REGULAR MEETING
A regular meeting of the City Council of the City of Clermont
was held in the City Administration Building on Tuesday, March 5,
196'. In the absence of Council Chairman Clarence Bishop, the meeting
was called to order at 7:35 P. M. by Vice-Chairman Harold Turville
with all other Councilmen present with the exception of Mr. Bishop.
Other city officials present were: Building Inspector Snyder, Mayor BonJorn
Police Chief Tyndal, Superintendent Sheldon, City Attorney Morse
and City Clerk Johnson. Mr. Fritz Longley of Florida Blue Cross
and Blue Shield, as well as several visitors and representatives of
the press were also present.
The minutes of the adjourned meeting held on February 19, 1963
and the special meeting held on February 21, 1963 were approved as
written.
Mr. Longley, representing Florida Blue Cross and Blue Shield,
advised the Council that due to increased hospital and medical costs
it was necessary that the premiums on the policy carried by the
City be increased in the amounts of $1.12 on single and $2.56 on
family policies. City Clerk Johnson advised the Council that this
would mean an additional expenditure by the city of approximately
$225.00 for the remainder of the fiscal year.
Motion was made by Councilman Hoskinson, seconded by Councilman
York and unanimously carried that the city's contract with Florida
Blue Cross and Blue Shield be continued at the increased rates.
Chairman Bishop arrived at this time and presided over the
remainder of the meeting.
Police Chief Tyndal submitted his monthly report which was
accepted and ordered filed.
Building Inspector Snyder submitted his monthly report which
was accepted and ordered filed.
Superintendent Sheldon did not submit a report.
At the recommendation of Councilman Hutchingson the Police
Department was directed to prohibit truck traffic on East Highland
Avenue, beginning at East Avenue, and to install the necessary signs.
Councilman Hoskinson, Chairman of the Parks Committee, inquired
of the Council if any policy had been established regarding the
playing of cards in the Community Building at Kehlor Park on Sunday.
The Council appeared to be in agreement that if gambling was not
taking place they had no objection to card playing as described.
Councilman Hoskinson requested that a work order be issued for
the grading of the ball field, at the school, for use by the Little
League and that the field track in the same area also be graded.
Motion was made by Councilman Turville, seconded by Councilman
Hutchingson, and unanimously carried that Clerk Johnson issue work
orders for the grading of the ball field and field track as recommended
by Councilman Hoskinson.
Mayor BonJorn stated that he had nothing to report nor any
recommendations.

Councilman Bishop inquired of Mr. Sheldon regarding the avail-
ability of the sand pump recently purchased by the City. Superintendent
Sheldon advised that the pump was ready for use at any time. Motion
was made by Councilman Hutchingson, seconded by Councilman York,
and unanimously carried that Clerk Johnson issue a work order for
the removal of sand from the canal between Lakes Winona and Minnehaha
in order that boat traffic might pass under the bridge.
Councilman Turville advised that J. K. Tryon, Judge of the
local municipal court, had requested that an assistant, or associate
judge be appointed by the Counciili to serve in his absence. Clerk
Johnson advised the Council that the City Code provided for the
appointment of an assistant judge as, and when, needed, but not
on a permanent basis. Chairman Bishop agreed to advise Judge Tryon
that he would appoint any person selected by him to serve in his
absence as, and when, needed.
Cowlcilman Turville read a RESOLUTION pertaining to the closing
of an alley running from Juniata Street to Broome Street (now closed)
and lying between Blocks III and 124, Sunset Park, as previously
authorized by Council action. Mr. William Boyd, a visitor at the
meeting, called to the Council's attention the possibility of a
storm sewer drain being located in the alley. Clerk Johnson advised
the Council that he had investigated the matter and that he was
advised that no drains or other utilities were located in the alley.
However, motion was made by Councilman Turville, seconded by Council-
man York, and unanimously carried that the adoption of the RESOLUTION
be deferred pending further investigation.
Mr. William Boyd advised the Council that the T&GRailroad
had removed their tracks from the right-of-way between Second and
Seventh Streets and that this right-of-way, approximating six and
three quarter acres was now for sale and that if the Council would
make an offer of $200.00 per acre, it was his op~nion that the owners
would give the offer favorable conside~ation. The matter was tabled
until later in the meeting and Mr. Boyd was advised that Clerk
Johnson would contact him Wednesday as, to the action t~cen by the
Council on the matter.
Councilman Turville reported that the Fire and Building Committee
had made a study of the bids submitted on a fire truck and that they
recommended, and moved, that the contract be awarded to the low
bidder, American LaFrance, but that the specifications be changed to
include cab-over-engine and that the contract price be $15,556.83;
an increase of $1,211.83 over the original bid, for sp'ecification
changes.
The motion was seconded by Councilman Hutchingson and unanimously
~arried.
Motion was made by Councilman Hutchingson, seco~ded by Counciili-
man Turville, and unanimously carried that the Purchasing Agent be
authorized to purchase an air horn warning system at an approximate
cost of $2900.00 f.o.b. factory.
Clerk Johnson opened bids on Traffic Signals, which were as
follows: Brantly Electric Co., $1710.00; Raybro, $1260.85; and
Ward Engineering Company, $1248.34. Motion was made by Councilman

