12-02-1958 Regular Meeting
A regular meeting of the City Coun~il of the City of
Clermont was held at the Clerk's Office on Tuesday,
December 2, 1958.

The meeting was called to order by Council President,
Mr. Charles B. Roe, at 7:30 P. M. with all Council
members present. Others present were: Mayor Keene,
Superintendent Sheldon, Police Chief Dempsey, City
Attorney Morse, Mr. James Hotaling, Mr. Carroll A. Cook,
and representative of the press, Mr. Blanton McBride.
The minutes of the adjourned meetings held November 18,
1958 and November 25, 1958, were read and approved.
Mr. Carroll A. Cook and Mr. James Hotaling spoke to the
Council with regards to the possibility of having some
temporary manner of egress to Lot 9, Block 4, upon which
Mr. Cook desires to erect a home. The B~ilaln~Committee
was instructed to look into the situatio~raU~'endeavor to
provide a temporary road into the above described property
as requested by Mr. Cook.
After some discussion, it was decided that the City would
rent its curbing machine for private use at the rate of
10~ per lineal foot with a minimum of $10.00 per day, or
fraction thereof.
Mr. Oswalt, Chairman of the Parks Committee, stated that
a request had been made to him by residents of the Indian
Hills section, that they be allowed to locate playground
equipment in the City park at the foot of twelfth street
on Lake Minnehaha. This permission was readily granted.
Mrs. Carrington requested that the City Clerk be authorized
to issue a check to Cooper Memorial Library for $3500.00,
as budgeted. Motion made by Mr. Bishop, seconded by Mr.
Oswalt, and carried, that request be granted and the C~k
be authorized to issue check to Cooper Memorial Library for
$3500.00.
Mrs. Carrington, Chairman of the Building Committee, reported
$20,625.00 in building permits had been issued for the month
of November.

~~. Bishop reported that the Retail Merchants Association
had requested that the City Council "bag" the parking meters
during Christmas Week, and, recommended that the Council
take this action. Chairman Roe stated that it was his opinion
that the Merchants were defeating their own purpose by making
this request, but that he was willing to go along in the
matter. Considerable discussion followed and it was finally
determined that it would not be to the best interests of the
City - the general public - or the Merchants Association, to
grant this request and therefore it was refused.
Mayor Keene reported that Mr. J. T. Ard had complained of the
condition of the street leading into his property, but that
he had made an inspection of the street and in his opinion,
Mr. Ard had no reason for complaint.
Mayor Keene further reported that the Police Department had
engaged Mr. Henry Lively as a patrolman on a temporary basis,
and in his opinion, Mr. Lively was an excellent law enforce-
ment officer.
Mayor Keene still further reported that Mr. D. A. Amesbury
was establishing a Nursing Home on John's Lake, and that in
order for such a Home to be licensed by the State, it was
necessary that some nearby City extend fire protection to the
property. Mr. Amesbury has therefore requested that the

City of Clermont extend such protection at whatever rates
they deemed advisable. Motion by ~~. Oswalt, seconded by
Mr. Boyd, and carried, that the City of Clermont grant this
request by Mr. Amesbury and that the City of Clermont agree
that its Fire Department will answer fire alarms at the
Nursing Home to be located on John's Lake.
The matter of promiscus use of air guns within the City was
discussed, and, Chief of Police Dempsey was requested to look
into the matter.
Motion by Mr. Oswalt, seconded by Mr. Bishop, and carried,
that Clerk Johnson be authorized to release firm of Boykin
and Elliott from their performance bond for the construction
of Disstion Avenue.
Clerk Johnson read a letter from State Representative, Welborn
Daniel, wherein Mr. Daniel requested that the City advise him
prior to January 15th of any local bills which they desired
that he present to the next session of Legislature.
Clerk Johnson read a letter from Mr. Carl Wright to the
effect that the residence that he had constructed on parts
of Lots 3,4,5 - Block 101 - Indian Hills, had not been comp-
leted January 1, 1958, and that therefore in his opinion,
this property should be assessed at land value only.
Motion by Mrs. Carrington, seconded by Bishop, and carried,
that inasmuch as it had been established that the statements
made by Mr. Wright were correct, and that the residence in
question had not been completed by January.,~l,; 1958, that this
property be reduced to land value only for tax purpose.
After some discussion, it was decided that the City would
paint the outside of the City Hall building ana the front of
the office building occupied by Mr. William Boyd. Clerk
Johnson was requested to ask for bids on these two jobs from
local licensed painters.
Motion by Mr. Oswalt, seconded by Mr. Bishop, and carried,
that meeting be adjourned until Monday - December 8, 1958
at 7:30 P.M. for purpose of preparing ballot box for General
Election to be held on December 9, 1958.
