Adjourned Meeting
An adjourned meeting of the City Council of the City of Clermont
was held in the office of the City Clerk on Tuesday, March 17, 1959.
The meeting was called to order by Vice Chairman Middleton at
approximately 7:45 P.M. in the absence of Council Chairman, Mr. Roe,
who arrived during the reading of the Minutes. All Council members
present. Other officials present: Mayor Hullinger, Clerk Johnson,
Sup't. Sheldon, Deputy Clerk, Dolores Williams, City Attorney Morse,
and Henry Lively of the Police Department. Ot~ers present: Mrs.
Frank Caldwell, teacher, and members of her Civics class from the
local Clermont-Minneola School, Mrs. Juliet Carrington, and Messrs.
Carey, Wise and Stalker,~representatives of the Orlando Sentinel
and the local Press.
The Minutes of the Regular Meeting held March 3, 1959 and the
Special Meetings held March 6th and March 9, 1959, were read and
approved.
A cordial welcome to Mrs. Caldwell and members of her Civics class
was extended by Chairman Roe and appreciation expressed for their
interest in our local government.
A petition from interested property owners was presented by Mr.
Herman Stalker wherein request was made that the City Council
consider a' change in Zoning, from R2 to Rl, of Blocks 51, 52 &
54 less Lots 1 through 6 of Blk. 54, according to the Official
Map of the City of Clermont. It was explained to Mr. Stalker, and
the delegation accompanying him, that prior to the recent change
in this Zoning, the question had been fully advertised to the
general public and not a single complaint had been entered at that
time; that in view of this the Zoning Commission and the City
Council had concluded that there were no objections and therefore,
the change in Zoning was made. Mr. Stalker was fuether informed
that before the Council could take any action on the matter it
would be necessary that the petition presented by him be presented
to the Zoning Commission for consideration and recommendation.Motion
was made by Mr. Boyd, seconded by Mr. Middleton, and carried, that
Clerk Johnson refer the petition in question to the Zoning Comm.
Mrs. Juliet Carrington, Chr. of the Library Board, reported that
Cooper Memorial Library had engaged the services of a trained
Librarian to become effective May 1, 1959; that the Librarian had
engaged an assistant in order that the Library could be held open
daily.
Mrs. Carrington extended an invitation to the Council to visit the
Library on the evening of .April 21, 1959 and, that if they desired
to do so,call the regular adjourned Council meeting to order at that
time and later adjourn to their regular office.
At the request of Mayor Hullinger, Clerk Johnson read a letter of
resignation from Doyle E. Dempsey; such resignation becoming effect-
ive March 15th, 1959. Motion was made by Mr. Oswalt, seconded by
Mr. Middleton and carried, that Police Chief's.Dempsey resignation
be accepted with regret.
Mayor Hullinger then discussed the merits of H. B. Lively and in-
formed the Council that in his official capacity as Mayor he had
appointed Mr. Lively as temporary Police Chief, and, recommended
that the Council officially approve such appointment. Chr. Roe re-
quested that the matter be deferred until later in the meeting.
Mr. Oswalt offered and moved that it be passed AN ORDINANCE ADOPTING

FITTINGS, AIID/OR APPURTENANCES THERETO: PROVIDING FOR A BOARD OF
EXAMINERS OF PLUMBERS AND JOURNEYMAN PLUMBERS: PROVIDING FOR EXAM-
INATION OF PLUMBERS AND JOURNEYMAN PLUMBERS AND ISSUANCE OF CERTI-
FICATES: PROVIDING FOR AMENDMENTS OR CHANGES FOR OTHER MATTERS
RELATING THERETO, DECLARING THE PASSAGE OF THIS ORDINANCE AN EMER-

