A regular meeting of the City Council of the City of
Clermont was held at the City Hall on Tuesday, December
16, 1958. The meeting was called to order at 7:30 P.M.
with all Council members present. Other officials present
were Mayor Keene, Sup't. Sheldon, City Attorney Morse and
Police Chief Dempsey. Mr. Glenn Middleton, Councilman elect,
Mr. Melvin Flynn, and Mr. Bob Johnson of Graze-Dempsey were
also present. The local Press was represented by Mr. McBride.
The minutes of the meeting held on December 2, 1958; the ad-
journed meeting held on December 8, 1958; and the Special
meeting held on December 10, 1958, were read and approved as
corrected.
Mr. Flynn reported on the results of the recreational pre-
ferment survey, made in conjunction with the General Election.
~tt. Oswalt, Chairman of the Parks Committee, requested that
consideration of the report be postponed until some later
meeting in order that more time rr.ight be given to the matter.
This was agreed upon, and Mr. Flynn was thanked for his interest
in the matter.
Mr. Bishop made recommendations regarding the paving of City
streets and after considerable discussion the Clerk was asked
to prepare petitions (to be presented to abutting property
owners of certain streets) requesting the paving of the follow-
ing streets: DeSoto street from Second street to Disston Avenue;
Disston Avenue from DeSoto to Pitt streets; Drew Avenue from
DeSoto street to Minneola Avenue; Minneola Avenue from East
Avenue to Prince Edward; Prince Edward from DeSoto to Pitt street;
~lillholland from Highway "50" to Almond street.
Mr. Boyd, Chairman of the Water Committee, reported that the
6" Transit Pipe which had been ordered, had been delivered and
was now in stock.
Mr. Sheldon, City Superintendent, was authorized to purchase
a measuring wheel at the approximate cost of $50.00.
The matter of heavy equipment using City streets, other than
those designated as Truck Routes, was again discussed. It
appeared that Clermont Builders Supply's cement mixers were
the major offenders. Chief Dempsey was directed to advise
Clermont Builders Supply that they use designated Truck Routes.
Florida Towers Corporation made a verbal request through
Chairman Roe, that the City give consideration to re-locating
the dumping ground now used for trash and refuse, which is
located directly east of the City limits.
Clerk Johnson was requested to advise Florida Towers Corporation
that it was impossible to make any change in the dump in question
at this time, but that the request would be given full consider-
ation. The matter of garbage being dumped at the location above
described was discussed, and the matter referred to Chief
Dempsey with request that such practice be terminated.
Clerk Johnson was requested to contact Mr. Frank E. Owen, County
Clerk, and request that the County make arrangements to spray
Sunset Lake in order to eliminate hyacinths.
General discussion took place with regards to City playgrounds
and parks. No action was taken.

Mrs. Carrington, Chairman of the Building Committee, reported
$48,500 in building permits had been issued since December 1st.
Motion by Mr. Bishop, seconded by r~. Oswalt, and carried, that
Clerk Johnson and City Attorney Morse make the necessary pre-
paration and post the necessary advertising for are-registration
of City of Clermont qualified voters, with such registration to
take place as soon as practical.
Mayor Keene reported that ~~. DI A. Amesbury had found it
impossible to locate the proposed Nursing Home on John's Lake
as he had intended, but that serious consideration was being
given to other locations.

