A regular meeting of the City Council of the City of Clermont
was held at the office of the City Clerk on Tuesday, April
6, 1959. The meeting was called to order by Council President
Charles Roe at 7:30 p. M. with all Counciib members present.
other officials present were Mayor Hullinger, Supt. Sheldon,
City attorney Morse, Police Chief Lively, Police Officer
Fullwood, Deputy Clerk Delores Williams, Inspector Ralph Snyder,
and Clerk A. M. Johnson. Others present were Donald Horton,
H. Clifton Bailey, William Holman and representatives of the
Orlando Sentinel and the local press.
The minutes of the meeting held on March 24, 1959 were read
and approved as read.
Mr. Holman protested that part of the Plumbing Ordinance>>
recentlY adopted by the city, whereby each licensed Master
Plumber is allowed only one Apprentice Plumber without examination
or license fee at the time of the 81iption of the Ordinance.
Motion was made by Mr. Middleton, seconded by Mr. Oswalt and
carried that all Apprentice Plumbers, in the employ of licensed
Master Plumbers, at the date of the adoption of the ordinance
in question, be issued certificates as Apprentice Plumbers
t'lithout charge for the fiscal year 1958-59.
Mr. Donald Horton spoke to the Council with regards to the
pOSSibility of paving that part of Disston avenue from Minnehaha
avenue to Palm lane pend41ng the putcome of litigation regarding
the paving of the street to Lake Shore Drive. Mr. Horton was
advised that the city had been enjoined by the Courts from paving
any part of Disston avenue, but that he might rest assured that
the matter would be taken care of just as soon as pOSSible.
H. Clif'ton Bailey, representing Broleman and Rapp, Architects,
stated that his firm would like to be considered by the Council
when they engage architects for the construction of a civic
center, or community building.
Mayor Hullinger read the monthly report of the Police Chief,
which was accepted and ordered filed.
At this time the Council went into an executive session.
During the executive session Mayor Hullinger was assured that
he had the full S'l1pport of the Counc il in his operat ion of the
Police Department.
At the conclusion of the executive session city employees and
visitors were invited back to the meeting.
Inspector Ralph Snyder asked the Council if it was their intention
to enforce that part of the Plumbing Code calling for Plumbing
Inspections outside of the city limits in any location furnished
water by the city. Inspector Snyder was advised that the Ordinance
should be enforced.

Superintendant Sheldon advised the Council that he had located
a Hubert Grader, owned by John Middleton, which could be purchased
by the c&ty for $600.00. Mr. Sheldon recommended the purchase
of the equipment in question. When questioned by the Council
Finance officer Johnson advised the Council that budgeted funds
were available if the Council desired to authorize the purchase.
Motion was made by Oswalt, seconded by Christenson and carried
that the purchase of one Hubert grader at a price of t600.00
be authorized and that the purchasing agent issue a purchase order
for same.

Chairman Roe informed the Street@ Lighting Committee that he
had received a request from Mr. arroll Cook for the installation
of a street light and the intersection of DeSoto and second streets.
Motion was made by Oswalt, seconded by Middleton and carried
that the il1lstallat ion of the street light in que st ion be
authorized that that the City Clerk so advise Florida Power Corp.
Mr. Boyd, chairman of the Building submitted a report on
Building, Plumbing and Electrical permits issued since the last
Coone il meet ing.
Superintendent Sheldon advised the Council that Finley Municipal
Supply Company of Orlando had agreed to instruct an employee
of the City of Clermont in the repair of Water Meters, with
such instruction being without cost to the city.
Motion was made by Mr. Boyd, seconded by Middleton and carried
that the offer of Finley's Municipal Supply Co. be accepted,
with thanks, and that Mr. Sheldon make the necessary arrangements
to see that Mr. Parker receive the instructions offered.
Mr. Chritensen reported on Parks and Cemetery. A discussion
took place with regards the public park at the South end of
12th street on Lake Minnehaha and it was unanamously agreed
that the park should be named "Peter Pool Park"; 1ahat the Clerk
make the necessary to have two signs e:rected in that area
desiginating the Park as "Peter Pool Park" and stating that it
was open to the general public. Supt. Sheldon was requested to
see that the park is properly mCMed and to do the other work :.~-3'=: ----
in order that it will be available and useful to the Public.
Mr. Sheldon was requested to take levelS of 'Center and Winona' .':
lakes in order that the difference in elevation might be determined.
Superintendent Sheldon was instructed to place "No Parking"
signs on the North side of Juniata street from tenth to 12th
street s.
Chairman Roe advised the Council that the adjourned meeting
of April 21st, 1959, would be called to order at Cooper
Memorial Library and after a short tour of inspection would be
adjourned to the office of the City Clerk.
Motion was made by Boyd, seconded by Christensen and carried
that the recommendation of Mayor Hullinger be accepted and that
the hourly wage to be paid to Auxiliary Police be reduced to
$1.00.
Clerk Johnson read a letter of thanks from LNkes Brothers
for the services rendered by the local Fire Department during
a fire outside of the city limitS.
Clerk Johnson read a proposal from Hunnicutt and Associates per-
taining to their services as apprisers for the city for the year
1959.

Mr. Middleton offered and moved that it be passed a RESOLUTION
accepting the proposal of Hunnicutt and Associates. The motion
was seconded by Mr. Christensen and unanamously carried. A
Copy of the Resolution in full appears immediatelY following
these minutes.
Motion waS made by Mr. Middleton, seconded by Oswalt and carried
that a RESOLUTION BE prepared adopting adopting a code wherein
the duties and responsibilities of all department heads are
specifically outlined and that pending the passing of the
RESOLUTION the code be effective by his mot ion.

Pursuant to YOUt" requeSlt, we respectfully submit hereunder, a proposal to
perfol"tn the 1959 as eessment maintenance work for the iniurmation, guidanc~, and
use of the City Tax A9GeOBOr in preparing the 1959 Clermont AQsesement Roll.
We propose to handle thiEl work on the uoual cost plus basis, with outside or
limit8d price of ONE THOUSAND ($1, 000. 00) DOLLARS. That is to Day, we will
handle the work for Direct (actuCll) Cost; plua Indirect (oYerhe~ or adminiotrative
expenoc) Coat, to be computed at FIFTEEN (15%) PERCENT of th~ Direct Coot and
Profitp to be computed at TWENTY (20%) PERCENT of the Direct and Indirect Cost;
the total coat to the City not to exceed ONE THOUSAND ($1,000. 00) DOLLARS.
