TASK AUTHORIZATION FOR CONTINUING SERVICES CONTRACT
AGREEMENT BETWEEN THE CITY OF CLERMONT, FLORIDA AND POWELL
STUDIO ARCHITECTURE, LLC.
This Task Authorization is by and between POWELL STUDIO ARCHITECTURE, LLC.,
hereinafter referred to as "ARCHITECT" and the CITY OF CLERMONT, hereinafter referred to
as "CITY" and is to that certain agreement number 2019-56 dated August 13, 2019, and any
amendments thereto, hereinafter collectively referred to as "the Agreement". The Parties, in
exchange for the mutual covenants contained herein and in the Agreement, agree as follows:
A. This agreement expressly modifies the Agreement, and in the event of a conflict, the
terms and conditions of this Task Authorization shall prevail.
B. In addition to all other terms and conditions in the Agreement, ARCHITECT shall
provide services as described in the Scope of Services attached hereto and incorporated
herein. Upon satisfactory completion of these services, the CITY shall compensate
ARCHITECT in accordance with the applicable Task Authorization.
C. CONTRACTOR shall complete the services outlined herein within the timeframe
outlined in the applicable attachment hereto.

Powell Studio Architecture is pleased to submit the following proposal to provide
professional architectural and engineering design services. We appreciate your
consideration and look forward to serving you on this project.
PROJECT DESCRIPTION
The project consists of the renovation and expansion of Clermont Fire Station 2, located at 2200
Hartwood Marsh Road in Clermont, Florida, to enhance operational efficiency, increase capacity,
and support the department's long-term service goals. The project includes both strategic
renovations to existing interior spaces and significant new construction, as reflected in the
schematic floor plan (Attachment `C') recently completed under a separate work order.
Under that prior work order, Powell Studio Architecture developed the initial schematic layout for
the proposed renovation and expansion. This proposal builds upon that work by continuing
schematic design to include exterior elevations and advancing the project through design
development, construction documents, permitting, and construction administration.
The scope includes the partial demolition of 1,793 square feet of the existing 5,550 square foot
facility, followed by the construction of a 6,364 square foot expansion. The resulting renovated and
expanded station will total approximately 10,121 square feet.
Key program elements include
New Building Area:
0 10 private bunk rooms with adjacent restrooms
0 Expanded dayroom, dining, and kitchen areas with pantry and screened covered patio
0 Dedicated fitness room and mechanical support area
0 Decontamination/extractor room, SCBA, and EMS storage
0 Apparatus bay expansion to the north, providing new garage bays with direct access
to gear storage and response areas

• Renovated Existing Spaces:
o Conversion of remaining interior areas to house bunker gear storage (36 lockers)
o New shared workspaces, IT and electrical closets, laundry and janitor areas
o Public -facing improvements including a secured vestibule, lobby, and a potential baby
box location
The design seeks to enhance firefighter wellness through improved residential and fitness spaces,
and optimizes internal circulation and response flow. This expansion will position Clermont Fire
Station 2 to meet both current and anticipated future operational demands.
The Architect hereby proposes to provide professional architectural and engineering
services for the design and construction of the new project as follows:
ARCHITECTURAL AND ENGINEERING SERVICES
Architectural and engineering services will be provided pursuant to the Continuing Services
Agreement between the City of Clermont, Florida and Powell Studio Architecture, LLC for On -Call
Architectural Services (Contract ID 2019-56).
The scope of services for this project includes all essential architectural, structural, mechanical,
electrical, and plumbing engineering services necessary for the renovation and expansion of
Clermont Fire Station 2. It also includes support during construction procurement (in coordination
with the Construction Manager at Risk) and construction phase services to monitor progress,
assist with quality control, and address design -related issues as needed.
The City has separately contracted with a civil engineering firm for all civil -related services.
Powell Studio Architecture will serve as the prime consultant, responsible for the coordination and
management of the proposed design team and consultant disciplines throughout the duration of
the project.

PROJECT ADMINISTRATION SERVICES
A. The Architect will manage all professional services listed herein and
administer the Project, including research of applicable design criteria,
administration of Owner's requirements, and coordination of project
schedule.
B. The Architect has included two (2) presentations to the City Council at
regular scheduled meetings and / or workshops, to keep the Council
Members generally abreast of the project, and answer questions or
concerns that may arise during the course of design.
II. ARCHITECTURAL, MECHANICAL, ELECTRICAL, PLUMBING, & FIRE
PROTECTION ENGINEERING SERVICES
A. Schematic Design Documentation
The schematic design phase builds upon the approved project
program and initial layout previously developed under a separate work
order for Clermont Fire Station 2. Powell Studio Architecture has
already completed a schematic floor plan establishing the general
spatial organization of the facility, including the proposed expansion
and partial demolition areas.
2. As part of this proposal, the Architect will retain a consultant to perform
a 3D scan of the existing building to generate accurate as -built
drawings. While prior drawings have been used for preliminary
planning, this scan will verify existing conditions and serve as the basis
for all future design and coordination efforts.
3. Under this proposal, the Architect will continue the schematic design
phase by developing additional documents to further define the design
intent. This includes preparation of exterior elevations, updated site
plan refinements, and supplemental building section studies. These
documents will be based on the approved schematic floor plan and will
support overall consistency as the project progresses into design
development.
4. Schematic design deliverables will include:
o Refined floor plan layout incorporating prior schematic work
and as -built verification
o Exterior elevations depicting architectural character and
massing
o Preliminary site plan and roof plan
o Building sections and illustrative sketches as needed to
convey key relationships
These schematic documents will form the foundation for design
development, engineering coordination, and cost estimating, ensuring

