ADJOURNED MEETING

An adjourned meeting of the city Council of the City of
Clermont was held at the city hall Tue.day, February 19,
1957.
The meeting was called to order by Council chairman
Harold Turville at 7: 40 p. M. with ,,~~3-_.nC.9uncil members
present. Others present were mayor~ City attorney Morse,
Supt. Sheldon, Police Chief Parker and several visitors.
The minutes of the meeting held February 5, and February
11, were read and approved.
Chairman Turville informed all visitors that they were
welcome to all meetings, but that their petetions and requests
would be considered only at regular meetings on the first
Tuesday in each month.
a written request, or petetion, from Mr. .Frank Sherry,
tabled at the last meeting, for the closing of 100 feet of
Drew avenue from Minneola Avenue Southward was given
consideration. Motion by Roe, seconded by VanNostrand, and
carried that Mr. Sherry's request be refused.
Mr. McQuistion, chairman of the Zoning Commission of the
City of Clermont, spoke to the Council regarding the duties
of said Commission. Mr. McQuistion stated that he had
called one meeting but that only three members had been
present and that they had not been able to take any action
on the petetion for rezoning parts of abutting property
alibng highway 50 mom East avenue We stward.
Mr. McQuistion also called the Councils attention to certain
needed repairs to the community building.
A discussion took place with regards William Boyds request
for the paving of Sett Ie street southward from Lake Shore
drive. It was generally agreed that the city wou d not be
interest in paving this street unless they were able to obtain
a minimum of fity feet right of way and with the abutting
property owners paying two thirds of the cost.
Clerk Johnson was instructed to write the interested property
owners and determine if they would be agreeable to deeding
the city an additional fifteen feet on each side of said Settle
street for street right of way and to further debermine if they
were willing to pay their share of the paving costs.
Mr. Roe, chairman of Water and Sanitation Committee, read
a letter from the Lake County Health department, stating that
the sanitary land fill at Clergrove would be open to the municipalit1
and general public of South Lake County beginning February 20,
1957/

Mr. Roe informed the Council that the water main map for the
city was completed insofar as six inch mains were co~erned"
and that such map disclosed a need for connecting 6 inch mains
in various parts of the city. Mr. Roe recommended that this
matter be given serious consideration in making up the 1957-58
budget.
Mr. Roe reported that the stove in the apartment at the city
hall had been repaired.
Col. VanNostrand. reported that the Building Committee had
received a few applications for building permits durinl the
past two weeks. He further reported that a few permits had
been granted and that in the majority of cases the contractors
and builders were giving splendid cooperation to the Committee.
A letter from Albert Johnson, tabled at the last meeting,
requesting permission to use lots l7-l8-l9-20-21 & 22,