The motion was seconded by Mr. Christenson and unanimously carried.
Mr. Middleton then moved that the Ordinance be read a second time
by Title only. The motion was seconded by Mr. Oswalt and unanimously
carried. After the second reading of the Ordinance, by Title only,
Mr. Christenson moved that the rules be further waived and that the
6rdinance be placed upon its passage. The motion seconded by Mr.
Boyd and unanimously carried. Thereupon, the Ordinance was read for
the third time and upon roll call vote the Ayes : Oswalt, Christenson,
Boyd, Middleton and Roe; Nayes: None; Absent: None. The Ordinance
passed, title as stated, and ordered recorded in the Ordinance Book
and numbered 177. A copy of the Ordinance in full appears immediately
following these Minutes.
Chairman Roe reported that Bldg. Inspector Snyder had recommended
that the Examining Board of Plumbers consist of Morton J. Barnes
(Master), Willie Creech (Journeyman) and the Bldg. Inspector. Motion
by Mr. Oswalt, seconded by Mr. Christenson, and carried, that the
recommendations by Inspector Snyder be endorsed and that Morton J.
Barnes and Willie Creech be appointed to the Examining Board of
Plumbers, to serve until January 1, 1960.
Motion was made by Mr. Oswalt, seconded by Mr. Middleton and carried,
that Clerk Johnson be authorized to record Ordinance #'d 176, the
same being an Ordinance forever closing and abandoning an unnamed
alley or street lying between blocks l09 and 110, Sunset Park.
Sup't. Sheldon reported that the surfacing of the new streets had
been completed and that the construction of curbing was underway
and should be completed in a few days, weather permitting.
Motion was made by Mr. Boyd, seconded by Mr. Middleton and carried,
that a bill for services in the amount of $675.00 due Arnold Bridges,
be paid.
Mr. Oswalt reported that the Retail Merchants Association had recomm-
ended that the City Council liHlI. -t..l:~~ replace their pres:ent lO, 000
lumen incandescent lamps, now being used for street lighting, with
20,000 lumen mercury vapor lamps. It was estimated that the additional
cost to the City would be $25.50 per month. Mr. Colegrove was called
in to verify the cost estimates and to give a general report on the
benefits of the proposed change. Motion was made by Mr. Oswalt,
seconded by Mr. Middleton and carried, that the City enter into an
agreement with Florida Power Corporation for the change in lighting
as outlined above.
Mr. Middleton, Chr. of Street Lighting and Sanitation Committee,
reported that he had received a request from the American Legion
for the installation of a street light in the neighborhood of their
Post home. Motion was made by Mr. Middleton, seconded by Mr. Oswalt
and carried, that the City install a street light at the intersection
of 11th street and DeSoto provided there is not already a light at
that location.
The matter of the Mayor's recommendation that H. B. Lively be app-
ointed as Acting Police Chief was discussed at this time. Motion
was made by Mr. Oswalt, seconded by Mr. Middleton and carried, that
H.B.Lively be appointed as Acting Police Chief at a salary of $350.00
per month retroactive to March 15, 1959.
At the Mayor's recommendation, Richard Carroll, Gerald Shepard,
Fritz Addison, Norris futchingson, Charles Scott, John Sims and
Max Judy be appointed as Auxiliary Policemen, to be used at the dis-
cretion of the Mayor, and that they be paid a scale of $1.50 per hr.
for the time which they are on duty.
Mr. Boyd recommended that reflectors, or dead-end street signs, be
placed at the intersection of Disston and Pitt Streets and at the
north end of Woodland Avenue. Sup't. Sheldon was diredted to take
care of this matter.

Mr. Christenson, Chr. of the Parks Committee, feported that
the repairs at the Jaycee Beach had been made as recommended by
the Insurance Company and Clerk Johnson was directed to so advise
the Insurance Company. He further reported that work was progressing
on the new Cemetery Addition.
Motion was made by Mr. Oswalt, seconded by Mr. Boyd and c~rried,
that a bill in the amount of $8,180.70 due Basic Asphalt Corp.
be paid.
Clerk Johnson read a letter from Mr. David B. Lee, Director of
Flormda State Board of Health regarding the possibility, and app-
roximate ammunt,of Federal assistance which might be available
under Public Law 660.
Clerk Johnson opened and read sealed bids for the purchase of the
S~ of Block'.5, offered for sale by the City of Clermont, as follows;
Bowman and Brown, $7,550.00 o. H. Keene, $8,050.00
Motion was made by Mr. Oswalt, seconded by Mr. Middleton and carried,
that the City reject all bids; that the checks be returned to the
prospective bidders and that the property in question be withdrawn
from the market pending further action by the City Council.
A general discussion took place relative to the proposed Community
Building (Civic Center).
Motion was made by Mr. Oswalt, seconded by Mr. Boyd and carried,
that the motion contained in the Mintues of the Special Meeting
held March 6, 1959, directing the Mayor to issue a Proclamation
calling for a special election to be held on April 14, 1959 of
the Freeholders to determine if they will agree on a 1 Mill levy
on all taxable property for a period of 10 years to be used exc-
lusively for the construction of a Community Bldg. or Civic Center,
be rescinded.
Motion was made by Mr. Middleton, seconded by Mr. Christenson and
unanimously carried, that theS~ of Block 5 and all of Block 6 be
designated and set aside as a site for the proposed Community Bldg.
Mr. Middleton was requested to contact Mr. Rocky Shewey and have the
necessary surveys made of this property. A discussion followed with
regards to the engagement of an Architect. No definite action taken,
but Mr. Middleton was requested to contact Mr. Howell Hopson,Architect,
and invite him to meet with the Council at an informal meeting to
be held Tuesday evening, March 24, 1959.

