REGULAR MEETING
A regular meeting of the City Council of the City of
Clermont was held in the City Administration building on
Tuesday, July 2, 1963. The meeting was called to order at
7:30 P.M. by Vice-Chairman Harold Turvil~e, with all other
Council members present with the exception of Mr. Bishop.
Other city officials present were: Mayor BonJorn, Building
Inspector Snyder, Police Chief Tyndal, City Attorney Morse,
Sup't. Sheldon, Deputy Clerk Carroll and Clerk Johnson.
Visitors present were: Mrs. Kay Libberton, Mr. J.C.Coble,
Mr. Arthur George and representatives of the Orlando Senti-
nel and the local Press.
The Minutes of the meeting held on Tuesday - June 18,
1963 were approved as written.
Mr. J. C. Coble, representing the Clermont Gospel
Chapel, presented the Council with a petition requesting
the use of the Community Building at Kehlor Park on Sunday
mornings between the hours of 8:45 A.M. and 12:30 P.M. for
religious services. Motion was made by Councilman Hutchingson,
seconded by Councimman Hoskinson and carried, that the Clermont
Gospel Chapel be allowed to use the Community Building, as
requested, provided that there is no conflict with any other
religious organization now using the building.
Mrs. Kay Libberton requested that the Council take the
necessary steps to have the grass removed from the street in
front of her property at 670 East Magnolia, and, that the alley
in the same area be cleaned and repaired. Vice-Chairman Turville
advised Mrs. Libberton that the matter would be investigated,
and requested Sup't. Sheldon to investigate.
Mr. Arthur George advised the Council that it was his
understanding that the City Council desired to dispose of the
old 1924 American-LaFrance fire truck, and that he would like
to purchase same. Mr. George was advised that the Council had
not arrived on any decision regarding the matter, but that in
the event that they should decide to dispose of the truck, that
it would have to b~ advertised for bids and sold to the highest
bidder.
Chief Tyndal submitted his monthly police report, which was
accepted and ordered filed.
Building Inspector submitted his monthly report on building,
which was accepted and ordered filed.
Mr. Clarence Bishop arrived at this time and presided over
the remainder of the meeting.
Sup't. Sheldon reported that recent rains had over-flowed
the curbing at 1052 Montrose Street and caused considerable dam-
age,. Sup't. Sheldon recommended that a new eighteen inch drain
be installed from Montrose Street to West Lake. Sup't. Sheldon
further reported that the storm drain in Linton Court, from
Highway # 50, should also be extended to the lake. Clerk Johnson
advised the Council that the cost of materials for the storm
drain, as recommended by Sup't. Sheldon from Montrose to West

Lake, would be approximately $1,000.00, and that an easement
should be obtained if the drain is to be installed. It was
also discussed whether or not it might be possible to clean
and extend the existing drain to take care of the situation.
Sup't. Sheldon was requested to contact Mr. Vickers and de-
termine if he will grant an easement across his property in
the event that a new drain is necessary. The matter of ex-
tending the storm drain at Linton Court was tabled.
Councilman Turville, Chr. of the Laws and Auditing
Committee, reported that City Attorney Morse had advised him
that the matter of truck parking in residential areas should
be llandled by zoning regulations and not by traffic control.
Mr. Turville further reported that he had requested Clerk
Johnson to write to the Florida League of Municipalities and
requ~t copies of any existing ordinances pertaining to the
matter which might be considered by the Council.
The matter of encroachment on street right-o-way by a
part of the Spar station at 1550 Highway # 27, was discussed
and tabled pending the expiration of the thirty day notice
mailed to the owners and operators.
Councilman Hutchingson advised the Council that a special
sale price on fire hose had been offered the city, provided
that the hose was purchased prior to August. After some dis-
cussion it was determined that the proposed purchase of fire
hose was for the new fire truck and that the cost would slightly
exceed $3,000.00. Some Councilmen expressed considerable sur-
prise that a fire truck had been purchased which did not include
the necessary hose. It was also suggested that the hose from
the old fire truck be used. It was also brought to the attention
of the Council that should the purchase of fire hose be autho-
rized, it would be necessary to advertise for bids. Clerk
Johnson advised that, in his opinion, available funds were ex-
tremely limited for the purchase of unbudgeted equipment.
Councilman Hutchingson reported that the air warning horn,
recently installed, was not satisfactory and Clerk Johnson was
asked to request that the representative of the firm who sold
the equipment to come to Clermont as soon as possible and meet
with the Fire Committee.
Motion was made by Councilman Turville, seconded by Council-
man York and carried, that Sup't. Sheldon be issued a work order
to remove the remaining islands from East Avenue.
Councilman York recommended that an estimate be made of
the cost of increasing the width of Seventh Street, from Minneola
Avenue to Montrose street, and, from DeSoto Street to Highway
# 50, and that the matter be given consideration in the prepara-
tion of the 1963-64 budget. Chairman Bishop authorized the
Street Committee and Sup't. Sheldon to prepare an estimate as
recommended by Councilman York.
Chairman Bishop reported that Mr. Shewey had completed the
survey of Lake Shore Drive right-o-way, and that maps were in the
custody of the City Clerk.
Motion was made by Councilman Hutchingson, seconded by
Councimman York and carried that the lease of the restaurant
at the Jaycee Beach between Mr. Richardson and the City of Cler-
mont, be extended until October 1, 1963.

