01-05-1960 Organizational Meeting -. .. ORGANIZATIONAL ~mETING OF NEWLY ELECTED OFFICERS CITY OF CLERMONT, FLORIDA - JAlfUARY 5, 1959 .. City Clerk A.M.Johnson administered the oath of office to Joseph BonJorn as Mayor - to Clarence Bishop and John York as Councilmen. Mayor BonJorn thereupon stated that the first order of business was the nomination and election of a Council Chairman. Mr. G. Y. Middleton was nominated for the Chairmanship by Mr. Christenson. There being no further nominations, I"lr. Roe moved that be nominations be closed and the Clerk cast an unanimous ballot for Mr. Middleton as Chairman of the City Council of the City of Clermont. AIter:.beiilg';:s.e.ated'. as Chairman, Chr. Middleton stated that the next order of business was the nomination and election of a Vice-Chairman of the City Council. Mr. Roe was nominated for the Vice-Chairmanship by Mr. Bishop. There being no further nomi- nations, Mr. Christenson moved that the nominations be closed and the Clerk cast an unanimous ballot for Mr. Roe as Vice- Chairman of the City Council of the City of Clermont. The Council want into an executive session at this time for the purpose of engaging employees and the appointment of officers. At the conclusion of the executive session, all employ- ees and visitors "were invited back into the Council session and Clerk Johnson was advised that all City employees had been re- engaged at their present salaries and that the jlrevailing hourly labor rate of $1.20 and $1.35 be continued. Motion was made by Mr. Christenson, seconded by Mr. Bishop and carried, that A. M. Johnson be appointed as City Treasurer and Tax Assessor, and, elected as City Clerk and Ex Officio Tax Collector; that J. K. Tryon be appointed as Judge of the ~hlni- cipal Court. Motion was made by Mr. Roe, seconded by Mr. Bishop and carried, that the following six paragraphs of authorization be granted to the City Clerk and Finance Officer: 1. That the Citizen's Bank of Clermont and the First Federal Savings and Loan Association of Clermont be designated as depositories for the City of Clermont funds, and, that checks for the withdrawal of such funds, with the exception of the Water Meter Fund, f, be signed by both the City Clerk and the Chairman of the City Council of the City of Clermont; that for the withdrawal of funds from the Water Meter Fund it be necessary to have only the signature of the City Clerk. 2. That the City Clerk and the Chairman of the City Council of the City of Clermont are hereby authori~~ed to open savings accounts for idle funds of the Ci t~T of Clermont, and invest such idle funds, from time to time, in the Citizens Bank of Clermont and the First Federal Savings and Loan Association of ClerI1ont, and, that such institutions are hereby authorized 1;0 act without further authroization in accordance with the writings of the City Clerk and the Chairman of the City Council of the City of Clermont unless, aIld until, notified of any change of officers and/or further individuals authorized to sign for the City of Clermont. 3. That the Clerk, along with the signature of the Chairman of the City Council of the City of ClermoIlt be authorized to transfer funds from one account to another as may become necessary. 4. That the Clerk, along with the signature of the Chairman of the City Council of the City of Clermont, be authorized to withdraw from the Interest and SiI~ing Fund and deposit in the Bond and Coupon Account thE~ necessary funds to retire all bonds and coupons as they fall due. 5. That the City Clerk, along with the signature of the Chairman of the City Council of the City of Clermont be authorized to purchase City of Clermont Bonds at par, or less, when such bonds are offered for sale to the City of Clermont, and when funds are available for such purchase. .. 6.. That the City Clerk along with the signature of the Chairman of the City Co~cil of the City of Clermont, be authorized to pay all salaries and wages as set by the City Council without further authorization, and, be authorized to pay such acc- ounts as Social Secur~ty taxes, withholding taxes, employee insurance, hauling charges, and such ac-. counts where the discount period expires prior to the meeting of the City Council, and to make pay-. ments along with interest on loans, mortgages and contracts made by the City of Clermont. Chairman Middleton appointed the following Council members to membership on the Building Committee, with the first named being Chairman: John York - Clarence Bishop and G.Y.