08-18-1959 Regular Meeting ADJOURNED MEETING An Adjourned meeting of the City Council of the City of Clermont was held at the office of the City Clerk on August 18, 1959. The meeting was called to order immediately following the adjournement of the Board of Equalization, which was approximately 7:45 P. M. All members of the Council we present with the exception of Mr. Roe. Vice Chairman Middleton called the meeting to order. Other officials present were Mayor Hullinger, Supt. Sheldon, Inspector Snyder, Police chief Tyndal and officer Fullwood. Mrs. Rosemary Young amd representatives of the local press were also present. The minutes of the regular meeting held August 4, 1959, were read and approved. Mrs. Rose Mary Young presented petetions to the Council requesting a change in Zoning. The petetions were signed by the following property owners: Rose Mary Young, Fred Wolfe, Charles Croizer, Florence Bowman, W. I. Cossin, W. B. Reams, A. T. Booher and R. G. Bowen. The area requested for change is along highway "50" and starts at East avenue and extends to a point approximately half way between Disston avenue and Scott street. The change to be from R-l to T-C. Mr. G. Y. Middleton, agent for Mr. Martin Winther, requested that that part of Block 100, now zoned as R-2 be rezoned to T-C. Mr. Boyd requested that that part of Block 99, now zoned as R-2 be rezoned to T-C. Motion was made by Oswalt, seconded by Boyd and carried that the requests for changes in zoning be referred to the Zoning Commission for public hearings and recommendations. Mayor Hullinger reported that Invitations for bids on the painting of the downstairs interior of the old city hall, as per specifications prepared by Inspector Snyder, had been submitted to local Painting Contractors and that he expected to have the job completed in the near future. Mayor Hullinger further advised the Council that although a number for the Fire Department was listed in the telephone directory the city did not actually have a Fire Department telephone for that number. Motion was made by Boyd, seconded by Christensen and carried that Mayor Hullinger have a telephone and extension installed at the old city hall, and if possible have the same number assignee as now listed in the Directory. Mayor Hullinger was requested to again have the Police Department investigate the location of signs at the filling stations located at Fiftil street and highway "50", and where such signs, if any, obstructed the view of the motoring public to have them removed. Clerk Johnson was instructed to shrubery which thay had planted the view of the motoring publiC be removed by the owner or that Mr. Oswalt, chairman of the Streets Committee, reported that repairs to streets had been slowed down due to heavy rains. Motion was made by Oswalt, seconded by Christensen and carried that, upon the recommendations of Superintendant Sheldon and Clerk Johnson, the City Council employ Mr. Charles Clyatt as receiving and disbmrsing clerk and custodian of the city barn along with other duties of that office set forth in Resolution, and that the salary for such position be 1.35 per hour. Mr. Oswalt recommended that Superintendent Sheldon engage a grade man as a replacement for Mr. Clyat on the city labor crew and that such employment be on a trial basis. There was no objection from other members of the Council to this recommendation. Mr. Oswalt, recommended and moved that the electric directional sign, now located at the intersection of Grand highway and highway "27" be moved to the intersection of highway "50" and seventh street, and that flBusiness District" and "Boat Ramp" be added to the sign. The motion was seconded by Mr. Christensen and aarried. The matter was referred to the streets Committee for action. v Mr. swalt recommended that every effort me made to have the electric directional sign, now located at the intersection of Minnehaha avenue and highway "27" moved nearer to highway "50" and that it be suspended over highway "27". Mr. Oswalt further recommended that the sign which is to be moved from highway "27" and Grand highway to highway "50" and seventh street be suspended over highway "50". The streets Committee was authorized to takes these matters up wit) the state road department in an effort to obtaintheir permission. Mr. Uswalt recommended that the city install street lights from Hook street to Highlands avenue; from Hunt street to Grand highway and from Grand highway to Division street; said Division street being the northern boundary of the city limits. The light poles are to be aluminum, spaced at two hundred feet inte intervals, to carry one light but to be so constructed that an additional light may be added. Clerk Johnson was requested to contact Florida Power Corp. and obtain an estimate of the cost of such construction and/or consumption rates. Mr. Oswalt reported that there appeared to be some question as to whether or not the County Commissioners had passed a resolution authorizing the paving of old state road 561 through the city of Clermont; that part of state road 561 being in question is Eighth street from Minneola avenue to Montrose street and Montrose street from Eighth street to 12th street. Mr. Oswalt and Clerk Johnson were requested to investigate this matter. -', Superin~endent Sheldon reported that Chairman Roe had requested that he make a survey, and a cost estimate, of picking up garbage at the rear of homes, as compared to the present method of picking up at the street curb. Mr. Sheldon stated that in his opinion this program could be carried out wit~ the addition of two men to the Sanitation department and possibly some slight over-time. A discussion followed pertaining to the purchase of a new garbage packer and truck and Mr. Sheldon reported that he was getting estimates of the costs of such iteljs. Clerk Johnson read a letter from Mr. Fred A.tkinson, of the Lake County School Board, wherein Mr. Attkinson assufed the Council that the athletic field sponsored by the Dad s Club and located on the high school grounds would be available to the general publiC within reasonable restrictions. Clerk Johnson advised the Council that he had an offer, from Mr. !!artin Winther, of eighteen thousand dollars, for B10ak 100 and lots 13 & 14, south of highway "50", Block 99, and that the offer was accompanied by a check of ten percent of the offer, or eighteen hundred dollars, with the stipulation that the remainder would be paid on, or before, OctobGr 1, 1~1~'j. Motion was made by Mr. Boyd, seconded by Mr. Oswalt and unanamously carried that the City authorize Clerk Johnson to accept Mr. Winther's offer, that fiayor Hullinger be authorized to execute a purchase agreement, and that the proceeds from the sale nf this property be used first to retire outstanding MGr:tgage" 'not~s ;On t-l1~t, CitYAdmini'stratj;~ Building, held by the Citizen's Bank of Clermont, and secondly to apply on the Mortgage note on a part of block 80, held by E.
