ADJOUHNED MEETING
An adjourned meeting of the City Councio of the City
of Clermont was held at the city hall on Tuesday,
February If, 1958.

The meeting was called to order at 7:30 P. M. by Cpuncil
chairman Charles Roe with the following members present:
Roe, Boyd, Carrington and Oswalt. Absent Bishop. Others
present were Mayor Keene, Supt. Sheldon, Police chief Parker,
Fireman Fullwood, Mr. R. F. House and W. H. McQuistion.
The minutes of the meeting held on February 4, 1958 were
read and approved.
Mr. Boyd, chairman of the Water & Sanitation committee
stated that he had nothing to report.
Mrs. Carrington, chairman of the Building committee,
stated that her committee had issued $50,600.00 in building
permit s since the first of the month.
Mr. Oswalt stated that he would like to commend Mr. Sheldo~
for the amount of street work being done under adverse
weather conditio~s.
Mrs. Carrington, offered and moved that it be passed

PASSAGE OF THIS ORDIEANCE.
The motion was seconded by Oswalt and unanamously carried.
Mr. Boyd then moved that the Ordinance be read the sec ond
time by t it Ie only. The mot ion was sec onded by Mr. Oswalt
and unanamously carried. After the second reading, by title
only, Mr. Oswalt moved that the rules be further waived
and that the Ordinance be placed upon its passage. The
motion was seconded by Mrs. Carringtonmd unanamously
carried. Thereupon the Ordinance was read in full for the
third time and on roll call the vote was as follows:
Ayes: Boyd, Carrin~ton, OSTl'lalt and Roe. Nayes: none.
Absent: Bishop. The Ordinance passed, title as stated,
and was recorded in the Ordinance book and numbered 165.
A copy in full appears immediately following these minutes.
Motion was made by Boyd~ seconded by Carrington and carried
that the salary for the Judfe of the municipal court be
set at :160.00, such salary being retroactive to ~h 1,

Mr. Sheldon reponted that the that the small speakers
stand in Kehlors park was in need of some repairs. Mr.
Sheldon was directed to have the necessary repairs made.

Chairman Roe reported that he had discussed the matter
of converting the city owned residence on eighth street
to a nurses home had been discussed with Mrs. Sherman of
South Lake ~emorial hospital and that she would make
a proposal to the council in the near future regarding
the matter.
A discussion took place relative to making more funds
available for streets resurfacing.
Mayor Keene reported that stray dogs were being reported
in the Indian Hills area. Chief Parker stated that the
matter was being looked into and would be corrected in the
ne ar fut ure .

A discussiop took place relative to a bill presented to
the city by Mr. Halter Harren for services in connection
with the suit brought against the city ~d O. H. Keene
by William Boyd and F. S. Bliven with regards the ball~t
count for the 1957 election. It seemed to be agreed by
all members that f1r. v1arren had been amply paid for all services
rendered and that the bill in question covered services which
had not been rendered.
Hotion was made by Oswalt, seconded by Carrington"and carried
that the city attorney be directed to advise Mr. Warren that
the city refuses to pay the bill on the grounds that said
bill covers services for defending the suit in the supreme
court and that said suit did not reach the supreme court.
Mr. Boyd aBstained from voting on this motion.
Sealed blbds from Sun Chevrolet Company and R. H. (Razz)
Bowen Ford Company were opened and rea.d by the clerk.
The bids were for the sale of a new c~l.!'.~for the Fire
chief and supt. of operations and said bids were as follows:
Sun Chevrolet Company; $1,700.00, R. H. Razz Bowen Ford
Company ~1,588.00; (plus a tradein in each instance.
Motion was made by Boyd, seconded by Oswalt and carried
that the purchase be made from R. H. (Razz) Bowen Ford
company for the quoted price of $1,588.00 and that Mr.
Sheldon be authorized to have the necessary changes in
equipment made.
Mr. Roe asked that Mrs. Carrington preside over the meeting
in order that he might offer a mot ion.

