10-07-1958 Regular Meeting REGULAR MEETING ~ ~ A regulab meet ing of the City Counc il of the City of Clermont was held at the City hall on Tuesday, October 7, 1958. The meeting waS called to order at 7:30 p. M. by Council President Charles Roe with all members of the Council present. other officials present were Mayor Keene, City attorney Morse, Police Chief Dempsey, Supt. Sheldon and Fireman Fullwood. Others present were Mr. & Mrs. Chas. Haines, Rev. Carr, Mr. nBill" Clements of Clements Pest Control and M. E. Keth, box 1084, Lake Wales. Mr. Haines requested that the Counci~ and Mayor state their reasons for their recent action in dismissing him from the Police Department. Considerable discussion followed. Mr. Bill Clements of CleMents Pest Control presented the Council with a proposition for pest control o,f City owned buildings. Clerk Joh~son read a letter setting forth the proposal. Motion was made by Oswal_, seconded by Carrington and carrington that the city clerk be authorized to enter into a contract with Clements Pest control for pest control on City owned buildings as outlined in the proposal submitted by Clement s Pe at Control. Police Chief Dempsey recommended that the Council give consideratio,," to amending existing Ordinances, or t he passage of an additional Ordinance, whereby the city would sell unloading and/or servic1ng metern(parking) permits. The owners of such permits would be allowed to park their trucks in any parking space, whether metered or not, for the specific purpose of loading or unloading and service call s. Police Chief Dempsey further recommended that the office of Assistant Chief of Police be created. ..... ~ Mr. Dempsey was assured that his recommendations would be given conSideration later in the meeting. Chairman Roe called an executive session at this time. After Some discussion during the executive session the Council a~eed as follows: That Mr. J. B. Fullwood, now serving in the capacity of a full time fireman an<< radio operator, be separated from the Fire Department; and that in the future his duties be that of radio. dispatcher and such other duties as -may be ,desiginated by the Mayor and/oP the 'Police chief and that all 'of hi....8 duties be under the direct Superv.ision of the Police Chief. The Police Chief's report for the month of September was read, accepted and ordered filed. Motion by Carrington, seconded by Bishop and carried that the salary of the Police Chief be set a $350.00 monthly; that the office of Assistant Chief of Police be created and that the salary of such office be set at $305.00 per month and that the salary of Patrolmen be set at $295.00 per month, with the understanding however, that all patrolmen must serve the first nintll days of their service as apprentice patrolmen and during that period their salary shall be $285.00 per month. Mr. Oakley Seaver, representing the Local Merchants and Business Men association appeared before the Council and made the fOllowing recommendations: That the city removed the grass from the sidewalks and parkway s in the downtown area, that certain broken street curbs in the downtown section be repaired or replaced and that the city have the streets of tee downtown area swept and cleaned each Sunday morning in order that they would be clean over the week end. Mr. Seaver was assured that the Council would give his recommendations every consideration and cooperation. ~ ~ Supt. Shelden asked Mr. Seaver if he would kindly request that the merchants ceoperate in this program by not sweeping the refuse and dirt from the sidewalks and their places ef business into the street. Motion was made by Bishop, seconded by Oswalt and carried that Supt. Sheldon be instructed to mark for diagonal parking on the South side and p~a11el parking on the north Side, that part of BeSoto street between West avenue and eighth street. Mr. Oswalt recommended that the city enter intlO a contract with Ji11army Estate fer the purchase of clay at .07i~ per square yard. MlOtion was made by BlOYd., seconded by BishlOP and carried that the city of Clermont enter intlO a contract with Ji11army Estates for the leasing of a clay pit site, Cc..{>~_ with such lease setting forth the price of .07i~ per 8q\.l1::U:C yard flOr all clay removed frlOm the pit, and further that such lease be subject to the approval of the Streets ClOmmittee and city attorney Morse. Hr. Boyd recommended, and Supt SheldlOn was authorized, that the city purchase the necessary weed killer for use in the downtown section of the city. Mr. Boyd furtyer recommended that the city give consideration to the purchase, lOr rental, of a street sweeper. A discussion rol1owed in w~1oh 1t appeared that all members of the ClOunci1 agreed as to the need of the sweeper but that the nece ssary funds were nlOt available at this time. The matter of loading and unllOading and service Parking meter permits was discussed and City attorney Marse was requested to prepare an Ordinance, or an amendment, covering same. ~ ~ Supt. Shelden was authorized to investigate and lnsp~ct several "graders" being offered for sale and to repo.nt..'- back to the city Council with his reclOmmendatilOns. ..... Clerk Johnson read a letter from Mr. Henry A. Vonderahe wherein Mr. Vonderahe requested a lake frent lease on that part lOf the share ef lake Minnehaha lying directly SlOuth af lot 1:3, Clermont Heights. MotilOn by Carrington, secanded by BishlOP and carried that Mr. Vonderahe be given a lease as requested but that before such lease is executed by the city that city attorney MlOrse prepare a new type of lease, lOr easement. MlOtian by Bishep, seconded by Boyd and carried that Clerk Johnson be authorized ta pay to South Lake Memaria1 hospital the amount of $1,500.00 as budgeted. MotilOn by Oswalt, secanded by CarringtlOn and carried that the city set a price of $5,750.00 on that part of block 110 lying Seuth af State road "50 II and. lots 1 & 2, less the South ten feet of each, block 109, plus the existing alley, lOr street, lying between said blocks 109 and 110, all in Sunset Park' of Indian HillS. Clerk Jahnson was requested tomlist the property with all local licensed realtors, md/ar realestate firms it being understoad that if the praperty is saId by any realestate firm that the usual cammission of 10% will be paid, and it being further understoed that the city does not furnish title insurance or an abstract. Motion by Boyd, seconded by Oswalt and carried that the Mayor and city clerk be authorized to execute the necessary contract and mortgage and ta make t he necessary payment for the purchase of the old bank building as previously authorized. Motian by Carrington, se 'ondedcby Oswalt and carried that billS be paid. ~ ~ Motion by Bishop, seconded by Oswalt and carried that alton Parker be engaged by the city as a receiving and stock clerk at a salary of $300.00 per month. Motion by Carrington, seconded by Bishop and carried t hat the salary' of the city Clerk be set at $5,400.00 and the deputy clerk at a salary of $3,120.00 for the fiscal year 1958-59.
