An ajourned meeting of the City Council of the City of Clermont
was held in the office of the City Clerk on Tuesday, October 15, 1963.
~he meeting was called to order at 7:30 P.M. by Council Chairman Clarence
Bishop, with all Council members present. Other officials present were:
Mayor BoHJorn, Clerk Johnson, Deputy Clerk Carroll, City Attorney Morse,
Sup't. Sheldon, Building Inspector Snyder and Chief of Police Tyndal.
Others present were: Mr. and Mrs. Frederick Nyhuis and Messrs. H.J.
Hampton and Art Ekiert. Representatives of the Orlando Sentinel and
the loeal Press were also present.
The rlinutes of the Regular Meeting held on Tuesday, October 1,
1963, were approved as written.
Chief Tyndal reported briefly that he had been checking businesses
for 1963-64 Occupational Licenses, and that the majority of them had
already re-newed their licenses. He further reported that his depart-
ment had been working on two cases of breaking and entering this past
week-end.
Sup't. Sheldon submitted copies of completed job reports to the
Council, which were accepted and Sup't. Sheldon thanked for a thorough
report.
Councilman York, Chr. of the Street Lighting Committee, recommended
and moved that street lights be installed at the following intersections:
Cedar and 12th Streets, and, Drew Street and Minneola Avenue. The motion
was seconded by Councilman Hoskinson and carried.
City Attorney Morse was instructed to again write the owners of
the property where the Spar Service Station is located with regards
removing a building located there that extends onto city street right-o-
way.
Clerk Johnson opened bids on the painting of the Community Building
located at Kehlor Park as follows: Joe Mittemiller: Around $275.00.
C. R. Keenle: 8550.00. E. L. Hutchingson: $285.00. Motion was made by
Mr. Hoskinson, seconded by Mr. Turville and carried, that the bid of
E. L. Hutchingson be accepted.
Clerk Johnson reported that he had only received one written bid
on the installation of a gas heater in the Community Building which was
as follows: Carroll Gas: $30.00 including trade-in of the old heater.
Clerk Johnson advised the Council, however, that Mid-Florida Gas had
verbally advised the City Inspector that they would make the installation
at a cost not to exceed $35.00. Motion was made by Mr. Hutchingson,
seconded by Mr. Hoskinson and earried, that the bid of Carroll Gas be
accepted.
Clerk Johnson read a letter from Roy Christopher, Attorney for
the Lake County Board of Public Instruction, requesting the closing of
Drew Street, from Pitt Street to Hunt Street. The request was tabled
for investigation.
Clerk Johnson read a letter from Joseph V. Wright, Attorney of
Philadelphia, Pennsylvania, requesting zoning information of property
located at eorner of Disston Avenue and Lake Shore Drive. Clerk Johnson
was instructed to advise Mr.Wright that both parcels of property located
at the intersection of Disston Avenue and Lake Shore ~rive are zoned
for residential purposes only.

