08-05-1958 Regular Meeting REGULAR HEETING ~ ~ A regular meeting of the City Council of the City of Clermont was held at the city hall on Tuesday, August 5th, 1958. The meeting was called to order by Council chiarman Charles 30e at 7:30 P. M. with all counciili members present. Others present were Hayor Keene, City attorney ~orse, Supt. Sheldon, Police Chief Parker, Fireman FullNood, representative of the pre s sand I'lr s . Anne Ro se . The minutes of the adjourned meeting held July 15, 1958, and the adjourned Board of Equalization meeting held July 24, 1958, were read and approved. . l'1rs. Rose appeared before the Council and stated that a groupe of white boys, or young men, in cars Ttlere molesting the negroe children in the Lincoln Park area. Brs. Hose further' stated that such practice included throwing fire crackers at the negroe children, trying to stop colored boys and throwing st one s at colored children. Her statement followed that sucl'1 L'. disturbance usually took place over the week ends. Mrs. Rose was assured that every effort would be made to put an end to such conduct on the part of the: offenders. Chief Parker was again directed to have his force put forth every effort to bring to a halt the present wave of misconduct on the part of our youth. Mr. Bishop, chairman of the streets committee; reported that recent rains had caused serious damage to many of our streets, but that repairs were being made as fast as possible. Clerk Johnson was requested to contact l'Ir. JJIoe Mims, of the State Road Department, and call his attention to the drainage situation at the intersectio~ of Grand Highway and State road "50 ". A discussion took place regarding the possibility of the city obtaining property to be used as a clay pit. Several prospects were f'1entioned. Mr. Boyd, chair" an of the vJater Department, reported that it was hoped that the laying of some new water mains would get under way in the near future. ~ ~ I~r. Oswalt, Chairman of the Parks Committee, reported that the surveying of \tJest Lake had been completed and showed members of the Council a plat of such survey. He further reported that he was of the opinion that the docks. at the new boat ramp would be completed this week. ~r. Oswalt reported that Hr. Max Berry had agreed that he ~~ould remove the piling from the old dock at a price of ')70.00. I'lotion was made by Boyd, seconded by Bishop and carried, that the Parks Committee be authorized to engage Mr. Max Berry to remove the piling of the old Carl Prime dock at a price not to exceed ~;70. 00 and that it be under st ood that the piling remain the property of the city. City attorney Morse was requested to check the title of o~\fnership of the bott om of VJe st lake. City attorney Norse was requested to prepare the proper legal advertisment calling the public's attention to the proposed changes in the Zoning Ordinance and setting the public heGring for September 2, 1958. r.;rs. Carrington, chairman of the Building Committee, reported that ;~7~,000.00 in building permits had been issued during the month of July. Chairman Roe called an unofficial meeting of the Council for Tuesday, August 11, 1958, for the purpose of meeting with Hr. Hilson Sheppal'd, a representative of our auditing firm, and iscussion certain changes in our accounting system. ~ ~ Chairman 30e read a letter from Florida Telephone Corp., wherein they attempted to explain their reaso~s for changing the rJIontverde and Ferndale telephone exchange s frorr: Clermont to t'Jinter Garden. Hayor keene reported that he was of the opinion that certain businesses were operating within the city without proper occupational liC'enses and that he thought that the Situation should be corrected. The council agreed with mayor lfeene. Police Chief Parker submitted his monthly report which was accepted and ordered filed. Police Chief Parker was authorized to purchase a set of tires for the policeC'car. ~tr. Oswaly offered, and moved the adoption of, a RESOLUTION pertaining to the possibility of the City acquiring certain lands bordering on lakes and streams located nearby the city of Clermont. The motion was secondet by rv7.r. Bishop and. upon roll call vote unanamously carried. A copy of the Resolution in full appears immediately follm~ing these minutes. Clerk Johnson t'ras requested to contact County Commissioners Jack Simpson and Jake Cowart and explain the situat ion to them. Nr. Boyd submitted an offer of t,~5,200.()0 for certain property ~~ned by the city. The offer was for a customer of Mr. Boyd and the property in que st ion was that part of block 110 lying South of Highway "50" and lot s I & 2, Block 109 anc.. the alley bett~een the two blocks, all in Sunset Park, Indian HillS. l\~r. Boyd moved that the city accept the offer. The motion was not seconded as it w~s the opinion of other members of the council that the property should be advertised for sale to the ~eneral public, on a bid basis, and. that should offer should not be made to the eeneral public until after the proposed amendment to the zoning ordinance is determined. l\~r. Boyd them moved that the city immediately advertise the property in question for sale to the hi~~est bidder, with the city reserving the right to reject any and all bids. This motion was not secondect. It l~as agreed that a two mill tax levy for Bond debt service woukd be sufficient for the year 1958 and clerk Johnson waS directe to so advise tax assessor Stanley.