~liddleton. Chairman Middleton stated he would appoint membership to other Municipal Committees on or before the next Council meeting. Mr. Roe discussed possible street improvement for the coming year and the possibility of a sewerage system for the City. Mayor BonJorn stated that he had no recommendations to make at this time. Chairman Middleton recommended that an agenda be set up for all Council meetings; that all petitions, requests and other bus~ness to be transacted with the Council be put into writing and filed with the City Clerk no later than Thursday prior to a Council meeting, and, that all persons desiring to appear before the Council for any reason to so advise the City Clerk on or be- fore Thursday prior to a Council meeting in order that their names might be placed on the agenda. Motion was made by Mr. Roe, se- conded by Mr. Bishop and carried, that the recommendations of Chr. Middleton be accepted and put into effect at the first meet- ing of the Council in February of 1960. The City Council appointed the following electricians to membership on the Electrical Board: Seldon Hanks and E.T.Brantly. The two. members from the Florida Power Corporation to be so desi- gnated by Forrest Colegrove. The City Council appointed the following plumbers to member- ship on the Plumbing Board: William Hohman, Master and Willie Creech, Journeyman. Suplt. Sheldon reported that the new street sweeper was now in use, but that they were experiencing difficulties due to the overnight parking of cars in the downtown section. He further reported that Disston Avenue and Palm. Lane had been completed and that DeSoto Street would be completed in a few days. He still further reported that he expected to start work on the parki.ng lots at the cemetery and in the rear of Kells store in the very near future. ~~. Sheldon was authorized to place signs in the fire zone prohibiting the overnight parking of cars and trucks. Mr. Sheldon asked if it was permissable to empty debris from the street sweeper in the sink hole o\vned by the City on Magnolia Street. Permission was granted. Suplt. Sheldon also reported that the new garbage truck had arrived and was in operation. Chairman Middleton recommended that all efforts me made to see that all streets within the Oity were swept regularly. Sup It. Sheldon 1;'laS directed to have "City of Clermont Sanitation Dep't." lettered on the street sweeper and the garbage truck. ~lotion was made by Mr. Christenson, seconded by Mr. Bishop and carried, that Suplt. Sheldon be directed to proceed with the installation of a sprinkler system in, and the sodding of, Oakhill Cemetery Addition # 2. Clerk Johnson was requested to advertise for bids fro{l}. local dealers (Plymouth-Ford & Chevrolet) on a Police Special car or a standard 8 cylinder car, with and without tradein of present police car, with bids to be opened at the next Council meeting. Clerk Johnson read a letter from Ira Lee Hootson requezting a street light at the corner of Scott and Montrose Streets. Clerk Johnson submitted a petition signed by all abutting property owners requesting the paving of Scott street betweell DeSoto and Pitt Streets. City Attorney Morse brought to the attention of the Council that only 30' of right-o-way on the east side of Scott street existed and it would therefore be necessary to obtain a 30' easement from the property owners on the west side of Scott Street be!ore the necessary right-o-way would be available. City Attorney Morse was directed to prepare the nece- ssary easements for the right-o-way in question and Clerk Johnson was requested to advise the petitioners that their petition had been granted but would be necessary for right-o-way easements to be obtained prior to starting construction. Clerk Johnson was requested to advise Wootson that his request for a street light at the corner of Scott and Montrose Streets was granted, but that installation would not be made until the street was paved. Clerk Johnson advised the Council that only one bid had been received on the purchase of the property advertised by the City for sale, and that the one bid was from Mr. Henry Hancock for Lot 4 in Block 90 in the amount of $1,200.00. Motion was made by Mr. Roe, seconded by Mr. Bishop and carried, that the bid of Mr.Hancock be rejected and no price be placed on the property at this time. Clerk Johnson opened bids from Finley's Municipal Supply of Orlando and R.D.Woods Co. of Philadelphia, on twenty five fire hydrants to be ordered out as needed during this fiscal year, which were as follows: R. D. Wood Co. = $148.00 ea. Finley's Municipal Supply = $119.00 ea. Motion was made by Mr. Roe, seconded by Mr. Bishop and carried, that the low bid be accepted and the purchasing agent directed to award the order to Finley's f1unicipal Supply. Motion was made by Mr. Roe, seconded by Mr. Christenson and carried, that a bill in the amount of $200.00 due City Attorney ~orse for services rendered, be paid. Motion was made by Nr. Roe, seconded by lir. York and carried, that the National Institute of ~lunicipal Law Officers be paid $52.20 for subscriptions and services. Motion by Mr. Roe, seconded by ~~. Bishop and carried, that inasmuch as no offfers had been received for that part of Block l25A Sunset Park, lying north of state Road # 50, that the Council authorize the City Clerk to dispose of the property at a price of not less than $1,000.00 with the understanding that the purchaser furnish his own abstract or title insurance if desired, and, pro- ceeds from such sale to be applied to the Cooley note.
