An adjourned meeting of the City Council of the City of Clermont
was held in the office of the City Clerk on Tuesday, August 20, 1963.
The meeting was called to order at 7:30 P. M. by Vice-Chairman Harold
Turvi11e, with the following members present: Messrs. Hutchingson,
York and Hoskinson. Other officials present were: Mayor BonJorn, Deputy
Clerk Carroll, Superintendent Sheldon and Building Inspector Snyder.
Others present were: Messrs. Arthur Roberts, Wooten, George B. Hunt,
Fred Wolfe, John Boyett, Frank B. Innis, H. J. Hampton, ~he Rev. Joe
Howel1find a representative of the local Press.
The . minutes of the Regular Meeting held on Tuesday, August 6,
1963, were approved as written.
Mr. Frank B. Innis, Chairman of the Planning Commission, reported
to the Council that a specia~ Committee of the Planning Commission had
made an extensive study pertaining to the City of Clermont and its
past history and had compiled the information into book form and also
on to slides which were now finished and he, therefore, requested that
a special meeting of the Council and the Planning Commission, open to
the public, be called to view and discuss this report.
Councilman Bishop arrived at this time.
Mr. Innis further reported to the Council that it was the recommenda-
tion of the Planning Commission, that from the additional revenue to be
realized from Cigarette Taxes in the future, an amount of ~15,000 ~er
year be placed in escrow for the establishment of an initial sewer system
in downtown Cl~rillont, provided that the users pay for their individual
installations and provided that they assume at least 80% of the mainten-
ance cost.
Attorney Arthur Roberts, representing Flournoy Electric, Inc. and
Hunt Construction Company of, Clearwater, Florida, appealed to the Council
witu the request that Flournoy Electric, Inc. be granted a temporary
permit for the electrical wiring of the new Pub1ix building. Chairman
Bishop advised Mr. Roberts that inasmuch as the City Attorney was out
of town, ~hat no action could be taken at this time. Motion was made
by l~. Turvi11e, seconded by Mr. Hoskinson and carried, that upon the
return of City Attorney Morse, a special meeting of the Council and the
Electric Board be called to consider the request of Mr. Roberts.
Mr. Charles B. Roe, Chairman of the Lake Apopka Natural Gas District,
of which the City of Clermont is part owner, reported to the Council
that the initial construction of the pipeline of this district, which
is in the Apopka area, was now 80% to 90% completed, and would be extended
to the Clermont area in the very near future. Mr. Roe further reported
that this natural gas system being installed is the first and only (to-
date) municipally owned gas system in the State of Florida. Mr. Roe
introciuced,:' Nr. Jack l"IacDonald, General aanager of the Lake Apopka Natural
Gas District, who briefly outlined the program and history of natural gas.
Mr. H. J. Hampton, Staff Planner to the Lake County Planning and
Zoning Commission, appeared before the Council and offered the services of
the Lake County Commission to the City of Clermont.
The Rev. Joe Howell of Ocoee, Florida, appeared before the Council
and requested permission to hold religious services in a tent for a period
of ten days to two weeks, to be located at the southeast corner of
Highways 50 and 27. Motion was made by Mr. Turvil1e, seconded by Mr.
Hutchingson and carried, that such request be granted upon confirmation by
City Attorney ~Iorse that such tent meetings would not be in violation of
existing Ordinances.

Mayor BonJorn submitted an application from Mr. Edge1 Ross to lease
the Jaycee Beach Restaurant. The matter was tabled and the letter ordered
filed until the expiration of the present lease.
Motion by Mr. Hutchingson, seconded by Mr. Turvi11e. and carried,
that Superintendent Sheldon ~repare specifications for a new fire siren
and same be advertised for bids.
Motion by 11r. Hoskinson, seconded by Mr. Hutchingson, and carried,
that a work order be issued for city crews to move 12 palm trees, which
had been donated to the city, to Center Lake for transplanting.
Notion was made by Mr. Hoskinson, seconded by Mr. Turville and
carried that specifications be prepared and same be advertised for bids
for the painting of the Community Building, and, the purchase and in~
stal1ation of an attic fan and gas heater in the Community Building.
Mr. Turvil1e, Chairman of the Laws and Auditing Committee, read in

cF TRUCKS IN RESIDE~TIAL DISTRICTS. There was no action taken on the
passage of this Ordinance, it thereby being tabled until a future date.
Chairman Bishop advised that a preliminary bUlget meeting of the
Council: would be held on Thursday, August 29th at 7:30 P. M.
Deputy Clerk Carroll read a letter from the Seaboard Railroad
Company wherein they offered for sale to the city certain property
located between 7th and 8th Streets, and, Osceola Avenue and Lake Minneola
at a price of ~10,000.00. The matter was tabled, and no action taken.
Motion by Mr. York, seconded by Mr. Hutchingson and carried, that
meeting be adjourned.
