12-03-1963 Regular Meeting . . MINUTES N~ 82 REGULAR MEETING A Regular Meeting of the City Council of the City of Clermont was held in the City Administration Building on Tuesday, December 3, 1963. The meeting was called to order by Council Chairman Clarence Bishop at 7:30 P. M. with the following named additional Councilmen present: Messrs. Hutchingson and Turville. Other City officials present were City Clerk Johnson Deputy Clerk Carroll, Building Inspector Snyder, Superintendent Sheldon and Police Chief Tyndal. Visitors present were: Colonel Ream, Messrs. Henry Czech and J. O. Loesch, and representatives of the Orlando Sentinel and the local Press. The mi.nutes of the Adjourned Meeting held on November 19i 1963 and the Special Meeting held on November 25, 1963 were approved as written. Police Chief Tyndal submitted hismonthly~poDt which was accepted and ordered filed. Councilmen York and Hoskinson and Mayor Bon Jorn arrived at this time. Building Inspector Snyder submitted his monthly report which was accepted and ordered filed. Councilman Turville, Chairman of the Laws and Auditing Committee, reported that work was being done on the Ordinance governing the in- stallation of signs, but that additional work was necessary before it would be ready for consideration by the Council. Mayor BonJorn reported that the boat ramp at the Jaycee Beach was in need of some dredging. It was also called to the attention of the Council that the channel between Lake Winona and Lake Minnehaha was unusable. Both of these matters were referred to the Parks Committee. It was not stated whether or not they were authorized to take action or if they were to report with recommendations. Councilman Turville reported that the C.F.W.Construction Company had sent a "clean up" crew to Clermont and that they would cover the entire City before leaving. Councilman Turville stated that they would remove trash and refuse left by the contractor and "fine grade" the locations of the gas lines. Messrs. James Westbrook and Floyd Groo, of Michaels Engineering Company arrived at this time. The ITlatter of a booster pump to increase the water pressure at the Citrus Tower was discussed and Mr. Westbrook advised that he would have complete specifications in the near future. Colonel fteam stated. that ..he . and I1r. Czech wished it to be known that they strongly objected to any sign ordinance which would allow any change in the present residential area restrictions. Clerk Johnson read communications as follows: 1. From Steve Simons requesting a twenty year f..:ranchi"s"e ',to operate a taxi cab service in Clermont. Upon the advice and recommendation of City Attorney Morse, motion was made by Councilman Turville, seconded by Councilman Hutchingson and carried, that the request for a franchise be denied. 2. From the Florida Development Commission acknowledging a letter from Clerk Johnson pertaining to urban planning. Clerk Johnson was requested to advise Mr. Hampton of the Lake County Planning Commission of the exchange of letters and to request any assistance available. . . MINUTES N~ 83 3. From Mr. Winther, Chairman of the Zoning Commission, advising that a Public Hearing would be held on December 16, regarding a pro- posed amendment to the Zoning Ordinance to permit Cle8.ning.'.Establish- ments to operate in a C-l Commercial Zone. 4. From Cooper Memorial Library thanking the City Council for the allocation made for Library operations. 5. From the Woman's Club thanking the City Council for having dead trees removed from their property. 6. From B. J. Vancenjen Company relative to the City of Clermont redeeming its outstanding bonds. Upon the recommendation of Clerk Johnson, motion was made by Councilman Turville, seconded by Councilman Hutchingson and carrie~, that the City Council was not interested in redeeming outstanding City of Clermont Bonds unless such redemption . could be made below par. . 7. A copY;Qf a letter from Mr. Boggs of the State Road Department to Rev. Jones pertaining to sp.eed limits and traffic signals on Highway "50". Ex-Officio Supervisor of Registration, Albert Johnson, recommended that the following names be stricken from the registration records of the City of Clermont as those persons named are now, to the best of his knowledge deceased: James Aker, Harly Beals, Dorris Canova, William Elliott, J. B. Fullwood, Frances Harman, Preston Maynard, Alton Parker, John McGuire, Sr., Margaret Rowsing, Clara Sanborn, Nellie Buy, Mabel Richelderfer, Leigh Abrams, Ethel R. Brower, Georgeann Berry, Walter Cline, Steve Cviker, C. E. Collins, J. E. Cossin, John F~ Goedde,. Carl Gotthard, Clayton H. Kyle, C. W. Mansur, C. D. McCrary, Rebecca McCall, Margaret Peterson, Harry Reed, Wasson Steen, Ted Thompson, Mary Bliven, E. H. Bollenbech. Motion by Councilman Hoskinson, seconded by Councilman Hutchingson and carried, that the names of those persons now deceased be removed from the Registration Rolls by the Supervisor of Registration. Motion by Councilman York, seconded by Councilman Turville, and carried that the names of those persons who are no longer residents of the City of Clermont be removed from the registration rolls by the Supervisor of Registration. CounGil Chairman Clarence Bishop called a special meeting of the . . MINUTES N~ 84 City Council ,for Monday afternoon at 5:00 P. M. December 9, 1963, for the purpose of preparing the ballot box for the General Election of the City of Clermont being held on December 10, 1963. City Attorney Morse arrived at this time. Councilman Turville presented a Resolution pertaining to rules of order for Council meetings and moved its adoption. The Resolution was read by Councilman Turville and Councilman Hutchingson seconded its adoption. When the vote was taken on the adoption of the RESOLUTION the YEAS were: Turville, Hutchingson, York, Hoskinson and Bishop. Total Yeas: 5. Nays: None. So the RESOLUTION as read was adopted and Number 22 assigned to it and ordered placed in the Resolution ~ook pages 32 to 34 inclusive and ordered posted. Councilman Turville brought up the proposed ordinance governing the parking of trucks in residential areas which has been under discussion and con~:s'i"aeratton...fDr several months. After further discussion City Attorney Morse was requested to prepare such an Ordinance for considera- tion at the next meeting of the Council. The matter of closing a part of Drew Avenue, North of Pitt Street, was discussed and Superintendent Sheldon was requested to determine whether or not any school buildings, or parts of buildings, were presently located in the right-of-way in question. Motion by Councilman Hutchingson, seconded by Councilman Turville and carried, that bills be paid. Chairman Bishop adjourned the meeting to December 17, 1963 at 7:30 P. M.