Mayor Keene further reported that !-Irs. Alice Lockmiller desired
to donate a pair of swans to the City of Clermont. It was de-
cided that the swans would be placed in Center Lake and Chief
Dempsey and Sup't. Sheldon offered to accept the swans from Mrs.
Lockmiller and place them in Center Lake.
Clerk Johnson read a letter from Dr. T. H. Nichols and other
interested property owners, protesting the proposed location of
a radio tower adjacent to Florida Power's present sub-station.
Clerk Johnson was requested to advise Dr. Nichols the matter of
such proposed radio station would be gone into thoroughly by the
Council and that he and other interested property owners might
be assured that the Council would do everything in their power
to protect their property valuations.
Motion by Mr. Boyd, seconded by Mr. Bishop, and carried, that
the First Federal Savings & Loan Association of Eustis be incl-
uded along with previously other authorized banks, as a deposit-
ory for City of Clermont funds.
Motion by Carrington, seconded by Mr. Oswalt, and carried, that
an account in the amount of $218.00 due Ferguson Furniture Co.
be paid.
A bill in the amount of $245.00 from Boykin & Elliott for services
rendered with regards to attempted paving of Disston Avenue, was
presented to the Council. Inasmuch as it appeared to be slightly
higher than was anticipated, Clerk Johnson was requested to en-
deavor to negotiate a settlement with said, Boykin & Elliott.
Council Chairman, y~. Roe, stated that:
f1This being next to the last meeting of this Council,
and since two of its members are terminating their
tenure of office, I think that it is fitting and
proper, that the motion, which follows, be made a
part of the reoords of the City.
The time and effort which these two, or any councilmen,
donate, as a rule, go without recognition or compensation.
Certainly an incumbent is at a disadvantage in seeking
re-election if he has conscientiously done his job. New
Councilmen frequently enter office without having had to
make decisions on controversial issues of public interest.
It is apparent, by definition, that if a decision is made
and a course of action is followed on a controversial
issue, some people, or groups of people, are bound to be
unhappy. It has been the lot of the Council, on which
Juliet Carrington and Clarence Bishop served, to make
many unpopular decisions and to give many equally un-
popular answers. I, personally, feel that the vast majority
of these decisions were for the best puhlic interest as
a whole. As far as I can recall from memory or examination
of the records of the City, Juliet Carrington and Clarence
Bishop have gien an honest and sincere answer to every
question which has been put to them in the Council. They
have never abstained from voting because their answer
was not politically expedient. Therefore, if Juliet Carrington
will take the chair and Clarence Bishop will refrain from
voting on this motion, I would like to offer the following
motion, that it be recorded in the minutes of this meeting
that Juliet Carrington and Clarence Bishop have served
diligently, honestly, and sincerely, the City of Clermont
as Councilmen for two years."
Motion was seconded by Mr. Boyd, and carried, with Mr. Bishop
and Carrington abstaining.

Mr. Oswalt offered, and moved for the adoption of,
a RESOLUTION OF RESPECT AIm APPRECIATION FOR SERVICES
RZNDERED THE CITY BY THE LATE, E. G. WINSTON.
The motion was seconded by ~~. Bishop and unanimously
carried. A copy of the RESOLUTION in full appears imm-
ediately following these minutes.

OF THE CITY OF CLERNONT, TO DEFINE THE QUALI-
FICATIONS, POwERS ~ND DUTIES OF SAID JUDGE,
AND TO FIX THE COl1PENSATION OF SUCH OFFICE";
BY PROVIDING TH~REIN FOR THE CITY COUNCIL TO
AKNUALLY DETERMINE AND FIX THE SALARY OF THE
JUDGE OF THE MUNICIPAL COURT A1~ TO PAY SAME
MONTHLY FOR A PRECEDING MONTH; PROVIDING OTHER
MATTERS RELATING THERETO; AND, DECLARING THE
EXISTENCE OF AN EMERGENCY FOR THE II-IMEDIATE
PASSAGE OF THIS ORDINANCE.
The motion was seconded by Mr. Bishop, and unar-imously
carried.
Mrs. Carrington moved that the rules be waived and the
Ordinance be read the second time by Title only. Motion
seconded by ~~. Bishop, and unanimously carried.
After the second reading of the Ordinance by Title only,
it was decided that the third reading of the Ordinance
would be post-poned until Thursday, December 18, 1958.

The motion was seconded by Mr. Bishop, and unanimously
carried.
Mrs. Carrington then moved that the rules be waived and

seconded by Mr. Bishop, and unanimously carried.

that meeting adjourn until 5 P.M. on Thursday, December 18,

RESOLUTION
WHEREAS, Earl G. Winston, a resident of the City of Cler-
mont, former Mayor and Councilman of this City, is deceased.
WHEREAS, the City Council of the City of Clermont desire
a permanent record of their appreciation of his past services
to this City, as a citizen and public official, therefore,
BE IT RESOLVE.D by the City Council of the City of Clermont,
Florida, that this Resolution of Respect and Appreoiation of the
services of EARL G. WINSTON, as a citizen, former Mayor and
Councilman, be spread upon the Hinutes of this Council sitting
in Extraordinary Session; and, that in further respect and
appreciation of his services, all City offices of the City of
Clermont be closed during the hour of his funeral and that
this Council cause to be sent to the National Heart Fund, the
sum of $
, as a Memorial, and, that a copy of this
Resolution be mailed to bis family.
ADOPTED by the City Council of the City of Clermont, of