Motion was made by Mr. Middleton, seconded by Mr. Boyd and carried,
that Clerk Johnson be requested to obtain three sealed appraisals
of the value of Block 100 and Lots 13 and l4, Block 79.
Motion was made by Mr. Middleton, seconded by Mr. Christenson and
carried, that Clerk Johnson be requested to immediately advertise in
the local taper an invitation for bids on Block 100 and Lots l3 and
l4, Block 9; such bids to be accompanied by a chekk for lO% of the
bid price nd to be in the hands of the City Clerk on or before
April 21, 1959. Bids to be opened during the adjourned meeting of
the above stated date. It is u~derstood that the City will furnish
the purchaser an abstract on the property being sold.
Motion by Mr. Boyd, seconded by Mr. Middleton and carried, that
meeting be adjourned.

ATIONS, REPAIRS.. EQUIPMENT, APPLIAllCES, FIXTURES, FITTINGS.
AND/OR APPURTENANCES THERETO: PROVIDING FOR A BOARD OF
EXAHINERS OF PLUMBERS AND JOURNEYHAN. PLtDIBERS I PROVIDING
FOR EXAXINATION OF PWHBERS AND JOURNEDWf PLUXBERS AND
ISSUANCE OF CERTIFICATES; PROVIDING FOR A'MENDHENTS OR
CHANGES FOR OTHER MATTERS RELATING THERETO. DECLARING THE

WHEREAS, the Council of the City of Cleraont find
that the present Ordinance or Law of the City regulating
the installation of plumbing. alterations, repairs, equipment,
appliances, fixtures, fittings and/or appurtenances to plumb-
ing, are out of date and inadequate; and,
WHEREAS, the Council also find that there are no
regulations ae to qualifications of plumbers, journeyman pluabD
ers or persons or corporations employing plumbe~s or journeyman
pluabers, in existence and, in order to protect the general
health and weltare of those living within the Cit, of Cler-
mont, the immediate passage, by adoption by reference of the
Southern Standard Building Code -Part 111- pluabing, is
necessary and also to provide for a Board of Examiners for
plumbers and journeyman plumbers, provide for examination and
issuing certificates of authority to serve as plumbers and/or
journeyman plumbers and to generally engage in the business of
employing pluabers and journeyman plumbers; and, to authorize
said Board to set up rules and regulations pertaining thereto
and also to provide for amendments and changes to said Southern
Standard Building Code, by the adoption and affixing to the
copies of said Code on file in the office of the clerk of

BE IT ORDAINED AN'D ESTABLISHED BY THE COUNCIL OF THE CITY OF
CLERHONT, LAKE COUNTY, FLORIDA.:
SECTION I. That the Southern Standard Building Code,

certification, all applioants for a journeyman's certifioate
shall submit proof of two year's service as an apprentice un-.
der the supervision and oontrol of a duly certified and licen8~

ed journeyman; as a prerequisite to examination and certifica-
tion. all applicants for a master plumber's oertificate shall
sub~it proof of two years' service as a journeyman plumber un-
der the supervision and control of a duly certified and licensed
master plumber;' or tho equivalent experience as may be determined
by the board of examiners from time to time, which experience
may be evidenced by a 11las'ter plumber's certificate showing two
years experience as a master plumber in a city ha~ing equivalent
requirements..