York, seconded by Councilman Hoskinso~ and unanimously carried that
the low bid of $1248.34 submitted by Ward Engineering Company, be
accepted and that the Purchasing Agent order the signals.
Clerk Johnson read a letter from Mr. Martin Winther pertaining
to previous requests for the resurfacing of a part of Lake Shore
Drive, and urging the Council to have preliminary surveys made in
order that the project might be given consideration in the preparation
of next fiscal year budget.
Motion was made by Councilman Hutchingson, seconded by Councilman
York and unanimously carried that Clerk Johnson have the preliminary
survey made as requested by Mr. Winther.
Clerk Johnson read a letter from the Clermont-Minneola Little
League Association and Clermont Babe Ruth League requesting that the
City provide a coordinator for the summer recreational program and
that umprres be paid from city funds budgeted for recreation. Follow-
ing a discussion of the matter, Councilman Hoskinson, Parks and
Recreational Chairman, was instructed to present the Council with a
plan and recommendations for a Summer Recreational Program.
A sample ordinance pertaining to soliciting was referred to
the Laws & Auditing Committee and City Attorney Morse for study and
recommendation.
Clerk Johnson read a letter from Mr. George Herrlinger request-
ing that the City remove supposedly dead palm trees from in front of
his property and that the street curbing opposite his driveway be
painted red to prohibit parking.
City Clerk Johnson was requested to advise Mr. Herrlinger that
the Council must adhere to its previous established policy of not
removing palm trees prior to August first and that his request for
curb painting was being referred to the Streets Committee for investi-
gation and with authority to correct the situation.
Chairman Bishop stated that the next matter of business was
the disposal of rezoning requests from owners of property located on
East HighvTay 50. Chairman Bishop further advised that Public Hearing
on the proposed changes had been held by the Zoning Commission and
their recommendations made to the Council after which the City Council
had held a Public Hearing, followed by a joint meeting with ,the Zoning
Commission.
Motion was made by Councilman Hutchingson, seconded by Councilman
York, and unanimously carried that Area 1, as advertised and considered,
be rezoned from R-l Residential to C-l Commercial.
Motion by Councilman York, seconded by Councilman Hutchingson,
and unanimously carried that Area 2, as advertised and considered be
rezoned from R-l Residential to C-l Commercial.
Motion was made by Councilman Hoskinson, seconded by Councilman
Turville, and unanimously carried that Area 3, as advertised and
considered, be rezoned from R-l Residential to C-l Commercial.
Motion by Councilman York, seconded by Councilman Turville,
and unanimously carried that Area 4, as advertised and considered be
rezoned from R-l Residential to C-l Commercial.
Motion by Councilman Hutchingson, seconded by Councilman Turville,
and unanimously carried that Lots 339 and 340 and fractional Lots 141
and 142, lying South of State Road 50, of Area 5, as advertised and
considered, be rezoned from R-l Residential to C-l Commercial.

Motion by Councilman York, seconded by Councilman Hoskinson,
anill,unanimously carried that Area 6, as advertised and considered, be
rezoned from R-l Residential to C-l Commercial.
Motion by Councilman Hutchingson, seconded by Councilman
Hoskinson, and unanimously carried that the request for the rezoning
of Area 7, as advertised and considered, be denied, and that said
Area 7 remain zoned as R-l Residential.
Motion by Councilman Hutchingson, seconded by Councilman
Turville, and unanimously carried that Area 8, as advertised and con-
sidered, be rezoned from R-l Residential to C-l Commercial, when
satisfactory agreement is executed by John Boyette and wife, Dorothy
Boyette, assuring the City of Clermont of an easement for alley
purposes on twenty feet of property in the rear of this area.
City Attorney Morse was instructed to prepare an ordinance
of zoning changes as previously listed.
Motion by Councilman Hutchingson, seconded by Councilman York,
and unanimously carried that the preparation of the zoning change
ordinance be deferred until the easement agreement is executed by
Mr. and Mrs. Boyette.
Motion by Councilman Hoskinson, seconded by Councilman York
and unanimously carried that the preparation of the zoning change
ordinance be deferred until the City secure an easeme~t along the
rear of Lots 339 and 340 of Area 5.
EXECUTIVE SESSION
Motion by Councilman Hutchingson, seconded by Councilman York,
and unanimously carried that Clerk Johnson advise Mr. William Boyd
that the City will pay $200.00 per acre for the T&G Railroad right-
of-way between Second and Seventh Streets provided that the seller
will furnish warranty deed and title insurance.
Mayor BonJorn recommended that the City assume the 1963 taxes,
and furnish the documentary stamps, with re~ards to its proposed
purchase of certain property from Mr. Eric ensen. The Councilman
were in agreement that their previous motion regarding this matter
should stand and that no further concessions be made.
