A regular meeting of the City Council of the City of
Clermont was he Id at the city hall on Tue sday, July 1,
1958. The meeting was called to order by Council Vice
Chairman Juliett Carrington at 7:30 P. M. with the following
Council members present: Carrington, Oswalt and Boyd. Both
Hr. Roe and Hr. Bishop arrived at approximately 8:00 P. N.
Others present were Hayor Keene, City attorney f'lorse, Supt.
Sheldon, Police Chief Parker, Fireman Fullwood, representatives
of the press, Hr. Seiple of Hunnicutt and Associates and Hr.
Cochrane of Florida Towers Inc.
The minutes of the meeting held on June 29, 1958, were read
anet approved.
Hr. Boyd, chRirman of the \tIater & Sanitation Committee,
stated that he had no report to make other than certain water
main extensions were planned to start as soon as city crews
were available who were now being used for street repairs
and construction.
Er. OS~\T[.lt, chairman of the Parks Committee, reported that
the shelters over the shuffle Board Courts were completed
and in use and that the Boat ramp being constructed on the
South side of lake Minneola should be completed on or
before the Fourth of July. Hr. 0 s!:mlt further reported that
the cost of the boat ramp would be between 120.00 and 200.CO.
Mayor Keene reported that certain persons had cut and ruined
car tires 8~d thrown rocks through windows; bot~ offenses
within the city. JY;eyor Keene further stated that although he
hnd not received any report of these offenses from the Police
dept. that he had started an investigation himself and that
he was of the opinion that the offenders had been determined.
Chief Parker was directe: by both the mayor and the city
Council to make every effort to see that the offenders were
apprehended.
Councilman Bishop and Chairman 20e arrived during the
above noted discussion.
Police Chief Parker's report was read, accepteQffid ord?red
placed on file.
Clerk Johnson was directed to open bids for the sale to the
city of one (1) Asplundh 12" Trailer Hounted Brush Chipper,
powered witta an Inter'national U175 motor, complete with
all standard equipment and delivered in Clermont.
The bids were as follow s: Dell W. Farrens Equipment Co.,
Jacksonville, Fla. fJ3,150.00, Pounds Motor Company of
Vlinter Garden, Fla. ~~2,950.00, and A. E. Finley and
Associates, Inc. of Lakeland, Florida, 3,140.00.

Motion by Oswalt, seconded by Carrington and carried that
the city accept the lowest bid and that Pounds Motor Co.,
of Winter Garden, Florida be ~\Tarded the purchase contract
for the Asplundh Brush Chipper, as specified above, at a
delivered price of ~2,950.00.

pertaining to the four Inning of Highway "27" from the
'Southern limit s of Clermont through fUnneola. rrhe mot ion was
secondeo by Mr. Bishop and carried. A copy of the rlESOLUTION
in full appears immecliately fo11owing these minutes.
The clerk was directed to mail copies of the Resolution

I'lr. Cochrane, of Florida Towers, expressed his thanks to
the Council for. their splendid cooperation a~d for the
repairing of Grand Eie;h~'ray.

Er. Seipel, of Hunnicutt and l{ssociates, discussed grove
valuations t'lith the Council. July 22, 1958 was set for the
date of review.
Attorney Morse reported that it was his opinion, after
investigation, that all property around ~'Jest lake actually
touched the mean high-low vJ'ater line and that the City
actually owned the lake.

that a survey be made of West lake, showing gov1t lots
and determining the mean high-low water line.
Clerk Johnson read a letter from Miss Florence Johnson
protesting the fact that c chickens and Guienas were being
permitted to run loose in ter neighborhood. Police Chief
Parker was directed to take immediate steps to see that the
situation was cor~ected according to city Ordinances.

carried that Nayor Keene and City att orney r"~orse attencl the
County Tax sale to be held in Tavares next V.onday, July
8, 1958, and endeavor to purchase a certain piece of property
desired by the city at a price not to exceed <500.00.

City clerk be authorized to sell lots 6, 7 & 8, Block 15,
Sunnyside Unit at a minimum price of $500.00 each, net to
the city. Said lots havine been advertised for sale,in the
local paper, to the highest bidder and no acceptable bids
haVing been received.

RESOLUTION
~
~
WHEREAS, The City of Clermont and the County of Lake have improved
Grand Highway from the residential area of Clermont and the Clermont-
Minneola School area to State Road 25, U. S. 27, and likewise, both agencies
have improved Grand Highway from State Road 50, in the City of Clermont,
Northerly to the same intersection of State Road 25, U. S. 27, and Grand
Highway, thereby further increasing traffic at this intersection; and,
WHEREAS, The development of the Citrus Tower, a major State attrac-
tion, along with other such attractions as the Bohemian Glass Blowers, the
Amphibious Duck Tours, and such businesses as A. W. Thacker, Distributor
for Tilley Products throughout the United States, as well as Chillaire Products,
the Skyline Motel, Citrus Tower Restaurant and Lounge, Citrus Tower Gift
Shop and Soda Fountain, Dorsey t s Standard Station and other developments in
this area are increasing traffic hazards at the said intersection of State Road
25, U. S. 27, and Grand Highway, as well as at the entrance of the Citrus
Tower property, which abuts said intersection on State Road 25, U. S. 27,
and Grand Highway; and,
WHEREAS, The traffic on State Road 25, U. S. 27, a two -lane highway,
has so increased that traffic is slowed down thereon, thereby increasing the
traffic hazards on said road; and,
WHEREAS, The North bound traffic on State Road 25, U. S. 27, must
cross the main traffic lanes of State Road 25, U. S. 27, in order to enter Grand
Highway and Skyline Motel; and South bound traffic must cross the main traffic
lanes of State Road 25, U. S. 27, in order to enter the Citrus Tower property,
thereby causing a hazardous situation which is detrimental to the safety and
welfare of the travelling public; and,
WHEREAS,> There exists within the City limits of the City of Clermont,
the intersection of State Road 25, U. S. 27, and State Road 50, thereby increas-
ing the traffic on State Road 25, U.S. 27; and State Road 25, U. S. 27 extends
in a North -South direction through the Town of Minneola and the City of Clermont;
which are adjacent to each other and a considerable amount of local traffic
naturally flows to State Road 25, U. S. 27, thereby further increasing automobile
and truck traffic on this road which necessarily in.creases the hazards to the
travelling public because State Road 25, U.S. 27, has only a North-South lane
and should be four -laned to decrease the hazards to the travelling public and to
properly carry normal, as well as excessive, traffic thereon; therefore,
BE IT RESOLVED That the City Council of the City of Clermont request
of the State Road Department of Florida that appropriate traffic turning lanes
and cross -overs be installed on State Road 25, U. S. 27, to relieve existing
traffic congestion and alleviate traffic hazards in the area of the Citrus Tower
and at the intersection of Grand Highway and State Road 25, U. S. 27; and,
BE IT FURTHER RESOLVED That the City Council of the City of Clermont
~ request that the Board of the State Road Department of Florida further proceed

with the four-laning of State Road 25, U.S. 27, from the Southern limits
of the City of Clermont to the Northern limits of the Town of Minneola,
with appropriate traffic turning lanes and cross -overs to facilitate the
movement of traffic in the above described congested areas.
