01-08-1963 Organizational Meeting e - MINUTES N~ 1 ORGANIZATIONAL MEETING City Clerk, A. M. Johnson, administered the oath of office to James Hoskinson, Norris Hutchingson and Harold Turville as Councilmen, in the City Administration Building at 8:15 P. M. on Tuesday, January 8, 1963. In the absence of Mayor Joseph BonJorn, City Clerk Johnson called the me~ting to order and stated that the first order of busi- ness was, i;pe ,_ p.o~,ha1Jion and election o:r a._ ~h~i.rman__o:r_ t;he~Cit-y-Council -- To~the year 1963, and that nominations were in order. Councilman Turville nominated Councilman Bishop. Councilman Bishop nominated Councilman York. As there were no further nominations, a secret, ballot was taken and Councilman Bishop was declared elected as Chair- man of the City Council of the City of Clermont for the year 1963. After being seated as Chairman, Councilman Bishop stated that the next order of business was the nomination and election of a Vice Chairman of the City Council for the year 1963. Councilman Turville nominated Councilman York as Vice Chairman of the City Council and then moved that the nomination be closed, and that the Clerk cast a unanimous ballot for Councilman York as Vice Chairman of the City Council of the City of Clermont for the year 1963~ The motion was seconded by Councilman Hutchingson and unanimously carried. Chairman Bishop requested all persons, with the exception of Press representatives, to leave the room in order that the Council might hold a closed session. At the conclusion of the closed session, Albert M. Johnson was advised that he had been elected and appointed to the officffi of City Clerk, City Treasurer, City Tax Assessor and City Tax Collector for the year 1963, and that the appointment of other city officials and the engagement of city employees had been deferred pending recommendations by Mayor BonJorn, but that they were to be contin~J.ed in their present positions and at their present salaries until appointments were made. Council Chairman Bishop appointed Councilmen Turville, York and Hutchingson to membership on the Building Committee, with the first named as Chairman, and 'stated that he would appoint the other committees within a few days. Motion was made by Councilman Turville, seconded by Councilman Hutchingson and carried that (1) the Citizens Bank of the City of Clermont and tne First Federal Savings and Loan Association of the City of Clermont be designated as depositories for City of Clermont funds, and that the withdrawal of such funds from the Citizens Bank of Clermont shall be made by checks signed only by the City Clerk or in his absence, the Deputy Clerk; and that City Clerk Johnson have the following authorizations: (1) That the City Clerk is hereby authorized to open savings accounts for idle funds of the City of Clermont or invest such idle funds in the Citizens Bank of Clermont or First Federal Savings and Loan Association of Clermont and that such institutions are hereby authorized to act without further authorization in accordance with the writings of the City Clerk of the City of Clermont unless and until further notified; (2) that the City Clerk be authorized to transfer funds from one account to another as may be necessary; (3) that the City Clerk be authorized to withdraw from the Interest and Sinkin~ Fund and deposit in the Bond and Coupon Account the funds necessary to retire bonds and interest as they become due; (4) that the City Clerk be authorized to purchase City e . MINUTES N~ 2 of Cler~ont bonds at par or less when such bonds are offered for sale to the City and when funds are available for such purchases; (5) that the City Clerk be authorized to pay all salaries and wages of city employees as set by the City Council and as provided for in the 1962-63 budget, and to pay such accounts as Social Security taxes, withholding taxes, employee insurance and any other account where the discount period expires prior to the next meeting of the City Council and to make payment along with interest on all loans, mortgages and contracts made by the City of Clermont, as the3 fall due. ~ Ellis Konsler The following appointments were made by the City Council: To membership on the Zoning Board of Adjustment, to fill the unexpired term of Art Guenther, deceased To membership on the Zoning Board, Dr. V. Brinkerhoff and Barney Prescott. To membership on the Planning Commission, Charles Root, Mrs. Juliet Carrington and Dr. E. R. Cantwell. To membership on the Board of Appeals, 'Willie Creech and Morgan Norris for a term of four years. Lotion by Councilman Turville, seconded by Councilman Hoskinson and carried, that the paving of ~Iontrose Street, west of 12th Street, be authorized and that work is to start when two-thirds of the estimated cost has been placed in escrow in the Citizens Bank of Clermont, and interested parvies have entered into a contract with the City 0: Clermont agreeing to pay two-thirds of the paving costs. Motion by Councilman York, seconded by Councilman Turville, and carried, that City Tax Assessor Johnson be authorized to engage Hunnicutt & Associates to make the necessary real estate appraisals for the 1963 Tax Roll. Motion by Councilman Turville, seconded by Councilman York and carried, that H. W. Sheppard & Co. be engaged as auditors for the City of Clermont for 1963. Motion was made by Councilman Turville, seconded by Councilman Hutchingson and carried, that Mr. Westbrook of A.P. & R. K. Michaels, and Superintendent Sheldon, City Superintendent, be authorized to make a trip to Camp Blanding and, if possible, to purchase from army surplus a diesel engine to be used by the Clermont Water Department. Clerk Johnson read a letter from Lake County League of Municipali- ties wherein attention was called to the next meeting of the League. Councilmen Turville and Hoskinson stated that it was their intention to attend. A general discussion took place regarding the manner in which work orders should be issued by the City, and Clerk Johnson was requested to prepare a Resolution for consideration at the next Council meeting.