Mr. H. J. Hampton, representative of the Lake County Zoning
Commission, appeared before the Council and invited them to meet in
joint session with the Lake County Zoning Commission and the City of
Clermont Planning and Zoning Commission on Tuesday, October 22, 1963
in the Florida Power Lounge at 7:30 P.M.
Councilman Turville, Chairman of the Laws and Auditing Committee,
presented for passage a proposed ORDINANCE NO. M-5, the same being
AN ORDINANCE PROVIDING A BUDGET OF EXPENSES FOR THE FISCAL YEAR OF
1963-64 AND MAKING APPROPRIATIONS THEREFOR; PROVIDING A TAX LEVY ON
ALL PROPERTY IN THE CITY OF CLE RMONT, LAKE COUNTY, FLORIDA for THE
YEAR OF 1963, and the Ordinance was read in full the first time and the
Chairman referred same to the Laws and Auditing Committee. Mr.Tnrville
of the Laws and Auditing Committee stated this Ordinanee was prepared
at the direction of his Committee and the City Attorney, and asked that
same be taken up at this time. Councilman Hutchingson moved that the
rules be waived and Ordinance No. M-5 be read a seeond time by title.
The motion was agreed to unanimously and Ordinance No. M-5 was read a
second time by title only. Councilman York moved that the rules be
further waived and Ordinance No. M-5 be read a third time by title only
and placed upon its passage. The motion was agreed to unanimously and
Ordinance No. M-5 was read a third time by title only. When the vote
was taken on the passage of Ordinance No. M-5, the result was: Yeas:
Turville, Hutchingson, York, Hoskinson and Bishop. Yeas: Five.
Nayes: None. So Ordinance No. M-5 passed, title as stated, and No. M-5
was assigend to it and ordered immediately placed in the Ordinance Book
of the City of Clermont.
Clerk Johnson reported that it was necessary for the Couneil to
set a date for a run-off election following the regularly seheduled
City of Clermont General Election on December 10, 1963, should there be
a necessity for one. Motion was made by Councilman Turville, seconded
by Councilman Hutchingson and carried, that December 19, 1963 be de-
signated as Run-Off Election Day in the City of Clermont, and that same
be included in the published Mayor's Proclamation.
A meeting of the Council with Architect Hill Stiggins, was set
for Thursda~, October 17, 1963 at 7:30 P.M.
Clerk Johnson reported that Florida Telephone Corporation had
requested permission to remove the telephones now located inside the
Jaycee Beach Restaurant and the Highlander Hut, and to place a public
telephone booth near the Jaycee Beach Restaurant on the outside. The
request was agreed to unanimously and Clerk Johnson instructed to so
advise Florida Telepbone Corporation.
Motion. was made by 11r. Hutchingson, seconded by Mr. Turville and
carried, that certain ruaes_ pertaining to the hauling of trash and the
mowing of lots be strictly enforced, and, that a copy of these rules be
advertised in the local Press. A copy of the advertisement appears
immediately following these Minutes.
Motion. by Mr. Hutchingson, seconded by Mr. York and carried,
that the meeting be adjourned.

In the preparation of the 1963-64 budget your City Council, in the
interest of economy and efficiency, reduced the labor force of this
city by four men. This means a saving in wages paid of over $10,000.00.
In order to continue a program of services to the citizens of Clermont,
with this reduced labor force, it is necessary that certain rules and
regulations pertaining to the hauling of trash and the mowing of lots
be strictly enforced. Such rules and regulations are contained, or
provided for, in the Code of Ordinances of this City. They become
effective November 1, 1963 and are as follows:
HAULING OF TRASH BY CITY CREWS
City of Clermont work crews will haul trash from privately owned property
only when the following listed rules are followed:
1. All limbs, trimmings, branches and other such trash shall be
cut into lengths not to exceed four feet.
2. All limbs, trimmings, branches and other such trash shall be
placed between the street paving and the sidewalk or property
line and under no circumstances may such materials be placed on
the pavement.
3. All limbs, trimmings, branches and other such trash shall be
kept, and piled, separately from moss, vines, grass and weeds.
4. All leaves shall be placed in metal containers and such con-
tainers placed between the street paving and the sidewalk or
property line.
5. All citrus fruit shall be placed in metal containers and such
containers placed between the street paving and the sidewalk. or
property line.
6. Under no circumstances may moss, leaves, weeds or grass be
placed on the pavement.
7. All trash and rubbish, including broken street curbing, sand,
plaster, gravel and all other waste materials of any nature
accumulated during construction shall be removed by the contractor
or the owner of the property.
8. An excessive amount of limbs, branches, trimmings, logs, trees
and other such trash shall be removed by the owner of the property
or a hauling fee paid to the City of Clermont.
9. Trash collections will be made in that part of the city lying North
of Highv-lay "50" during the first half of each week and on the South
side of HighvlaY "50" during the last half of each week. Collections
will be made only accordingly to this schedule and telephone calls
will in no way expedite the hauling of the trash.
The foregoing rules apply to trash collections only and in no
way affect the collection of garbage.

The mowing, discing and general cleaning of privately owned
property by City of Clermont work crews is discontinued.
Persons desiring to have property mowed, disced or otherwise
cleaned should contact a private contractor.
