05-07-1957 Regular Meeting REGULAR MEETING .. A regular meeting of the city Council of the city of Clermont was held at the city hall Tuesday, May 7, 1957. The meeting was called to order at 7:30 P. M. by Council President Harold Turville with all Council members present with the exception of Mrs. Carrington. Others present were Mayor Keene, City attorney Morse, Supt. Sheldon, Police Chief Parker, Fireman Fullwood and numerous visitors. The minutes of the meeting held April 16, 1957, were read and approved. Mr. Art~ur George, along with a delegation of interested property owners, submitted a petetion for the paving V of Disston Avenue from Minnehaha Avenue to ~ake Shore drive, ' and Palm lane from Disston Avenue to Anderson street. Said petetion agreed that the streets in question sho~ld have curbs and gutters and partial storm sewers, as well as being paved to other specifications of the city of Clermont; That the property owners would pay two thirds of the total cost, including intersections, curb and gutters, storm sewers and all other related expenses, and that such amount s would be placed in Escrow at the Citizen's Bank of Clermort by the Petetioners when advised of their pro raba share.. Motion by Roe, seconded by Bishop and carried that the requests of the Petetioners be granted and that the city advertise for bids of the paving of Palm lane from Anderson I~ street to Disston avenue and ID1;s;stof1'~Ave.nue. from.~;t,ake Shore Drive to Minnehaha avenue; that such paving be according to city specifications and that the majority of the city Council agree to such specifications, that both streets be curbed and guttered and that storm sewers be installed from approximately the intersection of Palm Lane and Disston Avenue to Lake Minnehaha; that two thirds of the total cost will be paid by the city and the remaining two thirds of the cost paid by the abutting property owners on a foot frontage basis and that said abutt in.g property owners petet ioning for the paving place the amount of their assessed cost in escrow at the Citizen's Bank of Clermont when advised of the amount. Chairman Turville stated that it would be necessary for him to leave the meeting for a short time and asked Vice- chairman Roe to take charge of the meeting. Mr. Hamilton of Hunnycut and Associates~spoke to the Council relative to the revaluation of real property within the city of Clermont. A general discussion of the matter followed and it was agreed that it would not be possible to do anything about the matter for the taxable year 1957, but that they were very much interested in such a proposition for 1958. Mr. Hamilton estimated that the cost to the city for such service wo~ld approximate $7,500.00. Mr. Hamilton was thanked for attending the meeting and requested to submit his proposition in writting at which time the Council would give the matter further consideration. .. Mr. Sharpe, Sanitation Engineer from Vero Beach, spoke to the Council relative to a sewerage system for a part of the city. Mr. Shar~e eEtimated that the cost would approximate $418,000.00. Mr. Sharpe was thanked for attending the meeting and told that further consideration would be given the matter. Mr. Bishop, of the Streets Committee, reported that approximately 140 feet of twelve inch drain pipe ,would solve the drainage situation at the foot of fourth street on the South side of Crystal lake. A discussion followed and it was decided that nothing could be done about the matter at this time. Mr. Turville returned at this time and relieved Mr. Roe of the chairmanship. -- Mayor Keene recommended that certain changes be made in the Building code and Loming Ordinances whereby certain types of construction would be prohibited in the Fire limits. ' It was agreed that certain changes should be made in the Code and Ordinance in Question and Col Van Nostrand stated that he would have numerous rec Dmmendat ions regarding the matter which he would make in the near future. Clerk Johnson was requested to write to Mrs. Millard Coggshall, President of the Woman's club of Clermont, and advise her that it would be permissbale for the Woman's Club to have a flue, or chimney, removed from the Woman's Club building and to make the necessary repairs to the roof. Chairman Turville reported that that part of Block 125A, Sunset Park, North of highway 50, had been appraised a 11,500.00. Such apprisal had been made due to a request to buy such property by Mr. Vic Oswalt. It was determined that the property in Question was owned by the State of Florida and Clerk Johnson was requested to so advise Mr. Oswalt. ~llrther discussion took place at this time regarding the possibility of ~ sewerage system