for residential construction locations was discussed.
(Motion was made by VanNostrand, seconded by Bishmp and carried
that the request of Mr. Johnson be granted.
Col. VanNostrand submitted an annual report from Cooper
Memorial library and moved that the report be accepted and
incorporated in the minutes. The report immediately follows
these minutes.
Mrs. Carrington reported that the utility'e~sem~nt~on the rear
10 feet of lots 1-3-5 & 7, Block 89, had beon executed by
J. E. Middleton and wife and delivered to the city clerk.
Mrs. Carrington further reported that she had requested City
attorney Morse to prepare a joint petetion from the Town of
Minneola and the City of Clermont to the State Road department
requesting the resurfacing of State road 561 from the Northern
boundary of Minneola to the Western boundary of Clermont.
Mrs. Car.rington further reported that the matter of preparing
~n~amendmenp: to the Zoning Ordinance whereby the rear yard require-
ments1~ould be reduced from twenty to ten feet on certain
T-Czoned properties on the South side of highway 50 had been
called to attorney Morse's attention. This amendment had been
authorized and directed by the preceeding Council.
City attorney Morse stated that he had not prepared this
amendment and suggested that the Council give the matter
furt he r st udy .
Mrs. Carrington further reported that the preceeding Council
had apparently been in the process of amending the Electrical
Code but that she had been unable to get definate information
on the matter. City attorney Morse stated that he had notes
of the former council regarding this matter and a rough draft
of the proposed amendment which he would submit to the Council
at its next meeting.
M~o~ Keene reported that the Florida State Employment Service
had informed him that unless the city could fmrnish them with
some office space that it would be necessary for them to
handle all applications and unemployment check distributions
from Leesburg. The Council agreed to make the ri.bw.....1lacant
gasoline service station at the corner of Minneola Avenue and
eighth street available to said Florida State Employment
Service.
Mayor Keen submitted a letter from Pi Lambda Phi thanking the
city for its cooperation with their project.
Mayor Keene informed the council that Mr. Elmer Joltz would
soon make application to the city to have certain properties
lyi~g South, and abutting Hook street, incorporated into the
eity.limits of the city of Clermont. Mayor Keene was instructed
to- 1-nfdrm Mr. Joltz that full partictulars should 8:ccompany:;his
petetion.
Mayor Keene submitted a letter from Mr. George M. Dixon
wherein Mr. Dixon submitted a proposition to the city whereby
said Mr. Dixon would obtain title to certain lake Chore property
now owned by the city.
Motion was made by Roe seconded by VanNostrand and carried that
the Clerk advise Mr. Dixon that the sale of city owned lake
shore frontage ~as prohibited by the city charter.
Clerk Johnson read a letter from Cooper Memorial library
requesting payment of fifteen hundred dollars to them as
provided for in the budget.
Motion by VanNostrand, seconded by Bishop and carried that
the clerk issue a check in the amount of five hundred dollars
to Cooper Memorial Library and advise them that such amount
was all that was possible at this date.
Clerk Johnson read a letter from the Local Chamber of Commerce
requesting that, if the Council approve such action, that a
resolution be prepared and mailed to the County Commissioners

in support of the proposed Lake County Zoning.
Clerk Johnson called the council's attention to the fact
that Chas. Haines, Jr. had never been officially engaged
by the city, nor had any salary been desiginated for him.
Motion was made by VanNostrand., seconded by Bishop and
carried that Chas. Haines Jr. be engaged by the city, on a
three months probation basis, at a si1.1ary.:"~f $265.00 per
month.
Motion by VanNostrand, seconded by Carrington and carried
that Stokes and Fields be authorized to insure the Youth
center building for $12,000.00, comprehensive.
A bill from Clermont Builders supply in the amount $1,:318.13
for materials used for the city barn, signed by Lewis M.
Moore authorllz ing payment, was refused on the grounds that
neither a contract had been executed by Mr. Moore, or a
performance furnished by Mr. Moore.
Clerk Johnson read a letter from Mr. H. H. Tully, wherein
Mr. Tully extended his thanks to the Council for their
appointment of him to the Zoning Commission, but also
stating that it would be impossible for him to serve.
No act ion was taken on the matter at this lime.
Clerk Johnson opened and read the following bids for the
Electrical wiring of the city barn: Advance Electric Company:
$879.55, Brantly Electric Company: '525.00, Holbrook
Electric Compa~: $498.00. .
Motiibn was made by Roe, seconded by VanNostrand and carried that
the low bid of Holbrook Electric Company be accepted.
Supt. Sheldon showed the Council a map of city water mains.
A letter From Mrs. Daniel Westbrook was read, wherein Mrs.
Westbrook proposed to do certain work for the city in the form
of map making. It was generally agreed that the city was
in need of such maps but that funds were not available for
the work at this time. It was further generally agreed that
the matter should be given consideration in next year's budget.
Mr. Parker made several recommendations to the city with
rer-ards to traffic regulation. Chief Parker was authorized
to car!7 out his recommendations.
Chief Parker brought up the matter of the City furnishing
uniforms for the Police department. No action was taken.
Cht~r Parker recommended that Ordinances governing traffic
begulation be revised and brought up to date.
No action taken.

