING
WEST OF LINTON COURT AND EAST OF TWELFTH STREET, AS REPRE-
SENTED ON THE OFFICIAL MAP OF THE CITY OF CLERMONT, LAKE
COUNTY, FLORIDA; PROVIDING THAT ALL LANDS LYING WITHIN SAID
FRACTIONAL BROOME STREET SHALL REVERT IN FEE SIMPLE TO AND
BECOME THE PROPERTY OF THE OWNERS OF THE ADJACENT LANDS THERE
TO; PROVIDING OTHER MATTERS RELATING THERETO; AND EFFECTIVE
DATE HEREOF. The motion was seconded by Mr. Bishop and un-
animously carried. Mr. Roe then moved that the Ordinance
be read a second time by Title only. The motion was seconded
by Mr. York and unanimously carried. After the second reading
of the Ordinance by Title only, Mr. Christenson moved that the
rules be further waived and that the Ordinance be read a third
time and placed upon its passage. The motion was seconded by
Mr. Roe and unanimously carried. Thereupon the Ordinance was
read a third time and upon roll call .ote the Ayes were:
Roe, Bishop, York and Christensoa; Nayes:None; Absent:None.
The Ordinance passed, title as stated, and was ordered re-
corded in the Ordinance Book and numbered 187. A copy of the
Ordinance in full appears immediately following these minutes.
Chairman Middleton stated that the Council meeting for
February 16, 1960 had been set as the date for public hear-
ings on paving assessments on Settle Street. Clerk Johnson
read a list of the assessments in their entirety. Mr. W. W.
Boyd protested the full paving assessment against Lot # 26
inasmuch as the actual paving was 4' short and the curbing
was 36' short of actual assessment. After some discussion
and with the full agreement of Mr. Boyd, it was decided to
make an adjustment in the assessment against Lot # 26 in the
amount of $23.00. City Attorney Morse was instructed to pre-
pare a RESOLUTION of assessment on Settle Street for passage
at the next meeting, with the $23.00 adjustment on Lot # 26
allowed.
City Attorney Morse reported on his recommendations for
the Cemetery Addition. After some discussion regarding the
matter, several of the Council members stated that they de-
sired to look into the matter further before coming to any
decision.
Clerk Johnson read a letter from Mr. Tom Kelly, President
of the Clermont-Minneola Little League Association, pertaining
to the use of the ball park on East Avenue by the Little League
Ass'n. Inasmuch as this matter had been covered earlier in
the meeting, no further action was taken.
Mr. Roe offered and moved that it be passed, A RESOLUTION
pertaining to the gratis cemetery lots offered to the employ-
ees of the City of Clermont. The motion was seconded by Mr.
Christenson and unanimously carried. A copy of the RESOLUTION
in full appears immediately following these minutes.
Motion was made by Mr. Bishop, seconded by Mr. York and
cafried, that a bill due Moore Plumbing Company in the amount
of $250.00 be paid.
Clerk Johnson opened bids on the construction of a
bridge across the canal linking Lakes Winona and Minnehaha,
which were as follows:
Gregg, Gibson & Gregg $8,887.00
Manly Construction Company $9,450.00
It being understood, however, that each bid was based on
piling of 25' in length, and, that any excess of 25' would
cost an additional $20.00 per foot per pile. Motion was made
by Roe that the low bidder, Gregg, Gibson and Gregg, be
awarded the contract and that the purchasing agent issue a
work order on same. Motion seconded by York and carried.

Chairman Middleton stated that the Council meeting
for February 16, 1960 had been set as the date for public
hearings on paving assessments on DeSoto street and that
any person having any objections to the assessments as
advertised would be heard. No objections were forthcoming
and city attorney Morse was instructed to prepare an O>>BINANCE
of such assessments for passage at the next meeting of the
city Council.
Mr. Roe offered, and moved that it be adopted,
a RESOLUTION to the Board of County Commissioners of Lake
County requesting the re-surfacing of state road 561.
The Motion was seconded by Mr. Bishop and unanamously carried.

Mr. Roe offered and moved that it be adopted,
a RESOLUTION to the Board of Councty Commissioners of Lake
County requesting the rebuilding and/or the re-surfacing
of the Farm to Market Road more definately desiginated
as Federal Aid Project #185B. The motion was seconded by
Mr. York and carried. A copy of the RESOLUTION in full
appears immediately following these minutes.
Motion by Roe, seconded by York and carried that
meeting adjourn.

RESOLUTION

WHEREAS:, the Farm to Market Road more definitely des-
ignated as Federal Aid Project # 185 B, extending from Anderson
Street in a Southerly direction to intersect State Road 551,
approximately six (6) miles in a Southwesterly direction of the
City of Clermont, Lake County, Florida, is constructed along the
East boundary of Lake Minnehaha upon which beautiful homes and
large bearing citrus groves are planted and South thereof ex-
tends through a portion of the largest citrus area of the South
end of Lake County and is constantly in use by not only the ge-
neral traveling public but by resident, fruit trucks, fertilizer
trucks and other heavy equipment; and across and over a waterway
connecting Lake Minnehaha with Lake Susan is a wooden bridge in
a very poor state of repair and almost to the point of having to
be closed because of the condition of the timbers that support
the bridge as well as the deck thereon; and, the re-surfacing
and reconstruction of said portions thereof, as well as the re-
constructing of said bridge, is vitally necessary to the economy
of those living on or near said Road, as well as those having
property thereon, as well as to the general economy of South Lake
County; therefore,
BE IT RESOLVED by the City Council of the City of Clermont,
that the Board of County Commissioners of Lake County, Florida,
be requested to place on their priority list for consideration,
the reconstruction, and re-building of a new bridge and the re-
surfacing and reconstruction of the said Farm to Market Road,
AND BE IT FURTHER RESOLVED that two certified copies of
this Resolution be forwarded to said Board of County Commissioners
at their office in Tavares, Lake County, Florida.

WHEREAS:, State Road 561 in Lake County, Florida,
running from the City of Clermont South to intersect with
State Road 33, runs through the largest citrus area in the
South end of the County, and on either side of which numerous
grove and ranch owners reside, therefore said Road is a main
thoroughfare for not only the general traveling public but
people living within close proximity of said Road and is hea-
vily used in the hauling of citrus fruit, fertilizer, feed, etc.,
and, as said Road was constructed over twenty (20) years ago is
now, because of the heavy traffic, in a very poor state of re-
pair; therefore,
BE IT RESOLVED by the City Council of the City of Clermont,
Lake County, Florida, that the Board of County Commissioners of
said County be requested to place the re-surfacing and/or re-
building of portions of said Road as is necessary, on their
priority list of Roads for said re-surfacing and/or re-construction,
when same are presented to the State Road Departmeht of the State
of Florida; and~
BE IT FURTHER RESOLVED that two certified copies of this
Resolution be forthwith forwarded to said Board of County Com-
missioners at their office in Tavares, Lake County, Florida.