for Clermont and it was brought out that Smith & Gillespe of Jacksonville had made the preliminary survey of such a system. City attorney Morse was requested to write to said Smith and Gillespe and determine their charges for bringing their previous work up to date. ' Mr. Roe, chairman of the Water Committee, reported that he would have certain recommendations to make relative to change s in the Water Ordinance in the near future. Motion w s made by Roe, seconded by Van Nostrand and carried that Supt. Sheldon be authorized to attend the Fire College at Ocala. Clerk Johnson read a petetion from Mr. D. N. McCaffrey and other interested property owners requesting the paving of Millholland street from highway 1150 II to Highlands avenue, such petetion agreeing that the abutting property owners would pay two thirds of the cost of such construction. Motion wes made by Roe, seconded by Bishop and carried that the ~etetioners hequesntbe granted and that the city advertise for bids on the construction of Millholland street from highway 1150 II to Highlands avenue; that such street be curbed and guttered and that the paving be according to city specifications and that such specificat ions will be appropiate for the intended use of the street; that the interested abutting property owners place in eEcrow at the Citizen's Bank of Clermont their assessed share of the. cost when advised of the amount. -- Supt. Sheldon and Police Chhe~ Parker we~e directed to post the necessary signs prohibiting the use of Bloxam a~enue and East avenue to trucks and to make a study of the street s of Clermont and to recommend to the city Council Truck routes through the city. Clerk Johnson read a letter from Mrs. L. Irvin compaaining of the low water pressure at her residence at 1645 Penzance fioaS. Supt. Sheldon stated that the reason for the low pressure was that Mrs. Irvin was one of three residences on a treee quarter inch line. Motion was made by Roe, seconded by Van Nostrand and carried that Supt. Sheldon install approximately 400 feet of 211 water main to correcte this situation. .. Clerk Johnson read a letter from Mr. nay Coon requesting that a fire hydrant be installed on Prince ~dward in the 600 block. Clerk Johnso~ was directed to advise Mr. Coon that the city was aware that a fire hydrant was needed at the location requested, as well as in numerous other parts of the city, and that such conditions were being corrected as fast as practicle. But that in his case the city did not have a six inch water main on Prince Edward and therefore would not be able to install a fire hydrant at this time. Clerk Johnson read a letter from attorney William Lee, representing Mr. George Harrison, requestadg that a storm sewer be relocated on certain property and offering anmsement to the lake for its location. The matter was referred to Mr. Sheldon. Clerk Johnson read a letter From Mr. ~sle Fesler, requesting that the city install a dranin pipe along the curby and cover said pipe with cement, at the end of his driveway at 429 Osceola. Attorney Morse was requested to inform Mr. Fesler that his request would not be allowed, but that if he desired to lower the sidewalk abutting his property he might do so providing such change met with city of Clermont specifications. Mr. Roe offered and moved that it be passed AN ORDINANCE AI'IENDING ORDINANCE 126 OF 'rHE CITY OF CLERMONT, 'I'HE SAME BEING !IAN O~DINANCE ESTABLISHING 2.0NING REGULATIONS AND PROVIDING FOR THE ADMINISTRATION AND ENFORCING THEREOF: AND THE L.ONING MAP BEING A PART OF SAID ORDINANCE 136, AS ON FILE WITH SAID ORDINANCE IN THE OFFICE OF THE CITY OF CLEffi10NT LAleE; COUNTY, I1'LORIDA, BY THE EXTENDING OF L,ONE C-l EASTWARD TO LAKE AVENUE, AS REPRESENTED ON SAID ZONING ~1AP AND THE OFFICIAL MAP OF THE CITY OF CLERNONT, LAKE COUNTY, FLORIDA". The motion was seconded by Van Nostrand and upon roll call vote unanamously carried. Motion Van Nostrand, seconded by Bishop and carried that bills be paid. M. on Tuesday, May 7, 1957,' consider the palsage of an Ordinance to amend Ordinance No. 126 of the City of Clermont, the same being "An Ordinance Establishing Zoning Regulations and Providing for the .Ad. ministration and Enforcing thereof" by amending and Changing said Ordinance and Zoning }tap, which is a part thereof, whereby the present C.l Zone shall be extended Eastward in said City to Lake Avenue, as represented on the Official Map of the City of elemont, and that such extension shall include Loti 1,2,3,7 and 8, Block 75; Lots 1 to 8, incl., aM Lots 19 and 20 Block 76. Lots 1 to 10, incl.,' Block 77 J and Lots 2,4,6,8 and 10, Block 78; the passage of which Ordinance is considered of an emergency nature.
