The regular meeting of the City Council of the City
of Clermont was held in the office of the City Clerk on Tuesday,
July 7, 1959. The meeting was called to order at 7:30 P. M. by
Vice-Chairman Glenn Middleton in the absence of Chr. Roe. All
other Council members present. Other officials present were:
Mayor Hullinger, Clerk Johnson, Sup't. Sheldon, Inspector Snyder,
Police Chief Tyndal, City Attn'y. Morse and Patrolman Fullwood.
Others present, were: Mrs. Howard Young, Mrs. A. R. Leffner,
Mrs. Ray Libberton and Mr. Carl Dillon. Representative of the
local press was also present.
The minutes of the adjourned meeting held Tuesday, June
16, 1959, were read and approved.
Mrs. Howard Young introduced~Mrs. A. R. Leffner to the
Council who in turn presented a petition from the Clermont Garden
Club to the City of Clermont requesting that the sidewalk along
West Avenue be continued on to Juniata Street. Mrs. Leffner was
advised that the City would make every effort to comply with her
request, but that it was doubtful that funds were available for
this project at this time.
Mrs. Kay Libberton made a request to the Council that a
tree located in the street in front of her property at 670 E.
Magnolia be removed, as it interfered with her driveway. As Messrs.
Boyd and Christenson were not familiar with this situation, they
requested that Council action be deferred until they could look into
the matter. Chairman Middleton advised Mrs. Libberton that she would
be given an answer in the near future.
Mayor Hullinger submitted the monthly Police report, which
was accepted and ordered filed. Mayor Hullinger requested per-
mission to have the interior of the court room and the Police offices
re-painted and to purchase a new air conditioner for the court room.
Police Chief Tyndal stated the Police Department did not need both
of the air conditioners they now had in their offices and that one
of them could be moved to the court room. Motion was made by Mr.
Oswalt, seconded by Mr. Boyd, and carried, that Mayor Hullinger be
authorized to have the interior of the court room and the Police
offices painted and to move one of the air conditioners from the
Police offices to the court room. Mayor Hullinger further reported
that the State Road Department would complete their survey and traffic
count of State Road # 50 this week and that it was his understanding
that the State Road Department would install blinker lights at the
intersections of Highways # 50 and # 27, Highway # 50 and 12th street,
if requested to do so. Motion was made by Mr. Christenson, seconded
by Mr. Oswalt, and carried, that Mayor Hullinger request the SRD
to install blinker lights at the intersections of Highways # 27 & #50
and Highway #50 and 12th street.
Mr. Boyd, Chr. of the Water Committee, reported that new
water mains were being layed at 12th street.
City Inspector Snyder submitted his report for the month
of June.

Mr. Christenson, Chr. of the Parks Committee, reported on
the deplorable unsanitary conditions of the dressing rooms at the
ball park. Motion by Christenson, seconded by Boyd, and carried,
that the sanitary facilities at the ball park be put in proper order
and the dressing rooms be generally cleaned. This matter was re-
ferred to Inspector Snyder for action.
Motion by Mr. Boyd, seconded by Mr. Oswalt, and carried,
that a bill due George Nagel in the amount of $157.50 for services
rendered, be paid.
Motion by Mr. Christenson, seconded by Mr. Boyd, and carried,
that a bill in the amount of $150.00 due Frank's Spreader Service,
be paid.

A general discussion took place regarding repairs to the
streets around South Lake Memorial Hospital. It was concensus
of opinion that no repairs be made until the street was thoroughly
dry, which should be a matter of ten days to two weeks.
Recommendation was made by Mr. Oswalt that an attempt be made
to work out an arrangement with the Lake County Health Department
whereby it would be possible for City Inspector Snyder to make
official inspections of septic tank and drainage field installations.
Inspedtor Snyder agreed to discuss this matter with Mr. William
Kelly of the Lake County Health Department.
Motion was made by Mr. Oswalt, seconded by Mr. Boyd, and carried,
that Clerk Johnson make arrangements with Cle+mont T V and Appliances
for rental of their public address system, when needed, and that
Sup't. Sheldon be directed to use this equipment to notify all effected
customers two or three hours prior to discontinuance of water service
in any area.
Chr. Middleton stated, that according to the records, a previous
Council had requested City Attorney Morse tp prepare an amendment
to the Zoning Ordinance reducing the rear yard requirements to 10'
on that property located south of State Road # 50 zoned as T a.
After some discussion, City Attorney Morse was again requested to
prepare such an Ordinance.
Clerk Johnson read a letter from Mr. Charles Marshall, Sec'y. of
the Clermont Junior Chamber of Commerce, requesting that the City
defray expenses of a life guard at the Jaycee Beach during the sum-
mer. Motion was made by Mr. Christenson, seconded by Mr. Boyd, and
carried, that the City allocate an amount,not to exceed $500.00, to
defray salary expense of a life guard at the Jaycee Beach,and,that
the matter of disbursing such funds be left at the discretion of
Clerk Johnson, and, that the Junior Chamber of Commerce be directed
to install three conspicuous signs stating the hours that a life
guard is on duty. Certain other matters pertaining to duties of
a life guard were referred to the Parks Committee.
Inspector Snyder was requested to contact Mr. Rodolph O'Holleran
and endeavor to work out some arrangement whereby Mr. O'Holleran
would generally improve the condition of his property on Minneola
Avenue.
Clerk Johnson read a copy of the letter from Mr. Welborn Daniel
-to Mr. Jake Bishop, along with a copy of the proposed resolution
from the Lake County Commissioners pertaining to the re-surfacing
of old State Road #561 through Clermont.
Clerk Johnson advised the Council that he had received a request
from Cooper Memorial Library that the City waive the Utility Tax on
their telephone. Motion was made by Mr. Oswalt, seconded by Mr.
Boyd, and carried, that Clerk Johnson advise Cooper Memorial Library
that inasmuch as the Utility tax was being paid by all other mun~c~-
pally supported institutions, the Council did not feel inclined to
make an exception in this particular case.
Clerk Johnson read a letter from the Clermont Welfare League
requesting that the Council make every effort to repair the streets
around So. Lake Memorial Hospital prior to its Open-House on August
2, 1959.

that bills be paid.
