REGULAR MEETING

A regular meeting of the City Council of the City of
Clermont was held at.;the city hall on Tuesday, April
2, 19.57. .
The f1eeting was called to order byCb~nci1 Vice Chairman
Charles Roe with all Council members...present with the
exception of Mr. Harold Turvi1le. Others present were
Mayor Keene, City attorney Mprse, Supt. Sheldon, Police
Chief Parker, Fireman Fullwood, Mr. Harry Brown and Mr.
and Mrs. Rutan.
The minutes of the adjourned meeting held March 19, 19.57
were read and corrected.
Mr. Rutan spoke to the Council regarding the notice from
the city to the effect that their House trailer would have
to be moved from the premises within sixty days from the
date of notice. Mr. Rutan stated to the Council that
what had origiona1ly been a house trailer was now a part
of their home and that they had paid taxes on it as a
residence for the past several years. Cm1. Van Nostrand
requested that Mr. Rutan produce paid tax statements for
the property in question at the next meeting.
Clerk Johnson read a letter from Mrs. Martin Olson
relative to a notice from the city that she remove a
house trailer from her premises. Attorney Morse
agreed to answer Mrs. Olson's letter, and to explain
the situation to her.
Mrs. Carr~ngton read a letter from attorney Morse with
regards a house trailer Ordinance which Mr. horse was
preparing for the city. City attorney Morse spoke to
the Council regarding the matter and gave each member a
sample, or rough draft, of a proposed Ordinance.
Col. VanNostrand asked Mr. Morse why the Ordinance
governing the location of House Trailers within the city
had not been prepared for passage as per his instructions.
Mr. Morse stated that he had been endavoring to prepare
an Ordinance which could not be defeated in court. It
was decided to prepare an Ordinance for immediate passage.
Mr. Bishop brought up the parking difficulty situation
at, and in the neighborhood of,the Post office.
The matter was referred to the Police Department for
study and correction.
Col. Van Nostrand reported that new.screens had been
installed at the Community Building.
Mr. Roe, chairman of the Water Committee, recommended
that a Fire Hydrant be located at First street and
Minnehaha avenue. Motion was made by Carrington, seconded
by Bishop and carried that a fire hydrant be located at
First street and Minnehaha avenue as recommended.

Mayor Keene stated that General Rice, representing the
Episcopal church, had requested that the city"mark off"
for parking a part of Lake avenue. Mr~' Sheldonwa.s
instructed to i'mark offll both sides of "Lake avenue
from Montrose street to Osceola street.
Mayor Keene reported that acting police Chief Parker's
services had been highly satisfactory and that he recommended
that Mr. Parker be appointed Chief of the Clermont Police
Department. I>lot ion was made by Carrington, seconded by
Bishop and carried that acting Police Chief Parker be
appointed as police chief.
Mayor Keene informed the council that Mr. Blackford
had been engaged as a special police and requested that
Mr. Blackford be engaged on a three months probation
basis at a salary of 27.5.00 per month. Motion was made by
VanNostrand, seconded by Bishop and carried that Mr.

Blackford be engaged as a patrolman on a three months
probation basis, such probation period starting April
1, 1957, at a salary of $275.00 per month.
Police Chief Parker stated that Chas. Haines had completed
his three months probation period as a patrolman and that
he recommended that r':r. Haines be engaged as a patrolman
on a permanent basis at a salary of $275.00 per month.
Police Chief Parker 1mbmitted his monthly report which
was accepted and ordered filed.
Police Chief Parker submitted prices for police uniforms
and made recommendations regarding same. After some
considerable discussion on the matter motion was made by
Carrington, seconded by Bishop and carried that chief
Parker be authorized to purchase uniforms for himself and
each of the two patrolmen at a cost not to exceed $76.80
per person and that it be fully understood that the
un~forms remain the property of the city of Clermont.
Supt. Sheldon submitted his monthly report on operations
with copies of the report going to each member of the
council.
Clerk Johnson read a letter from Mr. Oarry Brown
protesting local water rates. Mr. Brown, who was present,
was informed that the Water rates ordinance was now
being review and that it was quite possible that some.
changes would be made.
Clerk Johnson r&ad a letter from Ernest Smith relative
to property line dispute at the intersection of Fourth
street and Broome street at Cry sta1 lake. The letter
further stated that water was being diverted from the
drainage from fourth street across his property and
that his property was being used for a trash dump.
Mr. Sheldon was directed to have the drainage situation
corrected and Police chief Parker was directed to see
that the dumping of trash on this property was stopped.
Clerk Johnson read a letter from the American Legion
stating that they would like to dispose of certa~n lots
which they had previously purchased from the city and
that in order to dispose of said lots it would be necessary
for the city to repurchase them or to allow the.American
Le~ion to sell them to the general public.
The letter further stated that in the event that the city
desired to rebuy the lots that the American Legion would
like the price paid plus the cost of some improvements.
The matter was tabled until some of the Council members
could look the lots over.
Clerk Johnson read a letter from Mr. Copeland of the
Citizen's Bank requesting that the city Council re?:one
lots 1 to 10, inc1, block 77, from a R-2 to a C-l area.
The request was referred to the Zoning Commission for
consideration and recommendations.