SECTION v. The board shall examine the applicants as
to their practical knowledge of plumbing, house drainage and
pluabing ventilation, and if satisfied as to the competency of
such applicants, shall issue a certificate to such applicant
authorizing him to engage in or work at the business of plumb-
ing, either as a master plumber or employing plumber or as a
journeyman plumber. The fee for examination for a master plumber
or employing plumber shall be Thirt.v ($30.00) Dollars J for a
journeyman plumber it shall be Five ($5.00) Dollars. The cer-
tificate shall be valid for the term of ODe year, but the same
can be renewed without further examination if application is
made to the board not less than thirty days before the expira-
tion of the certificate.
SECTION VI. The annual fee for renewing of a certifi-
oate for a master plumber or an employing plumber shall be Ten
($10.00) Dollars and the annual fee for renewing the certifi-
cate of a jot~neyman plumber shall be Tl10 ($2.00) Dollars, it
being expressly understood this renewal fee does not supplant

lished by tho Southern Standard Building Code Congress,
Birmingham, Alabama, three copies of which have been on file
in the office of the Clerk of the City of Clermont for more
than ten days, last past before the passage of this Ordinance,
and as hereafter modified and amended, together with all notes
and appendices therein, is hereby adopted by the City of Cler-
mont as if set forth herein verbatim, as the Law, Ordinance or
Code applyinG to every plumbing installation, including alter-
ations, repairs, equipment, appliances, fixt~es, fittings
and/or appurtenances thereto, hereafter made within the City
of Clermont,
SECTION II. There shall be a board of examiners of
plumbers consisting of three members, one of whom shall be
the plumbing or building inspector of the city, a seQond member
who shall be a Easter plumber, and a thtrd member who shall be
a journeyman plumber. The second and third members of the
board of examiners shall be appointed by the Council for the
term of one year rro~ the first day of January in the year of
appointment and thereafter annually, before the first day of
January, except the first board of examiners wbo shall be
appointed within ten days after the passage of this Ordinance
and who shall serve until the following January 1st or until
their successors are duly appointed.
SBCTION III. The board of exal!liners sball, as soon as
possible after their appoint~ent, meet and shall then designate
the times and places for examination of all applicants desiring
to engage in or work at the bUSness of plumbing in the city,
which times and places shall be set and altered in the dis-
cretion of such board.
SECTION IV. The board of examiners shall have the
right to establish and promUlgate rules and regulations"for the
investigation, application and e~amination of all plumbers doing

be paid into the general fund of the city. Any person de-
siring to engage in or work at the business of plumbing,
either as a master plumber or an employing plumber or as a
journeyman plumber, shall make application to the board of
examiners hereinbetor.e provided for at such ti.es and places
as the board may designate. The examination shall.be made
in whole or in part in writing, and shill be of a practicar'
and elementary character, buts.ufficientl1 strict to test the
qualifications of the applicant.
It shall be the dutl of the board of pluabing examiners
to issue to competent plumbers proper certificates and it shall
be unlawful for any person not the holder of a certificate,thus
issued, to engage in the business or trade of plumbing within
the limits of the city.
SECTIO~ VII. Every master, employing or ~ourneym~
plumber carrying on his business or trade ifi the city. shall
appear, in person, before the board of examiners and pass an
examination a8 to his competency as required by law, or as
required by rules prom~lgated by the board of p~umbing exam-
iners.

SEQTION VIII. Every licensed P1Wllber or employing
plumber or journeyman plumber, now duly licensed as such in
this city, shall not be required to take an examination as
required hereunder but to each master plumber and each em-
ploying plumber, a certificate for journeyman plumber. These
certificates shall remain in full force and effect until Dec-
ember 51, 1959 and thereafter said certificates .ust be re-
newed in accordance with the provisions hereinabove set forth.
SECTION IX. Whenever alterations or amendments are
found necessary in order to protect the health and general
welfare of the public, same shall be accomplished by appendices.
A copy of the appendices shall be affixed to the inside of the
back cover of each of the copies in the clerk's office and
