02-02-1960 Regular Meeting REGULAR MEETING~ .. A regular meeting of the City Douncil of the City of Clermopt was held in the office of the City Clerk on Tuesday - February 2, 1960. The meeting was called to order at 7:30 P.M. by Council Chairman, G.Y.Middleton, with all Council members present.Other officials present were: Mayor BonJorn, Clerk Johnson, Deputy Clerk Williams, Sup't. Sheldon, Inspector Snyder, City Attn'y. Morse and Chief of Police Tyndal. The minutes of the adjourned meeting held Tuesday - January 19, 1960, were read and approved. Mayor BonJorn had no report to make to the Council. Chief Tyndal submitted his regular monthly Police report which was accepted and ordered filed. Chief Tyndal reported on the Annual Traffic Court Conference School held in Gainesville, which he and Judge Tryon had attended,and requested re-imbursement of their registration fees in the amount of $10.00 each. Motion was made by Mr. York, seconded by Mr. Christenson and carried, that re-imbursement for registration fees in the amount of $20.00 be given Cheif Tyndal and Judge J.K.Tryon. Chief Tyndal opened bids on repairing the City jail which were as follows: Jensen Welding Shop - $85.20 Wolfe & Konsler - $75.00 Motion was made by Mr. Bishop, seconded by Mr. Christenson and carried that the low bid submitted by Wolfe & Konsler in the amount of $75.00 be accepted and the Purchasing Agent issue a purchase order for same. Inspector Snyder submitted his regular monthly report which was accepted and ordered filed. Sup't. Sheldon reported the bridge on Lake Shore Drive was in a hazardous condition and should be blocked to traffic until repaired or replaced. Considerable discussion followed and Mr. Roe was directed to contact the proper persons with regards to drawing up plans for a new bridge, and, motion was made by Mr. Roe, seconded by Mr. York and carried that the bridge be closed to traffic immediately. Mr. Roe, Chr. of the Water Committee, reported that the water pump on Highland Avenue was very definitely over-loaded and that additional pumping equipment was needed badly, and, he recommended that an engineer be consulted in the very near future with regardK to the installation of a new pump. Mr. Roe was directed to contact an engineer and submit report at the next meeting. Chr. Middleton read a letter from T.C.Cork in further connection with the protest entered by Mr. Elmer Jost regarding the cost of certain water mains installed in Chain-o-Lakes. This matter was referred to the Water Committee and Mr. Roe stated that he would call on Mr. Jost personally in an endeavor to get the matter settled. Mr. Bishop, Chr. of the Street Lighting and Sanitation Committee, reported that he had received a request for the installation of a street light on Montrose Street, halfw~ be- tween 4th and 5th streets, but that in the opinion of his Commi- ttee, this light was not particularly needed and therefore did not recommend installation. Chr. Middleton, as Chairman of the Streets Committee, re- ported that officials of the Medical Center had contacted him with regards to the widening of Lake Avenue in front of their new building, and that he had advised them that the City would grant permission for the widening of same at the expense of the Medical Center. The matter of street sweeping was discussed and Sup't. SheldoD was directed to make every effort to sweep all streets within the City. .. " ... Clerk Johnson read a letter t'rGm~mr. V.A.Oswalt wherein Mr. Oswalt declined his appointment to membership on the Zoning Commission. Motion was made by Mr. Roe, seconded by Mr. Bishop and carried, that Robert J. Pool be appointed to membership on the Zoning Dommission. Chr. Middleton called to the Council's attention, the special meeting of the City Council to be held in the office of the City 61erk on Wednesday - February 3, 1960 at 3 P.M. Mr. Roe offered and moved that it be passed, a RESODUTION OF STREET IMPROVEMENTS AND SPECIAL ASSESSMENTS AGAINST SETTLE_ STREET AND THAT PART OF DESOTO STREET BETWEEN 2nd STREET AND: EAST AVENUE. The motion was seconded by Mr. Christenson and carried. Mayor BonJorn reported that he had received a request for stop signs, but that he had not had time to investigate the matter and would make recommendations later. The matter of deeding certain pumped in land on the south side of Lake Winona to Mr. Daugherty was discussed and referred to City Attorney Morse. Motion by Mr. Roe, seconded by Mr. Christenson and carried, that the bills be paid. Clerk Johnson reported that a lien previously placed against South Lake Memorial Hospital by Clermont Builders Supply, had been released. K copy of the claim of lien - the release of lien - and check in payment of account, follows these minutes. City Attorney Morse was requested to prepare a RESOLUTION making Cein,etery'~'lots available to City employees without cost under certain conditions. Mr. Roe reported that Joe Todd, an hourly City employee, had discussed the matter of a salary increase with him and that he would like to hav~ the opinion of the City Council and Sup't. Sheldon in the matter. It was decided that under the prevailing budget, a sala:ryiincrease would not be possible. City Attorney Morse was requested to prepare RESOLUTIONS to the Lake County Board of Commissioners requesting the re- surfacing of State Road # 561 from Clermont to State Road # 33. Mr. Roe brought up the matter of possibility of widening 8th Street from DeSoto street to Highway # 50. Mr. Roe was re- quested to endeavor to get some estimate on the cost of this pro- ject. The proposed plat of the new cemetery addition was discussed and inasmuch as there was some thought that the lots as now platted might be too large, City Attorney Morse was requested to prepare a report of his recommendations in the matter for the next meeting.