alignment with the project's operational, budgetary, and aesthetic
goals.
B. Design Development Documentation
In the Design Development Phase, the purpose is to "fix and
describe the size and character of the entire project", once the
schematic design documents have been approved by the Owner.
The drawings are prepared by the Architect in more detail to illustrate
all aspects of the proposed design of the project.
2. Sections through the building are drawn to show typical fire ratings,
egress and construction.
3. The design team, including architects, engineers and construction
specialists review the components of the project to establish the
construction particulars in order to accommodate the budget. A more
accurate opinion of probable construction cost is developed as a part
of this phase, reflecting changes in the project which may have
occurred during this phase.
C. Construction Documents
Based on written approval of the Design Documents, the Architect shall
proceed with the preparation of the Construction Documents.
The Architect shall prepare detailed drawings and specifications for
the construction of the project, upon which the Contractor will
establish the construction cost. These documents will be used for
actual construction. This period in the project's development is
usually a time of less client involvement, since it is the technical
elaboration of ideas developed during earlier phases. However,
periodic communication and contact to review the progress and
answer any questions are in order.
2. Deliverables are anticipated at the following design stages:
a. 50% Construction Documents
b. 100% Construction Documents
3. At the completion of this phase, you will have complete working
drawings and specifications ready for bidding or negotiating with
general contractors, ready for submission for a building permit,
ready for the construction of your project.
III. PERMITTING & CONSTRUCTION PHASE SERVICES
A. Permitting Phase Services
1. During the permitting phase, the Architect will coordinate with the
City's Building Department and other applicable agencies to
support permit submittal and approval. This includes responding to

plan review comments, making minor revisions as needed, and
providing supplemental documentation or coordination with
consultants to ensure timely approvals.
B. Construction Phase Services:
During the construction phase, the design team will remain actively
involved to help ensure that the project is executed in accordance with
the design intent and contract documents. Services will include:
1. General Administration: Assist the Client with processing
change orders, field orders, and general problem solving.
2. Evaluations of the Work: The Architect and the Architect's
consultants will visit the site at intervals appropriate to the stage of
Contractor's operations, to become generally familiar with the
progress of the Work to keep the Owner informed about progress
and quality of the Work, and to monitor compliance with the
Construction Documents.
A total of Ten (10) site visits to become generally familiar with the
progress and quality of the construction work in order to determine
if the work is being performed in general accordance with the
construction documents.
3. Certification of Payments to Contractor: If required, the
Architect will review the Contractor's applications for payment and
shall issue Certificates of Payment in such amounts, based on the
Architect's site observations and administration activities.
4. Submittals: The Architect and the Architect's consultants shall
review and approve or take appropriate action upon Contractor's
submittals such as shop drawings, product data and samples, but
only for the limited purpose of checking for conformance with the
design concept expressed by the Drawings and Specifications.
5. Changes in the Work: The Architect shall prepare change
orders and issue clarifications to the documents for the Clients
approval and execution in accordance with the Contract
Documents.
6. Project Completion: The Architect shall visit the project site to
determine both Substantial Completion, and two (2) final punch list
reviews for Final Completion, to aid the Owner in occupying and
using the facility.

BASIS OF COMPENSATION
Professional fees for this project are proposed as a stipulated sum of One Hundred
Sixty -Two Thousand Four Hundred Fifty Dollars and Zero Cents ($162,450.00)
based on the scope of the project defined in this proposal.

Additional Services:
if required, shall be performed only upon written authorization from the City's designated
representative. Compensation for such services will be based on Powell Studio
Architecture's hourly rates, as outlined in the Hourly Rate Schedule included in the
Continuing Services Contract (Contract ID 2019-56).
Reimbursable Expenses:
Expenses incurred by the architect, his staff and consulting engineers in the interest of
the project are in addition to the fees for services and are to be reimbursed to the
architect. Expenses which are considered reimbursable on this project include shipping
and plotting of documents, and out of county travel (if required).

