REGULAR MEETING
A regular meeting of the City Council of the City of
Clermont was held in the office of the City Clerk on
Tuesday, May 5, 1959. The meeting was called to order
at 7:30 P.M. with all council members present. Other
officials present were: ~or Hullinger, Clerk Johnson,
Deputy Clerk Dolores Williams, Sup't. Sheldon, City Attorney
Morse, Police Officers Fullwood and Tyndal and City Inspector
Snyder. Others present were: Mrs. W.H.Moore, Mr. & Mrs.
Herman Stalker, J.T. Hlllary, Mrs. Alvin Richards, Mr. & Mrs.
William JOhnson, Mr. Myrick of Fla-Geo Tractor Co., and Mr.
McBride, representative of the local press.
The minutes of the adjourned meeting held April 21, 1959,
were read and approved.
Mr. Herman Stalker inquired of the Council if they had reached
any decision with regards their request for the re-zoning of
that area in which their home is located. After considerable
discussion regarding this matter, motion was made by Mr.
Middleton that the recommendation of the Zoning Commission to
change the area in question back to an Rl area be accepted,
and, that the Council proceed with advertising for such a change.
There was no second to this motion.
Mr. Boyd moved that this matter be tabled until May 19, 1959,
the motion was seconded by Mr. Oswalt and carried with Mr.
Middleton voting,Naye.
In reply to his question, Mr. J.T.Hillary was informed that no
building permits would be issued for this area pending final
decision of this matter.
Mrs. W.H.Moore requested that some member of the Council kindly
make an inspection of her driveway and advise her the manner in
which it might best be repaired.
Mayor Hullinger introduced Mr. William Johnson and wife of
Tavares, Florida, and stated that he was applying for the position
of Radio operator. Mayor Hullinger submitteed the monthly report
of the Police Department, which was accepted and ordered filed.
Mayor Hullinger further reported that Mr. Warnie Fowler had been
engaged as a patrolman to serve until Mr. Henry Cox reported for
duty and also very highly recommended Mr. Fowler.
Chairman Roe asked for an executive session at this time.
EXECUTIVE SESSION

Motion was made by Mr. Oswalt that the ~or be authorized to
engage Mr. William Johnson to serve as Radio Operator at a salary
of $210.00 per month plus apartment and utilities and starting
June 1, 1959; it being understood that Mr. Johnson serve the
usual probationary period of 90 days. The motion was seconded
by Mr. Middleton and carried.
Motion was made by Mr. Middleton that the Mayor be authorized
to engage Mr. Henry Cox as a patrolman on the Police Department
for a probation period of three (3) months at the regular probation
salary. The motion was seconded by Mr. Oswalt and carried.
Motion was made by Mr. Oswalt that Mr.Brad Fullwood be retained
at a salary of $210.00 per month, not including apartment and
utilities, until October 31, 1959 after which date he would be
placed on a pension, the amount which would De determined by the
City Council on or before that date; during the remainder of this
fiscal year, Mr. Fullwood to be used for Parking Meter enforcement
and such other duties as may be designated by the Mayor. The motion
was seconded by Mr. Middleton and carried.
Conclusion of Executive Session.

Mr. Myrick of the Florida-Georgia Tractor Company, discussed
with the Council the possibility of their purchase of a used
front end loader, which he had for sale. Mr. Oswalt moved that
the rule of soliciting bids be waived and that the Council purchase
one used T D 9,model # 9 K 3 Front End Loader, at a price not to
exceed $10,500.00, less if possible, with a down payment not to
exceed $2,000.00 and that a contract be executed whereby the re-
maining balance would be paid one half in December of 1959 and
the remainipg one half in December 1960. The motion was seconded
by Mr. Boyd and carried.
Motion was made by Mr. Boyd that the City purchase a Sand Spreader
at a cost of $175.00. The motion was seconded by Mr. Oswalt and
carried.
Mr. Oswalt, in reporting for the Streets Committee, stated that
the Streets Committee had made a survey of city streets and de-
termined which streets should have priority in the repair program
and that sand sealing of these streets would start immediately.
A map outlining the streets in question was presented to the
Council for their information.
Mayor Hullinger stated to the Council that some several weeks ago
he had recommended, and it had been discussed, that a Planning
Committee for the City of Clermont be appointed, and, that he
would like to submit the following persons which he recommended
for membership on such Committee: Messrs. Jerry Egan, Roy Hicks,
Oakley Seaver, Barney Prescott, Glen Middleton, Joe Duncan and
Mrs. Lucille Young; it being understood that all members serve
without compensation.
Motion by Mr. Boyd, seconded by Mr. Christenson and carried, that
the Mayor's recommendation be accepte~and that the names of those
persons submitted by the Mayor be officially appointed to member-
ship on the Planning Committee.
The matter of sewerage disposal for the City was discussed at
considerable length and it was unanimously agreed that a dire
need for such system was evident, but, that it appeared to be
impossible to finance such a project at this time.
City Building Inspector and Health Officer, Snyder, submitted his
monthly report on construction and reported that he had advised
Mr. Kenneth Mavis, agent for Mr. William Kern, the repairs that
would be necessary in order to bring Mr. Kern's apartments to a
minimum standard.
Sup't. Sheldon gave a report on water main installations, stating
that a considera'81e amount of 2" mains had been laid during the
past week.
Mr. Christenson, Chr. of the Parks Committee, reported that signs
had been erected at "Peter Pool Park" and that the Park had been
mowed and cleaned and was now being used by the general public.
Mr. Christenson further reported that the boat ramp at Jaycee
Beach was in need of repairs and the matter would be taken care
of in the near future.
Mr. Boyd, Chr. of the Water Committee, reported that the present
water consumption was very high and for this reason quite a
number of complaints of low pressure had been reported. He further
reported that additional water mains would be laid just as soon
as city crews were available.
Clerk Johnson read a letter from Mr. E.V.Johnson wherein Mr.
Johnson protested the amount of paving assessments in that it
was his opinion that a more equitable distribution of paving costs
could and should be made. Clerk Johnson was requested to advise
Mr. Johnson that the assessments were made as directed by the
City Charter.
Clerk Johnson read a letter from the Christian Science Society
with regards to needed repairs on sidewalks adjacent to their
Reading Room. The matter was referred to the Streets Committee.
Clerk Johnson read a letter from Mr. Glenn Keefer, addressed to
the Mayor, wherein he sUGgested that parts of Broome, Juniata
and 8th streets be widened. Clerk Johnson was instructed to
advise Mr. Keefer that this matter had been under consideration
by the Council for some time.
Motion was made by Mr. Boyd, seconded by Mr. Middleton and carried,
that in the future, easements be granted (at the discretion of
the Council) on lake front property, in lieu of leases Which had
been the practice in the past; that such easements be extended
only to those persons owning property abutting a lake, or, sepa-
rated from a lake by only a street; that the easements be for
a minimum of three years or maximum of ten years, with a charge
of $1.00 per year, payable in advance, with such charge being
a minimum of $5.00.
Chr. Roe advised the Council that he had made arrangements with
Mr. Richard B. Rogers, architect, to meet with the Council at
noon next Friday, May 8, 1959, to discuss the proposed Civic
Center.
Motion was made by Mr. Middleton, seconded by Mr. Boyd and carried,
that the bills be paid.
Motion by Mr. Christenson, seconded by Mr. Oswalt and carried,
that meeting adjourn.