Mot ion was made by Roe, seconded by VanNostrand and carried
that the city legal adviser be instructed to prepare the
necessary bill for presentation to the State Legislature,
to amend the city charter to increase the maximum salary of
a city manager from '5,000.00 to '7,500.00 per year
Col. VanNostrand stated that inasmuch as a refereiidum.Jof;;t.he
voters of the city of Clermont, at it s last elect ion, was
strongly in favor of an Ordinance compelling the cleaning
of vacant properties, that the Council should give
early consideration to such an Ordinance.
Motion was made by VanNostrand, seconded by Carrington and
carried, that a Committee to be known as the City Goverment
Research Committee be appointed by the President of the city
Council not later than March 5, 1957, that its membership of
not less than seven nor more than eleven be representative of
diversified civic interests; that its duties be to study
and analyze the fact s and requirement s relating to a I
Commission-Manager form of goverment in Clermont, and to ref'd)-
it s findings and recommendat ions to the city Council as
soon as pract icalHe, but not later than .:3eptember 5,
1957, on which date its appointment will expire.
Col. VanNostrand strongly urged that the Chairman of the
Council prepare an agenda for Council meetings and that such
agenda be strictly followed.
Mot ion by lioe, ,seconded by Carrington that meeting adj ourn
to an executive session.
EXECUTIVE SESSION:
Vr. C. D. Blackford applied for position of Chief of Police
of Clermont Police Force. He is a graduate of the Miami Police
Academy, has served with the Opelika Police Dep~tment, and from
1949 to 1954 served with the Dade County Sheriff s Department.
He worked on investigations for the Escambla and Marion
Counties Grand Juries out of the office of Governor Johns and
has engaged since in private investigation work, as well as
investigator for the Dade County Grand Jury recently. He presented
a letter of recommendation from Judge Pat Cannon, Circuit Court,
Dade County. His other qualifications for the position applied
for were discussed.
Valuations on city property, Block 7, Lot 38, and Block 89,
lots 9, 11, 13 and 15 through 19,inclusive, were presented
by Col. Van Nostrand and Mr. Turville, as obtained from two
Clermont realtors. It was decided that advertisements would
be placed in the Clermont ~ress, issues of February 21 and
28, to the effect that sealed bids will be accepted for the
property, bids to be submitted by March 4, 1957, as follows:
Sunnyside Lake, lot 38, Block 7, one unit; Block 89, lots
9, 11 and 13, as Parcel A; Block 89, lots 15 through 19,
inclusive, as Parcel B; and Block 89, lots 9, 11, 13 and
15 through 19, inclusive, as Parcels A and B.
The following motion W~ made by Hr. Roe and seconded by !'Irs.
Carrington: Any two or more members of the city Council,
desiginated by the chairman of the Council, and the desiginated
city purchasing agents will review the city bills, together
with attached purcha'e""orders, at 4:00 P. N. on that Tuesday
of each month at which~t'he bills are to be presented to the
Council for payrr:ent. The two members of the Council acting
in each such review will submit their recommendation as to
action on payment of the bills to the city 60uncil. All
purchases for the city of Clermont will be by purchase order.
All sales slips will bear a purchase order number and the
signature of the purchaser. All purchase orders will be
issued by the city clerk, City engineer, or Chief of Police,
or any other person, or persons, desiginated by the City
Council as a nurchasing agent. All monthly statements sent
to the city shall hav~ the sales slips for all purchases
attached.
Mr. Turville, after discussion of form of purchase orders,
appointed Pr. Roe to investigate format of and to order purchase
orders for use by the 6ity.
It was moved by Col. VanNostrand and seconded by Mr. Boe that Mr.
C. J. Linderman be appointed to the 2.on1ng Commission to fulfil
the unexpired term of Mr.Harry Tully, who has submitted his resigi-
nation.

Tfiis has been a year of milestones for the Public Library: The winter of
1905-06 Mrs B.J. McOain sold tickets for an entertainment and received
for each ticket sold a book - these books ~ogether with a few given by
friends started what is now the Cooper Memorial Library,fifty years of
Library service for Clermont~
This past summer was the tenth year for the Lollipop Club or story hour
held during summer school vacation for the children of Clermont': This
year the club was under the leadership pf Mrs Charles Haines with
Mrs William Raiguel in charge of the books', 80 children enjoyed the stories
and games and the two parties always given during the summer~
A bookcase and chair were added to the library equipment-:
Who's Who in America,Current Biography and the Encyclopedia Britannia
Year Book were added to the Reference Department~'
The library is open. part of-every day except Tuesday'~
