06-02-1959 Regular Meeting REGULAR MEETING JUNE 2, 1959 -e The regular meeting of the City Council of the City of Clermont was held in the office of the City Clerk on Tuesday, June 2, 1959. The meeting was called to order at 7:30 P.M. by the Chairman, Charles Roe, with all Council members present. Other officials present: Mayor Hullinger, Clerk Johnson, City Attorney Morse, Superintendent Sheldon, Chief of Police Tyndal and Bldg. Inspector Snyder. Others present were: A dele- gation of City employees and representatives of the Orlando Sentinel and the local press. The minutes of the adjourned meeting held May 21, 1959 and the Special meeting held May 26, 1959, were read and approved. Chairman Roe invited the spokesman of the delegation of city employees to state their business. Mr. Ephraim Pennington, acting as spokesman, stated their reason for appearing before the Council was in regards to vacations; that in the past they had re<<eived a paid vacati6n.~and naturally assumed that they would receive a paid vacation again this year; that they had made plans accordingly and that only in the last few days had they been informed that they would not receive a paid vacation this year. Mr.Pennington further stated that the hourly rate employees were of the opinion that if it had not been the intention of the Council to allow them a paid vacation this year, that they certainly should have been notified at the time the decision was made and not at this late date, and they would therefore very much appreciate the Council's re-consideration of this matter. Chairman Roe informed Mr. Pennington that at the time the Budget was being prepared, it had been decided that paid vacations would not be allowed to hourly rate employees and that no finanoial provisions had been made in the Budget for such vacations; that in lack of available funds, the matter of paid vacations presented quite a problem, but that he certainly agreed with them that they should have been notified last October or November and that someone had certainly been derelict in their duty in not so informing them at that time, but, that in view of the circumstances he favored making every effort to work out some solution whereby a paid vacation could be allowed for them. All the Council members, as well as Mayor Hullinger, agreed that due to the fact that the hourly rate city employees had been led to expect that they would receive a paid vacation this year that such va<<ation should be given. Motion was made by Mr. Boyd, seconded by Mr. Middleton, and carried, that all hourly rate employees having one year or more service with the City, be given a 2 weeks paid vacation with the understanding that such vacation be given at the dis- cretion of Sup't. Sheldon in order that the city's work program will be disrupted as little as possible. . Mayor Hullinger submitted and read the monthly Police Report which was accepted and ordered filed. Mayor Hullinger re- ported that the Police Department was running smoothly. He further reported that the State Traffic Safety Inspector had made a survey of Clermont and that their recommendations were: School signs on highways be changed from permanent to portable signs, with such portable signs being placed in the center of the highways during the hours needed; the islands be re- moved from East Avenue. In their opinion, a'traffic light was not needed at the intersection of 5th Street and Highway # 50. Mayor Hullinger further report~d he had requested that a State Survey Team make a traffic count at the intersection of 5th Street and Highway # 50. -e The matter of traffic hazards on Highway # 50 was discussed and Mayor Hullinger directed the Police Department to start immediately enforcing the speed limit and to set appearance bond at $50.00 on repeaters. The Police Department was also directed to advise the three service stations located at the intersection of 5th Street and Highway # 50, that they remove those signs which are now obstructing the view of the traveling public. Clerk Johnson read a letter from Judge J.K.Tryon regarding the appointment of a substitute municipal Judge, wherein Judge Tryon stated that in his opinion, it would be best to defer such appointment until a suitable person with experience in muni~ipal courts procedure could be located. Mr. Oswalt stated he would like to recommend Mr. welborn Daniel for this position. Sup't. Sheldon reported that work was being done on sealing of the city streets. Building Inspector Snyder reported that $104,500.00 in permits had been issued during the month of May, that the Building, Electrical and Plumbing permits totaled 73. Mr. Boyd, Chr. of the Water Committee, reported that some water mains and numerous water meters had been installed during the last month. Mr. Christenson, Chr. of the Parks Committee, and Mr.Middleton Chr" of the Street Lighting and Sanitation Committee, had no reports to make. Mr. Oswalt, Chr. of the Streets Committee, reported that he had no particular report to make on streets but that he had received complaints that someone was piling trash in Linden Street where it dead-ends at Highland Estates. Clerk Johnson was requested to write the offender and ask him to please discontinue this practice. ... Mr. Boyd suggested that the City contact the State Road De- partment in an effort to have them re-surface old State Road # 561 through Clermont before turing it over to the City for future maintenance. Chairman Roe agreed to call Mr. Ritchey Green with regards this matter and also take the matter up with Commissioner Jake Bishop. Clerk Johnson read a letter from Mrs. Betty Dillon wherein a protest was voiced against the proposed construction of a Community/Civic Center. Clerk Johnson was requested to reply to Mrs. Dillon and to advise her that her letter was being turned over to the press for publication as per her request. A discussion took place with regards to the traffic lights in the down-to\~ section and Mr.Oswalt made a motion that th~~'tra.fficslights be. turned off and 4-way stop signs be installed for a trial period. There was no second to this motion. Motion by Mr. Boyd, seconded by Mr. Christenson and carried, that the monthly bills be paid with the exception of Sperry Auto Sales in the amount of $24.00 and Eric Jensen in the amount of $112.50, which be held pending investigation.
