09-17-1963 Adjourned Meeting .. . MINUTES N~ 66 An adjourned meeting of the City Council of the City of Clermont was held in the office of the City Clerk on Tuesday, September 17, 1963. In the absence of Chairman Clarence Bishop, and of the Vice& Chairman, Harold Turville, motion was made by Councilman Hutch- ingson, seconded by Councilman Hoskinson and carried, that Council- man York act as Chairman pro tem. Chairman Pro Tem York called the meeting to order at 7:45 P.M. with the following named Councilmen present: Hoskinson, Hutchingson, and York.. Absent: Turville and Bishop. Other city officials present were: Mayor BonJorn, City Attorney Morse, Sup't. Sheldon, Building Inspector Snyder, Clerk Johnson and Chief of Police Tyndal. Visitors present \~ere:Messrs. Frank Bakeman, W.H.McQuistion, Frank Innis, Frederick N~uis, and representatives of the Orlando Sentinel and the local Press. Chairman Pro Tem York stated that the first order of business was to have Mr. Frank Bakeman show slides of and report on, work done by the Planning Commission with regards to past growth, revenues and experlses of the City of Clermont and projection up to 1970. At the conclusion of Mr. Bakeman's program, various questions were asked, and several phases of the report discussed. Mr. Innis, Chairman of the Planning Commission, made a few remarks to the Council. Both Mr. Bake- man and Mr. Innis recommended that the accounting of the City of Clermont be changed whereby the Water Department is handled separately from the general budget, and that a strmet arid accurante accounting of revenues and expenses be kept of the water department. Mr. Bakeman was thanked for a most interesting and revealing report. Council Chairman Bishop arrived during Mr. Bakeman's report and presided over the remainder of the meeting. The Minutes of the Regular Meeting held on September 3, 1963 were approveCl._as written. Upon the recommendation of Police Chief Tyndal, motion was made by Councilman Hoskinson, seconded by Councilman York and carried, that upon the approval of the Mayor, Chief Tyndal be authorized to engage Tommy Carlisle as a patrolman for the usual probationary period on the Clermont Police Department. Building Inspector Snyder submitted his report for the month of August, which was accepted and ordered filed. Inspector Snyder further reported that bid invitations had been mailed for the painting of the .. . MINUTES N~ 67 buildings in Kehlor Park,and,that the local Library owned a gas heater which would be adequate for heating the building. Inspector Snyder suggested that the Library Association be contacted and requested to quote a price on the heater. Inspector Snyder was requested to investigate the possibility of insulating the build- ing and. providing a ventilating fan, and, to secure estimate of the cost. Motion was made by Councilman Hutchingson, seconded by Councilman York and carried, that Clerk Johnson write to the Cooper Memorial Library Board and request a price on the gas heater, re- commended by Inspector Snyder. Councilman York recommended and moved that street lights be installed at the following named locations: Two lights on High- land Avenue between East Avenue and Drew Street; One light at Prince Edward and Pitt Street; The existing light at Prince Edward and Minneola to be replaced with new type mercury vapor, and one light on Osceola Avenue between Seventh Street and Lake A~enue. The motion was seconded by Councilman Hoskinson and carried. Councilman Hoskinson recommended and moved that a work order be issued for the removal of the trees at Kehlor Park on Fifth and Osceola Streets. The motion was seconded by Councilman Hutch- ingson and carried. Motion by Councilman York, seconded by Councilman Hoskinson and carried, that Chief Tyndal be instructed to set the traffic signals,located on Montrose Street at Seventh and Eighth Streets, on IIFLASH" each evening at 9LOO P.M. Councilman Bishop reported that the street patching on East Avenue, where the "islands" were removed, had been completed. Motion was made by Councilman Hutchingson, seconded by Council- man Hoskinson and carried, that the City Clerk issue a renewal of City of Clermont Occupational License for the operation of a Nursing Home to Lake Highlands Hotel Nursing Home, located at 151 East Minnehaha Avenue. Motion by Councilman Hutchingson, seconded by Councimman York and carried, that the City Tax Collector be authorized to cancel the following listed Personal Property Taxes as they are not collectable: 1960 T~~es: Statement # 2251 = $38.85 1961 Taxes: Statement # 2055 = $51.80 Statement # 2024 = $59.20 Statement # 2169 = $38.85 Statement # 2200 ~ $ 4.63 1962 Taxes: Statement # 2224 = $38.25 Statement # 2253 = $ ~.63 Statement # 2270 = $ 2.78 e. e MINUTES N~ 68 Motion by Councilman Hutchingson, seconded by Councilman Hoskinson and carried, that the local Electrical Board of Examiners be requested to hold an examination of Master Electricians on Wednesday, September 18, 1963 at 7:30 P.M. Motion by Councilman York, seconded by Councilman Hutchingson and carried, that the proposed agreement between the City of Clermont and Hill Stiggins be discussed with Mr. Stiggins before it is executed by City of Clermont officials. Clerk Johnson called to the attention of the Council the need of an Ordinance controlling the construction and location of signs. The matter was discussed at considerable length, but no definite action taken. Clerk Johnson was requested to write to the extension department of the University of Florida for information regarding examinations given by them to Plumbers, Electricians and others of the building trade. Clerk Johnson opened bids on a supply galvanized pipe, which were as follows: Adams Supply Company = $2522.48 Water Supply Company = $2561.89 Southern Pipe Co. = $2408.51 Modern Welding Co. = $2398.95 Hughes Supply Co. = $2502.23 Motion by Councilman Hutchingson, secondeoc by Councilman Hoskinson and carried, that the low bid of $2398.95, submitted by Modern Welding Company, to be accepted and that the purchasing agent execute an order "for same. Clerk Johnson opened bids on pipe fittings and valves. Motion by Councilman Hutchingson, seconded by Councilman York and carried, that the low bid of $276.28 submitted by Hughes Supply Company, not including valves, be accepted, and that all bids on valves be re- jected. Motion was made by Councilman Hutchingson, seconded by Councilman York and carried, that the purchasing agent invite new bids on val ve.s, and that specifications for the valves desired be included in the ipvita:tieD.s';1:'.l.. Motion by Councilman Hoskinson, seconded by Councilman York and carried, that the City of Clermont enter into a five year con- tract with Clements Pest Control for termite control on the Police and Fire Station, the Administration Building, the Library, The Chamber of Commerce Building and the Community Building.