Committee and that he moved that Johnson avenue, lying between
blocks lLI-5 and 146 of Joh.nsons replat be permanantly close
and that deeds of conveyance be made to the abutting
property owners, and that city attorney Morse be directed
to prepare the necessary Ordinance or Resolution for such
act ion.
Clerk Johnson reported that he had contacted Dr. Hall
of the County Health department with regards the construct ion
of a county health clinic in Clermont and the cleaning and
dredging and cleaning of West lake as a part of the
permanent mosquito control program and that Dr. Hall had
stated that he was reasonably sure that both programs would
be underway by late Summer.
Clerk Johnson reported that the official board of the
Methodist church was considering the pOSSibility of making
certain church owned property available as a parking lot.
for South Lake Hospital and that a decision would be reached
within thirty days.
Clerk Johnson read letters from Mr. William Dial and Mr. Richey
Green regaring the resurfacing of State road 561 through
Clermont.

Clerk Johnson reported that the State Highway Patrol
department had decided to discontinue offering driving tests
in Clermont after February 17 and suggested that some action
be taken to endeavor to have the program continued.
Clerk Johnson was directed to immediately mail letters bf
protest to the HigrrN'ay Patrol department and mayor Keene
was also requested to take what steps he could to see that
Clermont continues to be one of the towns in which such
tests are offered.
Clerk Johnson stated that Golden Gifts Inc. had requested
permission from the city to cross over state high~'1ay 561
with a steam pipe from the plant to their boiler house;
said steam line to have a clearence of 22 feet.
Motion was made by Boyd, seconded by Oswalt and carried
that permission be given Golden Gifts, inc. to cross over
Stated road 561 with a steam line, provided that all
requirements of the Saate road department be complied
with, and further with the understanding that said Golden
Gift Inc. must also obtain permission from the State Road
department.
Clerk Johnson read a letter from ~lr. Carrol Bailey wherein
Mr. Bailey requested that that part of block 110, Sunset
parkm ly ing north of Highway t150 tI be rez oned toT -C.

Clerk Johnson was directed to inform Mr. Bailey that his
request would be turned over to the ~oning Commission for
rec ommendat ions.
The matter of appointing members to the ~oning Commission
was tabled unt il the next meet ing.
Motion was made by Carrington, seconded by Oswalt and
carried that the firm of Sheppard and Sheppard be engaged
as auditors for the city for the year 1958.
After considerable discussion regarding Some method of
making additional funds available for the purchase of new
equipment and for the purchasing of Street resurfacing
materials, mot ion was made by Carr ing, see onded by
Oswalt and carried that the 1957-58 budget be amended as
follows: Under the department of "Street s." that the amount
of t1New Streets" be reduced from $10,000.00 to $3,000.00,
under the department of "Hater" that new mains be reduced
from $12,500.00 to $8,000.00, and that under the department
of Administration the item of Contingency be eliminated
thereby making a total of $14,750.00 available to be
rebudged as follows: Under the department of streets the
item of Street Resurfacing be increased from ~5,000.00
to $12,750.00 and that under General expenses the item of
new equipment be increased from $1,000.00 to ~8,000.00.
Motion was made by Oswalt, seconded by Carrington and carried
that the city purchase Galion five ton roller at a price
of ~4, 368.50.

Section 8. The salary of the Judge of the' Municipal
Court of the City of Clermont 1& hereby fixed at
$25.00 per month, payable monthly, on the first day
of each month forme Den preceding month,
is hereby fully amended to read as follows:
Sec;tlon 8. The salary of the Judge of the Municipal
Court of the City of Clermon~ shall be determ1ned
and fixed by the City Council of said City at its firet
Regular Meeting in January of each year, wbid1 salary
shall be payable monthly on the first day of each month
for the next preceding month.
Whenever a vacancy in tills office occurs after
the first Regular Meeting in January in any year and the
services of $ qual1fled person cannot be obtained a~ the
salary as previously determined and fixed; the . City
