CITY COUNCIL WORKSHOP
April 15, 2025
CALL TO ORDER
The City Council met in a workshop session on Tuesday, April 15, 2025 in the Clermont City
Council Chambers. Mayor Murry called the workshop to order at 3:00 pm with the following
Council Members present: Council Members Howard, Strange, and Petersen.
Other City officials present were Interim City Manager Van Wagner, City Attorney Waugh, and
City Clerk Howe.
Absent — Council Member Myers
AGENDA ITEMS
Item No. 1— Lake County School Board Presentation
Council Member Howard stated that he wanted this workshop due to confusion regarding school
concurrency and to gain knowledge on the decision process of Lake County Schools.
Council Member Strange informed Council of her questions for Lake County Schools in this
workshop; allocation of concurrency funds, plans for small schools, making libraries more
accessible to schools and the choice for high school graduation venues.
Kelly Randall, Executive Director of Facilities and Growth Planning introduced herself along with
Helen LaValley, Supervisor of Growth Planning and Heather Croney, Senior Planner.
Ms. Randall stated that they will be sharing information regarding school concurrency, what it is
and how it works.
Ms. LaValley presented Council a map that they use as a tool to track development within the
County from application through construction. She spoke about the map and racking development
assists them in predicting the amount of students who will need school placement.
Ms. Croney provided a presentation on school concurrency. Interlocal agreements guide the school
concurrency process and requires an annual meeting in December, annual report and quarterly
planner's meetings with representatives from each jurisdiction within the County. She spoke about
the development review process, concurrency service areas as well as the proportionate share
mitigation agreements.
A discussion ensued regarding how Lake County Schools determines the projected student
generates from different development, adequate space for student needs and evaluating the student
generation rate every four years.
There have been a few K-8 schools that have opened in the last few years which have helped
alleviate capacity at some of the surrounding schools.

Council Member Howard stated that the funds that are paid from a developer in a proportionate
share agreement is just the school impact fees upfront. They receive credit for the funds that have
already been paid when the development is complete. There needs to be a way to deter developers
when there is no capacity at the schools in that area.
Ms. Randall stated that Lake County Schools must have the funds available to build a new school
and the costs of building schools has doubled since 2019.
Council Member Strange said that she has spoken to surrounding cities and believes the cities in
south Lake County can come together to combat the school capacity issue in the area.
Ms. Randall informed Council that there is capacity in Elementary and Middle Schools, the
capacity is with High School.
There was discussion about busses and the time students are on busses going back and forth to
school as well as smaller versus larger schools.
Ms. Randall stated that there are funds in the five-year plan to build a High School in Wellness
Way, which will alleviate the capacity at the other High Schools in south Lake County.
Council Member Howard spoke about creating a moratorium, the school is five years out and he
does not like multifamily housing over running the school system.
City Attorney Waugh said that Council can consider a temporary moratorium.
Council spoke about the Joint Planning Area Agreement with Lake County and discussing some
of the issues with Lake County doing things that affect the City.
Council Member Strange left the workshop at 5:01 pm.
Council Member Howard spoke about the Interlocal Agreement with Lake County where the City
cannot refuse.
Interim City Manager Van Wagner stated he will speak with Lake County Commissioner Parks
regarding Councils viewpoints.
