An adjourned meeting of the City Council of the City of
Clermont was held at the city hall on Tuesday, January 21,
1958. The meeting was called to order by Council Chairman
Roe at 7:30 P. M. with all Council members present. other
officials present were Mayor Keene, City attorney Morse,
Tax Assessor Stanley, Supt. Sheldon, Police Chief Parker
and Fireman Fullwood. Visitors present were Mr. Bair of
Florida State Planning and ~oning Commission, Mr. Oakley,
representing South Lake Memorial Hospital, and Mr. Seiple,
Mr. Latshaw and Mr. Chilton of Hunnicutt and Associates,
and Mr. J. K. Tryon.
The minutes of the meeting held on January 7, 1958 were
read and approved.
~ayor Keene introduced Mr. J. K. Tryon who presented the
Council with several letters of recommendation and made a
verbal application for the office of municipal Judge.
Mr. Tryon was assured that his application would be given
consideration.
Mr. Roe introduced Mr. Bair, of Florida State Planning
and Zoning Commission, who discussed municipal planning
with the council and agreed to return at a later date to
go into the matter further.
Chairman requested a short executive session would the
representatives of Hun:-cicutt and associates.
After the conclusion of the executive session representatives
of Hunnicutt and Associates and Tax Assessor Stanley discussed
valuation and tax problems with the council.
Mr. Oakley, repre sentat ing South Lake Memorial Hospital
informed the Council that the proposed expansion plans of
South Lake memorial hospital required additional property
for a parking area and suggested that the city make an effort
to obtain lot 7, Block P2, for that purpose. It was also
brought out that the city should have an easement on the West
twenty feet of lot 6, block 82, to be used as a retaining
embankment.
Motion was made by Oswalt, seconded by Carrington, and carried
that clerk Johnson determine if R. F. house and wife will
dispose of lot 1, block P2, and at what price they will be
willing to sell. Clerk Johnson was also requested to determine
if a twenty foot easement of the property owned by C. C. Higby
and Yirs. John Lochner could be obtained.
Mrs. Carrington, chairman of the Building Committee, reported
that $35,000.00 in building permits had been issued since the
last meeting of the council.

Mayor Keene reported that the Fil Lamba Phi fraternity of
6he University of Florida at Gainsville had again offered
the service s of several of the ir member s to the city of
Cl-: rrront for municipal work. Clerk Johnson was asked to advise
said Pi~ Lamba Phi that their offer was appreciated and that
their services would be welcome.
Mayor Keene reported that the city was experiencing considerable
unlawlessness in the form of white boys, or men, assaulting
and frightening negroes. Chief Parker was asked for a report
on one of the cases in question. After considerable discussion
concerning this matter Chief Parker was informed that this
practice must be stopped immediately and that his department
must put forth every effort toward that end.
Mayor Keen asked the Council if the city would be ~nterested
in disposing of any part of block 100. Mr. Boyd stated
that the city had retained this property for several years
as a possible locatio~ for a future armory a~d that it
was his thought that this Councio should follow the same
program and that he was, therefore, opposed to disposing
of the property. No further action was taken on the matter.
Mayor Keene submitted the following applications for
appointment to the Police Department:
C. E. Sullins, Chief. Chas. P. Clark, patrolman and
D. C. Varket as patrolman.

Motion was made by Boyd, seconded by Bishop and carried, that
the matter of appointing an additional man to the police force
be deferred until next meeting.
Mr. Oswalt stated that it was his opinion that this matter should
be handled by the mayor and that any action which the mayor might
take would be sat isfactory to him.
Motion was made by Oswalt, seconded by Carrington and carried
that Mr. J. K. Tryon be appointed as municipal jude for the
city of Clermont for the remainder of the year 1958 at the
present salary of the municipal judge.
Clerk Johnson was re~uested to inform Mr. Tryon of his
appointment and to also advise Mr. F. S. Bliven that the
Counc il was very appreciatttve for his many years as municipal
judge and for his other civic endeavors but that it was their
opinion that it would be in the best interest of the city
that a change be made in the office of municipal judge and that,
therefore, his appointment would be terminated on February
~ 1958.

Chairman Roe made a report on anticipated safety measures for
the intersect ion of highways "50" and "27" and also the possibility
of day and night direct ional sign near that intel:' sect ion.
A letter from the local Chamber of Commerce was read wherein
reque st was made that the city pay back rental, in the amount
~563.40, to Starr Neon Sign Company for highway signs, and that
they also give consideration to the erection or installation
of a Neon Direct ional sign near the intersection of "50" and
"27".

the Chamber of Commerce be advised that the city will not
assume any liability for past or future rent on highway
signs to Starr Neon Sign Company, but that the city is now
giving consideration toathe locating of a Neon directional
sign at vhe intersect ion of "27" and "50" and that every effort
will be put forth toward that end.
E1t~rattorney Morse reported that Mr. Dayton Blackford had
agreed to vacate the house which he now occupys by February
1, 1958. City attorney Morse was directed to take the
necessary legal proceedure to evict Dayton Blackford from
the house in question immediately after February 1, 1958
if the house is not vacated by that date and to so properly
advise Mr. Blackford immediately.

Mr.Boyd reported that the city owned building,which he occupys,
had several leaks in the roof and should be repaired.
Motion blf Oswalt, seconded by Bishop and carried that Supt.
Sheldon engage, on a bid basis, some firm to make the necessary
repairs to the building in question.
Motion was made by Boyd, seconded by Bishop and carried that
Clerk Johnson be authorized to purchase a fire-proof filing
cabinet for the strorage of the appraisal cards being prepared
by Hunnicutt and associates.
A discussion took place as to whether or not the local
schools should be billed for garbage collection at full rates.
The matter was referred to the Water & Sanitation Committee
for study and recommendations. Clerk Johnson was instructed
to bill the schools a full garbage rates until notified
otherwise.
Clerk Johnson read a letter from Mr. Carl Nelson wherein
request was made for a lease from the city for the West half of
Drew avenue betwwen Lake Shore Drive and lake Minnehaha.

Clerk Johnson was instructed to advise Mr. Nelson that
public street right of way could not be leased by the city.
Clerk Johnson read a letter from Ernest Smith wl),erein
request was made for a street light at the intersection
of Fourth and Broome streets. The matter was referred to
the Streets and Street Lighting Committee for consideration
and act ion.
~otion was made by Bishop, seconded by Boyd and Carried that
the city bear the expense of the installation charges for a
water heater at vhe community building. Mr. Sheldon was
instructed to engage the proper firms to do the necessary
w or k .
Motion was made by Boyd, seconded by Bishop and carried
that the clerk be authorized to exempt from water charges
all churches, and other non profit organizations.
Police Chief Parker was authorized to purchase the necessary
tir~s for the police car.
Motion was made by Boyd:;, seconded by Oswalt and carried
that the city furnish the Chamber of Commerce office electrical
energy and water free of charge.
An executive session was again called.
Motion was made by Bishop, seconded by Boyd and carried that
the present salaries of all Police Department and Fire Department
employees be continued as budgeted.
Motion by Bishop, seconded by Boyd and carried that meeting
adjourn.
