PUBLIC HEARING
A Special, duly advertised, Meeting of the City'Council was
held in the City Administration Building on Tuesday, February 12, 1963.
The meeting was called to order at 7:30 P. M. with all CoUncil members
present. Other City officials present were Mayor BonJorn, Police
Chief Tyndal and Clerk Johnson. A representative of the Orlando
Sentinel and a number of visitors were also present.
Chairman Bishop stated that the purpose of the meeting was to
consider certain zoning changes; that the meeting had been duly adver-
tised as such, and' that the Zoning Commission had previously held a
Public Heari'ng and had recommended the proposed changes. Mr. Bishop
further stated that the lands under consideration for rezoning had
been divided into areas numbered 1 to 8 inclusive, and that each
area would be considered separately; that all interested persons
would be heard in an orderly manner; that the Council would not
attempt to reach a decision on any area during the hearing but that
they would reach a decision on all areas as soon as possible.
Chairman Bishop announced that the Public Hearing was now in
session and requested the Clerk to read the description of Area #1,
which is as follows: Lots 69, 75 and 76 and fractional parts of Lot
70, 71, 73 and 74, lying South of State Road 50, all in Clermont
Heights. No one present expressed any objection to the rezoning
from R-l to C-l of Area #1 and the Clerk advised that he had not
received any communications regarding the matter.
Chairman Bishop requested the Clerk to read the description of
Area #2, which is as follows: Lots 103, 104, 105, 106 and 107, and
fractional parts of Lots 71, 72, 73, 101 and 102, lying North of
State Road 50, all in Clermont Heights, and that part of Lot 1 lying
North of State Road 50 in Block 2, Sunny Side Unit, of Clermont
Heights. Col. Ream, representing the Civic Home Owners Improvement
Association, objected to the rezoning of Lot 1, Block 2, Sunny Side
Unit, on the grounds that the City of Clermont was presently in
litigation with the owner of this property for the violation of the
7.oning ordinance, and that it was their opinion that the litigation
should be terminated prior to any zoning change. Clerk Johnson
advised the Council that he had received a letter from the Civic
Home Owners Association outlining the same objection and that the
letter was on file. '
Chairman Bishop requested the Clerk to read the description of
Area #3, ,~hich is as follows: That property bounded on the North
by Highlwld Avenue, on the East by Scott Street, on the South by
State Road 50, and on the West by Disston Avenue. Clermont Heights.
No one present expressed any objection to the rezoning of this area
from R-l to C-l and the Clerk advised that he had not received any
communications regarding the matter.
Chairman Bishop requested that the Clerk read the description
of Area #4, which is as follows: That property bounded on the

on the West by Disston Avenue, Clermont Heights. No one present
expressed any objection to the rezoning of this area from R-l to
C-l and the Clerk advised that he had not received any communications
regarding the matter.

Chairman Bishop requested the Clerk to .read the description of
Area ~, which is as follows: Lots 339, 340, 341 and 342, and
fractional parts of Lots 141 and 142, lying South of State Road 50,
Clermont Heights. No one pr~sent expressed any objection to the .
rezoning of this area from R-l to C-l and the Clerk advised that he had
not received any communication regarding the matter.

Area #6, vlhich is as follows: nots 9, 10, 11 and 12, Forty Pines.
No one present expressed any objections to the rezoning of this area
from R-l to C-l and the Clerk advised that he had not received any
communications regarding the matter.
Chairman Bishop requested the Clerk to read the description
of Area #7, which is as follows: Lots 6, 7 and 8, Forty Pines.
Mr. George Gallup strongly objected to the rezoning of this area
from R-l to C-l on the grounds that the value of his property would
be depreciated. Mrs. Beatrice Libberton expressed a strong desire
for the rezoning. The Clerk advised the Council that he had received
a communication from the Southeastern Mortgage Company objecting
to the proposed change in zoning and that the letter was on file.
Chairman Bishop requested the Clerk to read the description of
Area #8, 1r1hich is as follows: Lots 253, 274 and 293, Clermont
Heights; and Lots 259, 260, 261, 266, 267 and 301, and fractional
parts of Lots 258, 268, 269, 299 and 300, lying South of State Road
50, Clermont Heights. Mr. George Gallup strongly objected to the
rezoning, from R-l to C-l, of Lots 260, 261 and 266 included in
this area. The Clerk advised the Council that he had not received
any communication regarding the matter.
Chairman Bishop thanked those present for their interest in
the proposed rezoning and stated that the Council would make its
decision as soon as possible and that unless any other person desired
to speak the meeting was adjourned.
Following the adjournment of the meeting all memb~rs of the
City Council, the Mayor, the Police Chief and the City Clerk were
present at the burning of City Bonds as authorized and directed at
the regular meeting held on February 5, 1963.
