ADJOURNED MEETING
An adjourned meeting of the City Council of the City of Clermont
was held in the office of the City Clerk on Tuesday, April 16, 1963.
The meeting was called to order at 7:30 P. M. by Council Chairman
Clarence Bishop, with the following members present: Messrs. Turville,
Hutchingson and York. Other officials present were: Mayor BonJorn,
Clerk Johnson, Deputy Clerk Carroll, Superintendent Sheldon, City
Attorney Morse, Building Inspector Snyder and Chief of Police Tyndal.
Others present were: Mr. W. H. McQuistion and Mr. and Mrs. Frederick
A. Nyhuis. Representatives of the Orlando Sentinel and the local Press
were also present.
The Minutes of the Regular meeting held on Tuesday, April 2,
1963, were approved as written.
Chief Tyndal reported to the Council that he had been unable to
date to find a replacement for Mr. Brad Fullwood, Radio Operator and
Custodian of the old City Hall Building, who will be retiring June 1,
1963.
Inspector Snyder reported to the Council that due to several
existing conflicts in the Clermont Electrical Code, that a meeting of
the Electrical Board to consider possible changes in the Code, would
be held on Monday night, April 22, 1963, and that results of this
meeting would be submitted to the Council for their approval.
Clerk Johnson was instructed to issue the necessary purchase
order to replace burned out bulbs at the Municipal Ball Park.
Councilman York reported that he had received a request from Mr.
O. H. Keene to have city crews replace and/or repair the curbing in
front of his house, located on Lake Shore Drive, which had been damaged
and partially covered when the street was rebuilt some time ago. This
matter was referred to the Streets Committee for their investigation
and recommendations.
Councilman Hutchingson reported that the traffic sign at the
intersection of Hook Street and Lake Shore Drive had been either destroyed
or lost and that he recommended that a Stop Sign be installed at this
intersection. The Council was in agreement to this recommendation and
Police Chief Tyndal was instructed to have this sign installed and
further, to make inspections of traffic signs throughout the city for
needed replacements or repairs.
Councilman Hoskinson arrived at this time.
Mr. W. H. McQuistion, Custodian of Kehlor Park Mumicipal Community
Building, sublnitted a letter to the Council from the Rev. T. B. Freeman
of Hims, Florida, wherein he requested the use of the Community Building
to hold church services. Clerk Johnson was instructed to advise Mr.
Freeman that until such time as a congregation for his services had been
established, the building would not be available.
Mayor BonJorn reported that he was continuing negotiations with
Dr. Basil Hall of the Lake County Health Department for the construction
of a new County Health Building in Clermont.
Councilman Hoskinson, Chairman of the Parks Committee, submitted
a proposal recommending that Bronson Robinson, be engaged by the City
as the City's Summer Recre,at.n.onal Coordinator for a period of four
months (April 15th to August 15, 1963) at a salary of $50.00 per month,
and setting forth the duties of the office~ Motion was made by Mr.

Hutchingson, seconded by 11r. Turville and carried, that the proposal
submitted by Mr. Hoskinson be accepted and further, that Mr. Robinson
and 11r. Hoskinson be held responsible for opening and closing of the
I'lunicipal Ball Park, this summer season.
Councilman Hoskinson reported that he had asked the fraternal
organizations in Clermont for a more detailed plan of their proposed
memorial in Oakhill Cemetery, before submitting to the Council their
request for the allocation of a plot of land in the Cemetery.
Clerk Johnson submitted a letter from Mr. S. W. Cooper wherein
Mr. Cooper proposed to deed to the City the East fifty feet of the
Southeast quarter of Lot Five, Block N, to be used as street right-
of-way. ~otion was made by Councilman Turville, seconded by Councilman
Hutchingson and carried that the City of Clermont accept the street
right-of-way deed as soon as S. W. Cooper has had a survey made of the
area in question and monuments placed at the four corners of the property
which is being deeded to the city.
Councilman Bishop asked all members of the Council to give serious
consideration to the growing need for a sewage system for Clermont.
It was agreed that the matter would have further consideration at the
next regular meeting of the City Council.
Chairman Bishop adjourned the meeting to an Executive Session
in order that business pertaining to a City employee might be considered.
EXECUTIVE SESSION
City Clerk Johnson reported that John Dingle, an employee of
the City for the past thirty or more years, had reached an age where
he would normally be retired, but that due his advanced age at the time
of the establishment of the Clermont Employee retir.ement plan he had not
been included, as it had been determined that it would be more economical
for the city to pay any pension agreed upon from each year's budget.
Clerk Johnson recommended that the Council establish a pension of Fifteen
Dollars weekly for Mr. Dingle for the remainder of his life.
Councilman Hutchingson presented a Resolution authorizing a
pension of Fifteen Dollars weekly to be paid to John Dingle for the
remainder of his life. The RESOLUTION was read by the Clerk and seconded
by Councilman York. When the vote was taken on the adoption of the
RESOLUTION the YEAS were: Hutchingson, Turville, York, Hoskinson and
Bishop. Total YEAS: Five. NAYS: None. So the RESOLUTION was adopted
and No. 17 R assigned to it and ordered placed in the Resolution Book
Page 25 and o:('dered posted.
Motion 1vas made by Councilman Turville, seconded by Councilman
York that the City purchase Lots 18-19 and 20, Block 91, at a price
of $15,000.00., provided that a satisfactory arrangement can be worked
out for the purchase of Lot 14, Block 91. Chairman Bishop requested a
roll call vote which was as follows: YEAS: Turville, York, Hoskinson
and Bishop. NAY: Hutchingson.
As the Dotion was carried by majority vote Clerk Johnson was
authorized to proceed with further negotiations.
Meeting adjourned until Tuesday, May 7, 1963.