INCLUSIONS / CLARIFICATIONS
1. This proposal includes site lighting design and photometric calculations, as
required by the Authority Having Jurisdiction (AHJ).
2. This proposal includes design of the emergency generator for the building.
3. All permit application fees will be paid by the City. Fees advanced by the
Architect or consultants will be reimbursed as reimbursable expenses.
4. Powell Studio Architecture will coordinate with the City's civil engineering
consultant for all site -related work.
5. Landscape architecture services are not included and are assumed to be
provided by the City's civil engineer.
If our proposal is acceptable, your signature below will confirm our authorization to
proceed pending the separate written contract that will be mutually executed between both

parties. Retain one copy of this document and return one copy to Powell Studio
Architecture at the address on page 1 of this proposal. This authorization constitutes your
commitment to pay the fee and reimbursable expenses and represents your approval.

ADDITIONAL SERVICES
Professional Architecture & Engineering Services Proposal
1. Construction site visits or attendance at design review meetings, as requested by
the Owner, Contractor, or Construction Manager, in excess of site visits per
discipline as defined in our proposal.
2. Material testing or installation quality inspection services including (but not limited
to) concrete, reinforcing steel, welds, connections, torsion or tension verification of
bolts, decking or masonry systems. Certification of construction or inspection
services to appease special requirements of the local building department, are not
included in TLC's scope of services.
3. Value Engineering meetings and subsequent engineering or design revisions to
incorporate extensive accepted value engineering items, including changes to
system design after construction documents have been completed.
4. Significant revisions to the program, design philosophy or Architectural plans after
100% Design Development approval, or to systems selected following schematic
phase, and which result in redesign expenses.
5. Extensive phasing of project including development of multiple permitting packages.
6. Electrical Circuit Breaker Coordination Study.
7. Preparation of mechanical systems life cycle cost analysis.
8. Document reproduction beyond those required for in-house coordination and
submittals as outlined above.
9. Threshold Inspection Services.
10. Design of site features and amenities outside of building footprint and not directly
attached to the building.
11. Development of "as -built" or record drawings.
12. Detailed cost estimating services.
13. Design of swimming pool or aquatic feature pumping, filtering and controls
equipment. Proposed services include design for utility support connections only.
14. Design of unconventional foundation systems including vibrocompaction,
vibroflotation piles, matt foundation, or design to accommodate potential sinkhole
activity. Proposed design is based on conventional spread foundation systems.

COMMUNICATIONS AND TECHNOLOGY (CT) DESIGN AND CONSTRUCTION
PHASE SERVICES
I -Voice / Data Design with Specifications and Bid Documents
• EF (entrance facility) design with conduit infrastructure for telecommunications and
cable TV to the outside utility providers via in -ground cable.
• MTR (Main Telecommunications Room)/Data Center sizing, location and
equipment layout in coordination with the Owner IT department.
• TR's (Telecommunications rooms) sizing, location and equipment layout as
required and in coordination with the Owner IT department.
• Voice distribution system to accommodate Owner selected phone switch.
• Data distribution system to accommodate Owner selected Servers and Network
equipment.
• Data distribution system to accommodate Owner selected Wireless equipment.
• Vertical and horizontal intra-building infrastructure for voice/data cabling
(raceways)
• Fiber optic backbone Multimode and Singlemode throughout the building
• Develop a labeling and numbering scheme.
• Develop testing procedures for all copper and fiber optic cabling systems.
II -Audio -Visual Systems Design Documents and Specifications
a. Conference Rooms / Trainina Rooms
Conference rooms shall be designed to include the following audio/visual equipment:
• Medium size (42"-50") LED wall mount display with speakers.
• A table top audio/video interface shall allow for interface of a laptop, document
camera and miscellaneous audio video equipment. Table top interface shall also
include power receptacles and voice/data connectivity by others.
b. Public Address System (PA) and Mass Notification
• Design will include speakers, microphones, handset stations, amplifier, and
rack/console.
III -Security System Design Documents and Specifications Covering:
• Security/Access Control system with subsystems, which will receive input
information from door contacts, readers and proximity cards for building control.
• Coordination with MEP pathways and provisioning, and shall include basic riser
diagrams, elevations, and schedules.
• CCTV digital monitoring and storage system for interior spaces as well as selected

exterior access points.
• A dedicated security monitoring point will be established in an area within the
facility as designated by the owner where these signals and alarm points can be
displayed, monitored, and recorded. TLC's specifications shall coordinate the
security with the selected hardware vendors and shall require a matrix schedule
indicating responsibility of each associated device.
• Door access and interior space monitoring system
• Card and/or biometric readers for facility access.
• After hours intercom and access systems at key entrance locations.
• Design fire fighter alert system (inactive components only. Head -end equipment to
be provided & installed by fire fighter alert system provider)
