ADJOURNED MEETING
An adjourned meeting of the City Council of the City of Clermont
was held in the office of the City Clerk on Tuesday, November 19, 1963.
The meeting was called to order at 7:30 P. M. by Chairman Clarence
Bishop, with all Council members present. Other officials present
were: Majror BonJorn, Clerk Johnson, Deputy Clerk Carroll, Superin-
tendent Sheldon, Inspector Snyder, City Attorney Morse and Chief of
Police Tyndal. Others present were: Messrs. Arnold, Strawgate, Weiss
and McQuistion. Representatives of the Orlando Sentinel and of the
local Press, were also present.
The ~linutes of the Regular Meeting held on Tuesday, November 5,
1963, were approved as written.
Mr. Arnold, representative of the A.C.L. Railroad Company,
appeared before the Council and advised that upon completion of a
survey by railroad engineers of the proposed railroad crossing from
12th Street to Lake Minneola, that they believed the location to be
extremely dangerous and would, therefore, request that the City
attempt to secure an easement across the present crossing at 11th
Street and the railroad. Mr. Arnold was advised that the Council
would investigate the matter further and advise them at a later date.
Messrs. Weiss and Strawgate of the Fifty-Twenty Seven Plaza, Inc.
appeared before the Council and requested an amendment to the present
~oning Ordinance whereby cleaning establishments using noninflammable
cleaning fluids would be aliowed in a C-l Zone. Motion was made by
Mr. Hutchingson, seconded by Mr. Hoskinson and carried, that this
matter be referred to the Zoning Commission for their investigation,
and recommendations to the Council.
Mr. \J. H. McQuistion, Custodian of Kehlor Park, appeared before
the Council ana expressed his Thanks for the work recently completed
on the Community Building and the Shuffleboard Courts.
Mr. York, Chairman of the Street Lighting Committee, recommended
and moved that one outdoor light on the Community Building be eliminated
and the present pole light located there be changed to the new mercury
vapor light. The motion was seconded by Mr. Hutchingson and carried.
Clerk Johnson read a letter from Mrs. Dolores Walker, wherein
she eA~ressed appreciation of the Band Boosters Association for the
financial assistance rendered them by the Council.
Clerk Johnson read a letter from Mr. Frank B. Innis, Chairman of
the Planning Commission, wherein he requested the Council to apply
for Federal Aid for municipal planning. Motion by Mr. Turville,
seconded by Mr. Hutchingson and carried, that Clerk Johnson obtain
the necessary forms to make such application.
~lotion was made by Mr. Hutchingson, seconded by Mr. Turville
and carri1ed, that Clerk Johnson be authorized to make payment, in the
amount of $4,000.00 to the Lake County Board of Commissioners, for
a Health Gllbnic site in Clermont.
Motion was made by Mr. Hutchingson, seconded by Mr. Turville
and carried, that Clerk Johnson make the necessary arrangements to rent
three voting machines for the General City Election to be held on
December 10, 1963.

The following persons were appointed to serve on the Election
Board of the General Election to be held on December 10, 1963: Clerk:
D. G. Rambo, Inspectors: Mrs. Helen House, Mr. Joe House, Mr. John
McOown and Mr. G. Y. Middleton.
Motion was made by Mr. Turville, seconded by Mr. Hutchingson
and carried, that Clerk Johnson be authorized to make payment, in the
amount of $390.01, to Michaels Engineering, for engineering services
rendered to the City.
Notion by Mr. Turville, seconded by Mr. Hutchingson, and unanimously
carried that the City Attorney prepare an Ordinance providing authority
for the Chairman of the City Council, or the Chairman pro tem, to
vote on all matters coming before the City Council, while presiding
over the Council meeting in the absence of the Mayor.
Councilman Hoskinson inquired if the liability insurance of
the City had been reviewed with regards having full coverage against
torts of police officers. Clerk Johnson advised that he had checked
the matter with the local agent and had been advised that the city
had full coverage with regards this matter.
The meeting was adjourned to an Executive Session.
EXECUTIVE SESSION
Police matters were discussed and the Mayor was authorized to
carry out his recommendations regarding personnel changes.
Meeting adjourned.
