12-01-1959 Regular Meeting REGULAR MEETING~ ... A regular meeting of the City Oouncil of the City of Clermont was held on Tuesday - December 1, 1959 in the office of the City Clerk. The meeting was called to order at 7:30 P.M. by Vice-Chairman Glen Middleton with the follow- ing Council members present: Oswalt, Christenson, Boyd. Absent: Roe. Other officials present were: Mayor Hullinger, Sup't. Sheldon, Clerk J:>hnson, City Attn'y.Morse, Inspector Snyder, Chief of Police TYndal and Patrolman Fullwood. Mr.W. H. McQuistion and a representative of the local press were also present. The minutes of the adjourned meeting held Tuesday - November 17, 1959 and of the adjourned meeting held Tuesday - November 24, 1959, were read and approved. Clerk Johnson read a letter from City Attn'y. Morse relative to the transfer from the City to ~~. O.H.Keene of that property recently pumped in by Mr. Keene on the south shore of Lake Winona. r1r. Boyd reported that he had made an inspection of the ;,.lOrk done by Mr. Keene, that the work was entirel;r satis- factory, that Mr. Keene had carried out all terms of his agree- ment, and that therefore he moved that the City issue a deed for the property in question as per this agreement with lir. Keene and that such deed transfer not only 130' originally agreed upon, but an additional 20' thereby making a total of 150' along Lake Shore Drive, and, that the Mayor and City Clerk be autho- rized to execute such deed. The motion ,,,as seconded by Mr. Oswalt and carried. Mr. McQuistion, Chr. of the Zoning Board, appeared before the Council and advised them he had received a petition from interested property owners protesting the present zoning of Block 100 and requesting that the Zoning Board reconsider and change the entire Block to an R2 zone. Mr. McQuistion further advised the Council that, in his opinion, this matter had. been settled and there would be no further hearings regarding this matter, but, that he would take it up with the Zoning Board at their next meetingo Mayor Hullinger had no report to submit, but requested that the monthly police report be given. The Police Dep't. regular monthly report followed, was accepted and ordered filed. Police Chief Tyndal also submitted 4 applications for position on the Police Department by the following applicants: Messrs. Ray Kelly, Charles LeCroy, Clifton Hildreth and Wilson Hall. Mr. Hall, one of the applicants, was introduced to the Council at this time. Chief Tyndal was advised that the applications would be given consideration later on in the meeting. Bldg. Inspector Snyder submitted his regular monthly report, which was accepted and ordered filed. , Mr. Christenson, Chr. of the Parks Committee, reported ,that he had met with ~tt. H.Forrest Kimball, President of the Clermont Shuffleboard Association, regarding regarding reports to the effect that the general public did not have access to the shufflE board courts unless they had membership in the Clermont Shuffle- board Association. He further reported that such reports appear- ed to be entirely erroneous as r,~. Kimball had assured him that the courts were available for use by any adult provided the ' person desiring to play furnished his own equipment. Mr. Oswalt reported that the Chamber of Commerce had appointed him as Chairman of the Orange Blossom Festival - The All States Picnic and Clermont's Diamond Jubilee, and, that he sincerely hoped the Council members would cooperate in every possible way. He further stated he hoped the Council would give consideration to financial assistance to these projects. Mr. Oswalt was assured that the Council members vJ'Ould extend their individual assistance. Motion was made by Mr. Boyd, seconded by Mr. Christenson and carried, that the City Clerk be authorized to advertise in the local press a request for bids on the purchasing of Lot 4 in Block 90 and that part of Block 125A, Sunset Park, lying nortt of Highway # 50. The two parcels of land to be bid, either to- gether or separately; all bids to be accompanied by check of 10% of bid price; bids to be opened at the first meeting of the City Council in January of 1960; with the City reserving the right to reject all bids. . -e I'10tion was made by lir. Oswalt, seconded by Mr. Christenson and carried, that the City Clerk be requested to contact. Mr. Arthur Caughell and advise him that, if he will remove the old city owned residence,located at 615 8th Street, within two weeks~ that he may do so without further paYment to the City ~ld that in the event he is not interested, that his former payment of $75.00 to the City toward the purchase of this house be refunded, Clerk Johnson advised the Council he had extended invita- tions for bids to several paving concerns with regards to sur- facing Palm Lane and Disston Avenue, but, that to-date only one bid had been received, such bid from Basic Asphalt Corporation at 55i per square yard. Clerk cbhnson further stated that in the opinion of both Sup't, Sheldon and himself, that this was in all probability the lowest bid which would have been received in any event, based on previous quotations. Motion by Mr. Oswalt~ seconded by Mr. C~ristenson and ca~ried, that the proposal of Basic Asphalt Cfurporation for the surfacing of Palm Lane and Disston Avenue at 55i per square yard, be accepted and the purchasing agent be authorized to issue a purchase for same and to execute the agreement. Motion by Mr. Boyd, seconded by Mr. Oswalt and carried, that the bills be paid. The motion was seconded by Mr. Boyd and unanimously carried., 11r. Christenson moved that the rules be waived and the ORDINANCE read a second time by title only. The motion was se- conded by Mr. Oswalt and unanimously carried. After a second reading of the ORDINANCE by title only, Mr. Oswalt moved that the rules be further waived and the ORDINANCE placed upon its passage. The motion was seconded by Mr. Christenson and earried. Thereupon the ORDINANCE was read in full for a third time and upon roll call vote the Ayes were: Oswalt, Christenson, MiddletoI and Boyd, Nayes: None Absent: Roe. The ORDINANCE passed, title as stated and ordered recorded in the ORDINANCE BOOK and numbered 185. A copy in full appears immediately follovling.
