A regular meeting of the City Council of the City of Clermont
was held at the city hall, June 4, 1957.
The meeting was called to order at 7:30 P. M. with the following
Council members present: Turville, Roe, Bishop and Van Nostr~ld.
Absent: Carrington.
The minutes of the meeting held May 21, 1957 were read and
approved as corrected.
Mr. George Nagel appeared before the Council and discussed a
proposed addition to South Lake Memorial Hospital. Mr. Nagel
stated that under the ~oning Ordinance it was impossible for
the desired extension to be made inasmuch as they side yard
requirement would be less that the required twelve a nd one half
feet. Mr. Nagel further stated that inasmuch as the proposed.
extension would be on city property that it would be appreciated
by the Hospital Board if the city Council would waive the side
yard requirement. It was decided that this matter should be
referred to the Zoning Board of adjustment and that inasmuch
as the property concerned belonged to the city that city
officials would make the appeal to the Zoning Board of Adjst.
Mr. William Boyd appeared before the council with regards to
the paving of Settle street. Mr. Boyd stated that it was impossible
to obtain sufficient property to allow for more than a forty five
foot rightofWayQ After considerable discussion it was decided
that the forty five foot rightofway would be allowed.
Motion was made by Roe seconded by Bishop and carried that as
soon as funds are available that the city pave approx imately
850 feet of Settle street; said street to be twenty four feet
in width with curbs and. gutters and that paving be according
to city spefifications; that the city bear one third of the total
expense and that the abutting property owners bear two thirds
of the total expense. Further discussion followed relative
to streets within the proposed subdivision which are to be paved
by MrQ Boyd. Mr. Boyd was informed that all streets within the
subdivision must be provided with curbs and gutters.
Mr. Harrison, represent~ng Mr. Whortney, appeared before the
Council with regards to a taxi cab franchise. Mr. Harrj.son was
requested to have Mr. Whortney appear before the Council at
it s meet ing on July 2, 1957.

Mr. Brower and Mr. Oliver appeared before the Council
and complained of dogs running a large and barking at night.
They requested that the city pass an ordinance that all
dogs be penned or chained during the hours of night time.
Mr. Brower and Mr. Oliver were assured that the Council would
give their request consideration.
A short discussion took place with regards proposed changes
in water and garbage rate s.
Mr. Hodge, representing B. Van Engin and Company, discussed
withthe Council the possibility of his firm act ing as fisca.l
agents for the city in the preparation and sale of bonds for
financing a sewerage system.
Mr. Bishop, chiarman of the Streets Committee, read letters
from' Albert Eo O'Neal, and A. P. and R. K. Michaels, consulting
engineers, wherein they offered their services to the city on
a fee basis for the paving of parts of Palm Lane and Disston
Avenue.
Mr. Roe and Mr. Bishop were of the op~nion that the services
of such engineers for the paving of said parts of Palm Lane
and Disston Avenue was not necessary and that considerable
savings in engineering fees could be made by the the city
council agreeing on street paving specifications.

Motion was made by Roe, seconded by Bishop that the city
engineer be authorized to engage a civil engineer to set center
line and grade stakes and stakes for curbing, for the paving of
Disston Avenue from Lake Shore Drive to Minnehaha Avenue and
Palm Lane from Anderson street to Disston Avenue, and that the
City clerk be authorized to advertise for bids for the paving
of said Disston Avenue from Minnehaha Avenue to Lake Shore
drive and said Palm Lane from Anderson street to Disston
avenue, that such paving be according to specifications to
be furnished by the .chairman of the streets Committee and the
Supt. of streets at their earliest convenience,
Col. Van Nostrand requested a roll call vote on the motion
and upon roll call vote the ayes were Roe and Bishop,
:Hayes were Turville and Van Nostrand. Absent: Carrington.
The vote being a tie the motion failed to carry.
After further discussion regarding engineering services
for paving construction, motion was made by Roe seconded by
Van Nostrand and carried that the city Clerk contact the firm
of A. P. and R. K. Michels and determine if they will accept
2% of the final contract cost of paving parts of Disston
avenue and Palm lane and do the work outlined in paragraph
1 of their letter to the city and if such work includes detailed
plans and specifications suitable for requesting bids.