At the recommendation of City Attorney Morse, a Title
Search was authorized on the Tavares and Gulf Railroad right-
o-way and the plot of land at. the foot of West Avenue, between
the Atlantic Coast Line Railroad and Lake Minneo1a. A survey
of the plot of land at the foot of West Avenue, between the
Atlantic Coast Line Railro-ad and Lake Minneo1a was also autho-
rized. Ckerk Johnson was to arrange for the survey and Ci~
Attorney Morse to have the Title Search made.
Clerk Johnson reported that an Ordinance amending the
local electrical code had been prepared by the Electrical Board
and Building Inspector Snyder as directed by the City Council
at a previous meeting. At the suggestion of Councilman Turville,
the proposed Ordinance was referred to Mayor BonJorn for study
and recommendations.
Councilman Turvi11e presented a Resolution pertaining to
paving assessments on property abutting Roane Road, and, moved
its adoption. The RESOLUTION was read by the Clerk and Council-
man Hutchingson seconded its adoption. When the vote was taken
on the adoption of the RESOLUTION, the result was: YEAS:
Turville, Hutchingson, York, Hoskinson and Bishop. YEASr Five.
NAYES: None. So, the RESOLUTION as read was adopted and Numbe~
19 assigned to it and ordered placed in Resolution Book, pages
28 and 29 inclusive, and ordered posted.
Clerk Johnson advised the Council that Mr. Westbrook of
Michaels and Michaels, would be in Clermont at 1:00 P.M. Wed-
nesday, July 3, for the purpose of taking them on a tour of
nearby cities to view sewerage systems. As none of the Council
would be able to make the trip, Clerk Johnson was requested to
pholle Mr. Westbrook and cancel the engagement.
Motion was made by Councilman Hutchingson, seconded by
Councilman Turvi1le and carried, that Clerk Johnson advise Mr.
Wes"bbroo~, of Michaels and Michaels, that the City Council was
now ready for an inspection of city water tanks.
Motion was made by Councilman Hutchingson, seconded by Council-
man York and carried, that Clerk Johnson be authorized to engage
Mr. Hill Stiggins of Orlando to do the architectural work on the
proposed police station and fire department building.
The matter of city crews mowing vacant lots without cost to
the owner was discussed. The concensus was that property owners
should pay for this service if done by the city, but that the
present Ordinance pertaining to such mowing was not feasible.
Motion was made by Councilman Turville, seconded by Councilman
Hutchingson and carried, that city crews mow vacant lots without
charge to the property owner for the remainder of this calendar
year and that in the meantime the City Clerk and City Attorney
prepare a workable Ordinance whereby the property owners would
be ,charged for this service and that such charges would become
a direct lien against their property until paid, and, that such
prepared Ordinance be presented to the City Councim for their
consideration. Clerk Johnson was requested to issue work orders
for mowing to start at once.
Motion by Mr. Turville, seconded by Mr. Hutchingson and
carried, that the bills be paid.

Motion was made by Councilman Hutchingson, seconded
by Councilman Hoskinson and carried, that the Clerk be
authorized to advertise in both the Orlando Sentinel and
the local Press that the City of Clermont will accept bids
on one 1924 American LaFrance fire truck with seven hundred
fifty gallon per minute pump, it being understood that the
truck is offered for sale without hose. Bids to be opened
at the regular meeting of the City Council on August 6, 1963.
Meeting adjourned to an Executive Session.
