REGULAR l'1EETING
A regular meeting of the City Council of the City of Clermont
was held in the office of the City Clerk on Tuesday, April 2, 1963.
The meeting was called to order at 7:30 P. M~ by Vice-Chairman
Harold Turville, with the following additional members present: Messrs.
Hutchingson and York. Other officials present were: Mayor Bon Jorn,
Clerk Johnson, Deputy Clerk Carroll, Superintendent Sheldon, Inspector
Snyder and Chief of Police Tyndal. Others present were: Mr. C. Roy Rook
and representatives of the Orlando Sentinel and the local press.
The minutes of the adjourned meeting held on Tuesday, March 19,
1963, were approved as written.
Mayor Bon Jorn read a copy of a letter from Dr. Basil Hall,
Director of the Lake County Health Department, to Mr. E. E. Page of
the Hospital Construction Department of the Florida Development Commission
with regards construction of a Lake County Health Department, Clermont
Unit, new building.
Mr. York, Chairman of the Street Lighting Committee, reported
that the new street lighting project in the northeastern section of the
city was progressing, and that the installation of new lights along
East Avenue from Highway 50 north, had been completed.
Mr. York further reported that he bad received complaints with
regards parking on both sides of Minnehaha Avenue between 3rd and 5th
Streets, thereby creating a traffic hazard, and upon investigation of
same, recommended that "NO PARKING" signs be placed on both sides of
the street in this area and also that "STOP" signs be placed at the
north and south intersections of 3rd and Minnehaha Avenue. The Council
was in full agreement with these recommendations and Chief Tyndal
was instructed to install the necessary signs. Mr. York still further
reported that a traffic hazard existed on 5th Street alongside the Grace
Baptist Church where diagonal parking was now allowed and he, therefore,
recommended that this area be marked off for parallel parking only.
The Council was in agreement with this recommendation also and Super-
intendent Sheldon was instructed to take care of the matter.
Chairman Bishop, Councilman Hoskinson and City Attorney Morse
arrived at this time.
Councilman Hutchingson reported tbat the Fire Department had been
using a new piece of fire fighting equipment, "Firefiter Stik", on
approval, and that upon recommendation of Fire Chief Sheldon, he moved
that same be purchased at a cost of $87.50. Mr. Hutchingson's motion
was seconded by Mr. Turville and carried, and Clerk Johnson instructed
to issue the necessary purchase order.
Mr. Hoskinson, Chairman of the Parks Committee, reported that he
had received numerous complaints with regards insects and inquiries as
to when the insect spraying project would be started. Clerk Johnson
advised that this program was handled by the Lake County Mosquito Control
Office, and that spraying would be started on April 15th to November 15th.
Mr. Hoskinson further reported that he did not have a complete
report of recommendations to submit to the Council witb regards a Summer
Recreation ~rogram, but that he hoped to have same before the next regular
session of the Council and would, therefore, like permission to call a
Special meeting of the Council in order to bave the outlined program

completed before the beginning of the recreation season which begins
April 15th. Chairman Bishop advised Mr. Hoskinson that upon receipt
of the necessary information he would call a Special meeting of the
Council.
Mr. Hoskinson still further reported that he had received requests
from various fraternal organizations in Clermont, for the allocation
of a plat of land in Oakhill Cemetery to be used for a Memorial, but
that he had not investigated the matter as yet.
~IT. Hoskinson reported that Florida Power Corporation. had not
submitted their final recommendations and proposals for new lighting
at the shuffleboard courts as yet, but that he hoped to have the same
to submit to the Council at the next meeting.
Inspector Snyder submitted a report of building for the month of
March, which was accepted and ordered filed. He further reported
that the quarterly inspection of all city owned buildings for insur-
ance purposes had been ~ade and mailed in March.
Chief Tyndal submitted his regular monthly police report which
was accepted and ordered filed. Chief Tyndal also reported that
cars parking at the ends of the islands on East Avenue, South of Highway
50, constituted a traffic hazard and he recommended that "NO PARKING"
signs be installed in these areas, where a street intersects at the
end of the islands. The Council was in agreement and Chief Tyndal
was instructed to have the necessary signs installed.
Clerk Johnson read a letter from Mrs. Kay Libberton, wherein she
requested the Council to reconsider her previous request for the re-
zoning of Lots 6, 7, 8, Forty Pines Subdivision, from an R-l Zone
to that of C-l. It was the unanimous decision of the Council, that
this request be denied and Clerk Johnson to so advise Mrs. Libberton.
Clerk Johnson reported that he had been advised by Mr. William
Boyd that the T & G Railroad would only furnish a Quit Claim Deed
for property near the Jaycee Beach area which the City had been
interested in purchasing. The matter was tabled.
Clerk Johnson reported that in order to fly the American Flag
at the Administration office, which had been requested, that it would
be necessary to have a flag pole installed adjacent to the building,
and that same was to be done in the next few days.
Clerk Johnson read a letter from Mr. Herman Dykes, Lake County
Commissioner, wherein he stated that Grand Highway, from Highway 50
to the south line of the proposed parking lot for the new Industrial
Building, would be paved by the County.
Clerk Johnson read a letter from the Home Owners Civic Improvement
Association, wherein they expressed appreciation to the City Council
for the new traffic signals recently installed at the intersections
7th - 8th and Montrose Streets. They further commended the Council
for having the islands in the center of East Avenue from Highway 50
north, removed.
Motion was made by Mr. Hutchingson, seconded by Mr. York and
carried, that the l"Iayor and City Clerk be authorized to execute the
necessary warranty deed conveying Lot 12 and W 47' of Lot 10 in
Block 91 of the City of Clermont, to Lake County for the location of

the proposed new Lake County Health Department, Clermont Unit, building.
Councilman Hutchingson suggested that Clerk Johnson issue a
notice in the local paper, urging residents to separate piles of leaves
and rubbish from that of shrubbery and tree clippings, in order that
city crews might pick them up more efficiently and economically.
Motion by Mr. York, seconded by Mr. Turville and carried, that
the bills be paid.
Motion by Mr. Turvil1e, seconded by ~~. Hutchingson and carried,
that the meeting be adjourned to Tuesday, April 16, 1963.
