11-19-1957 Regular Meeting
ADJOURNED MEETING
..
An adjourned meeting of the City Council of the City of
Clermont was held at the city hall on Tuesday, November 19,
1957. The meeting was called to order at 7:30 P. M. by
Council president Harold Turville with the following Council
members present: Turville, Roe and Bishop. Others present were
Mayor Keene, City attorney Morse, Supt. Sheldon, Police Chief
Parker and Mr. William Boyd.
The minutes of the meeting held on November 5, 1957 were
read and approved as read.
Clerk John~on read a copy of the minutes of the ~oning
Commission meeting held on November 15, 1957, wherein a
request was made by the ~oning Commission that they be furnished
with a list of the proposed changes in the ~oning ordinance
and some indication as to wherein the proposed Ordinance is
more beneficial than the existing ordinance.
Motion was made by Roe, seconded by Bishop and carried that
the Building Committee be requested to furnish the ~oning
Commission with a list of the proposed changes in the ~oning
Ordinance and that such list also set forth the advantages of
the proposed changes.
Mr. William Boyd presented a plat of the proposed subdivision
of Point Place for approval by the Council.
Motion was made by Bishop, seconded by Roe and carried that
the city accept the plat of Point Place subject to the completion
of its streets and the acceptance of said streets by the Streets
Committee and the city Supt., and that the Mayor and City clerk
be directed to approve and sign said plat when they are advised
by the chairman of the Streets Committee that afore stated streets
are completed and acceptable to the city.
After further discussion regarding the subdivision of Point
Place Motion was made by Roe, seconded by Bishop and carried
that it now appears that the North 100 feet m/l of Settle street
shown on'the proposed plat does not refdect the true width of
the street because of the Jones property and that the previous
motion authorining the Mayor and Clerk to Sign the plat when
the streets are improved and accepted by the Streets Committee
and the city Supt. be rescinded and held for naught.
Motion by Roe, seconded by Bishop and carried that before any
further action be taken by the Council on the proposed plat of
Point Place that the city attorney contact Mr. Jones and report
back to the Council as soon as possible and that the Council
will then hold a special meeting for the approval of the plat
if nece ssary.
Motion by Roe, seconded by Bishop and carried that the petetion
of Dickson Brothers, Mr. Fred Dickson and Mr. William Boyd
request~ng the paving of a part of Settle street be tabled
until the city attorney reports back on the results of his
meeting with Mr. Charlie Jones.
..
Clerk Johnson reported that Mr. Wolstencr, oft had inquired as to
why the city had now allowed him homestead exemption on his
property when such exemption had been allowed by the county.
Clerk Johnson was directed to advise Mr. Wolstencroft to contact
Mrs. Svanley, city tax assessor, and determine just why the
exemption had not been allow~d.
Motion by Roe, seconded by Bishop and carried that the Tax
Collector be directed to cancel tax statement numbered 1814,
in the amount of $1.80 as the assessment had been made through
error.
Motion by Roe, seconded by Bishop and carried that the clerk
be wuthorized to issue a check in the amount of $1,750.00 to
the local Chamber of Commerce as a part of the amount budgeted
for the ir use.
Clerk Johnson advised the Council that Mr. Burch would like
to know if the city would consider the sale of lots 17 & 19,
block 122, and also if the Council would consider the closing
of eleventh street from Montrese to Desoto street.
..
It was unanamously decided that inasmuch as the city had obtained
lots 17 & 19 of Block 122 in order that they might control same
and thereby eliminate the possibility of a "blind corner" at
a dangerous intersection and that inasmuch as the need for the
control of the corner continued to exist that the city would
not offer the lots for sale. With regards to the request for
the closing of eleventh street from Montrose street to DeSoto
street it was decided that the closing of this street would not
be to the best interest of the city or to present and future owners
of abutting property.