Clerk Johnson read a letter from Mr. O'Neal, wherein Mr.
O'Neal offered to purchase lot 38, Block 7, Sunnyside Unit
from the city in the following manner: One hundred dollars
in cash and $400.00 within nintp days from date, making a
total purchase price of $500.00. Motion was made by
VanNostrand, seconded by Bishop and carried that the city
accept Mr. O'Neal's offer to purchase lot 38; Block 7,
Sunnyside Unit, ~'lth the understanding that the city
does not deliver a deed for the property in question until
the full purchase price is paid, and with the further
understanding that the city retain an easement on the West

Clerk Johnson read a letter from W. A. Sexton wherein
Mr. Sexton tendered his resigination from the Zoning Board
of Adjustment. Mr. Sexton's resigination was accepted
and the appoint~ent of his successor was tabled until
a later date.

Clerk Johnson read a letter from James ~ucker requesting
special permission for residental construction on lot
18, Block 117, Johnson's replat, the same being an M-1
Zone. Motion was made by VanNostrand, seconded by Carrington
and carried that James Tucker's request be granted providing
all requirements of the Zoning Ordinance and Building code
are carried out.
Clerk Johnson read a letter from Mr. Broschart requesting
a lake front lease on that lake front across the street
from lots 49 & 50, Clermont Heights. Clerk Johnson was
directed to advise Mr. Broschart that the present State
Legislature would consider passage of a bill extending to
municipalities the authority to lease city owned property,
and that as soon as the matter was settled he would be
advised of a decision by the Council.
Motion by Carrington, seconded by Bishop and carried
that the city make a final payment of $500.00 to the
Clermont Chamber of Commerce as budgeted.
Clerk Johnson brought to the attention of the Council
certain Personal property taxes for the years 1954 and
1955 which remain unpaid.
The 1954 Personal Property tax remaining unpaid in the
amount of $8.00 assessed against Mrs. Louise Rose, was
turned over to city attorney Morse for collection.
The 1955 Personal Property taxes remaining unpaid are
Palm Shoe Company in the amount of ~40.00 and Amoco
Service Station in the amount of ~t24. 00. Clerk Johnson
was directed to advise the Real Property owners that
they were responsible for the unpaid Personal Property
tax of their tenants.
Motion was made by Carrington, seconded by Bishop and
carried that the Personal Property tax, acct. # 178l,
1956 taxes, in the amount of ~6.40, assessed apainst
Dr. J. F. McGuire be removed from the tax roll as the
assessment had been made through error.
Clerk Johnson read a letter from the abutting property
owners on Disston Avenue from Palm Lane to Minnehaha
avenue, requesting that the city pave said Disston Avenue from
lhnnehaha Avenue to Palm lane and agreeing that said
abutting property owners would pay their share of the
paving costs.
Clerk Johnson was directed to inform the petetioners
that the city officials did not consider it practical
to pave that part of Disston Avenue to Palm lane, but
that they would consider a petetion requesting the
paving of Disston Avenue from Ninnehaha Avenue to
Lake Shore drive. Along wit9 this notice to the
Petetioners Clerk Johnson was requested to include an
extract from the city Charter as it applies to the
assessing of paving costs against abutting property owners.

Clerk Johnson read a letter from abutting property owners
on Prince Edward street from DeSoto Street to Minneola
Avenflle requesting t'''at said Prince EdTl>Jard street be paved
and agreeing to pay their share of tbe paving costs.
Clerk Johnson was directed to advise the petetioners
that the city was in the process of setting up certain
standards for the paving of all city streets and that as
such as such standards were agreed upon they will be
advised of the type Jf streets necessary for their
section and the cost of same.

Mtion by VanNostrand, seconded by Carrington and carried
that bills be paid with the exception of a bill to
Boykin and Elliot which is to be held up for investigation.
Mtting adjourned until Friday, April 5, 1957, at