Clerk Johnson read a letter from Mr. Albert O'Neal of O'Neal
and Associates Nherein Mr. O'Neal stated that if and when the
city started a sewage disposal system that he would very much
like for his firm to be considered as engineers for the city.
Clerk Johnson was directed ~o thank mr. O'Neal for his letter
and to advise him that if he cared to examine the existing data
on the proposed project without expense to t he city that the
Council would be pleased to meet with him sometime after the first
of the year.
Clerk Johnson read a letter from Grace Baptist Church requesting
information relative to the tax situation on property which they
had recently purchased and which was, in part, being rented under
an existing lease until April 30th. Clerk Johnson was instructed
to advise Grace Baptist Church that inasmuch as all assessments
were made as of January 1st., and as it appeared that the property
in qU6stion would be rented on that date, the property would
be taxable. However, if the lease should be terminated on April
30th as expressed as a possibility in the letter that the
Council would be happy to again consider the matter when they
meet as a Board of Equilization in the early fall.
Clerk Johnson read a letter from Mrs Alvin Richards regarding
the possibility of the city having Some solution to the problem
created by the grade of the driveway from the street into her
property being so steep that it was impossible ~o use the driveway
and that she found it necessary to park her car in the street.
Clerk Johnson was instructed to advise Mrs. Richards that if
she had a solution to the matter or any suggestions regarding
the matter to offer that the Council would be happy to have her
appear before them in person, or to advise them by letter, but
that she must take into conSideration the fact that the existing
grade of the street and the sidewalk be maintained.
Motion by Roe, seconded by Bishop and carried that the Clerk
advise Hunnicutt and Associates that they are to value the real
property in Clermont at one hundred percent.
Clerk Johnson read a letter from Mr. Peter Bergman wherein Mr.
Bergman requested that the city have a street installed at the
intersection of Minnehaha Avenue and eleventh street.
..
Clerk Johnson read a letter, or petetion, from Mr. Chas. Pool,
President of Inland Groves, wherein request was made that the
city close and abandon that part of eleventh street between
Minnehaha Avenue and Lake Shore Drive.
Motion was made by Bishop, seconded by Roe and carried that
the city Clerk advise Mr. Pool and Inland Groves, Inc. that
before the Council could give conSideration to his petetion
that it would be ne ces sary that one hundred percent of the
abutting property owners join with him in his petetion for the
closing of Eleventh street from Minnehaha Avenue to Lake Shore
Drive; and that the letter from Mr. Pool of Inland Groves, Inc.
and the reply to said letter be attached too, and become a part
of, these minutes.
Mayor Keene reported that he had recei~ed three applications for
the position of patrolman on the police force but that he had been
unable to interview all of the applicants todate and that
he therefore would not make any recommendations at this time.
..
Motion by Bishop, seconded by Roe and carried that Clerk Johnson
be authorized to purchase a typewriter at a cost of $191.25 and
that he further be authorized to issue a check for that amount
in payment of same.
Clerk Johnson read a letter from Western Union Company relative
to the Utility Tax Ordinance.
~otion by Roe, seconded by Bishop that meeting adjourn.

City eouncil
Clermont
Florida
Gentlemen:
Inland Groves, Inc., being the owner of lands
lying on both sides of Eleventh Street as the same has
been laid out and platted from the South side of
Minnehaha Avenue to Lake Drive, respectfully requests
that this portion of said street be discontinued and
closed.
The record shows that this street was laid out
on the original map of the Town Site of Clermont in 1884
and that it was continued in effect by map of Indian Hills
and later on Official Map of the City of Clermont, filed
in 1926; that no street has ever been opened South of
Minnehaha Avenue and that the opening of the same would
require considerable expense in filling over the corner
of the marsh that protrudes out to and across that street.
Wherefore, your petitioner prays that this
Council do pass a resolution abandoning said street and
surrendering any right-of-way or easement that the City
of Clermont mayor might have over the same to Inland
Groves, Inco
Respectfully submitted,
