ADJOURNED MEETING
An Adjourned Meeting of the City Council of the City of Clermont was
held in the City Administration Building on Tuesday, December 17, 1963.
The meeting was called to order by Council Chairman Clarence Bishop
at 7:30 P. M. with all Councilmen present. Other officials present were:
City Attorney Morse, Building Inspector Snyder, Superintendent Sheldon,
Police Chief Tyndal, Deputy Clerk Carroll and Clerk Johnson. Visitors
present were Mr. F. J. Toole and representatives of the Orlando Sentinel
and the local press.
The minutes of the meetings held December 3rd, December 9th and
December 11th were approved as written.
Mr. F. J. Toole protested the City Code requirement pertaining to
occupational licenses. Mr. Toole stated that the City Building Inspector
had stopped a person from installing a sign on his building because the
person did not have a City occupational license. Mr. Toole requested that
the Council waive the license requirement in this instance and authorize
the installation. Mr. Toole based his request on the probability that
the person making the installation would do no-~ further work in the city.
The Council members were in agreement that the Building Inspector was
correct in his action and that no special concession would be made.
Mayor BonJorn advised the Council that Mrs. Koester was leaving
the employ of the City and that Mr. A. D. Boyle was being employed to
fill the vacancy.
Superintendent Sheldon reported that he had made a survey of Drew
Street, North of Pitt Street, and that none of the school buildings were
located in the right-of-way. A general discussion followed as to whether
or not this portion of Drew Street should be permanently closed and
abandoned, as requested by the Lake County School Board and motion was
made by Councilman Turville, seconded by Councilman Hutchingson that the
City Attorney prepare a Resolution permanently closing and abandoning that
portion of Drew Street between Pitt Street and the Southern Boundary
of the drive around Spring Lake; that the City Attorney place the required
legal notices in the local paper and that he advise the Lake County School
Board that the City of Clermont will not tolerate any encroachments on
City property in the future. The motion carried.
Councilman Hutchingson, Chairman of the Water Committee, reported
that city cre1~S were now installing water mains and that the program of
expansion should be completed shortly after the first of next year.
. The matter of purchasing, or repainting, street signs was discussed.
No action was taken.
Clerk Jol~son was requested to contact Mr. Shewey and ask that he
complete and deliver to the City Clerk, a plat of the property directly
North of \olest Avenue as soon as possible.
Clerk Johnson read an extract from the minutes of the Zoning Board
Public Hearing and meeting held on December 16, 1963, recommending to
the City Co~cil that Group Four of Section 26-11 of the Code of Ordinances
of the City of Clermont be amended to permit the use of Dry Cleaning
Establishments, using nonflamable solvents.
Motion by Councilman York, seconded by Councilman Turville, and
carried, that the recommendation of the Zoning Board be accepted and that
the City Clerk advertise that a Public Hearing on the matter will be held
by the City Council.

Clerk Johnson read a letter from Mr. Edmund Amateis requesting
permission for the people living in the general area of Fifth Street,
South of Minnehaha Avenue, to construct a box in which to store their
trash and refuse for the city pick up. Clerk Johnson was requested to
advise Mr. Amateis that such construction could not be allowed on City
property.
Clerk Johnson read a letter from Mr. George Herrlinger requesting
that the City remove dead palms from in front of his residence. Superintend8nl
Sheldon was requested to take care of the matter.
Clerk Johnson read a letter from Mr. A. C. Hunt protesting the taste
of City water. The letter was ordered filed.
Clerk Johnson read a copy of an inspection report to the Lake County
Health Department on the Lake Highlands Hotel Nursing Home. The report
outlined the need for additional fire wall, exit lights and a panic door
and was made by the Fire Chief. The question of executing a certificate
of approval for the nursing home by City officials was also discussed but
no action was taken.
Mr. Turville, of the Laws and Auditing Committee presented for passage
a proposed ORDINANCE NO. 7-C, the same being SECTION 23 OF THE CODE OF
ORDINANCES OF CLERMONT, FLORIDA, IS HEREBY AMENDED BY ADDING A SECTION TO
BE J:.JlJI'ffiERED 23-9, REGULATING THE PARKING OF TRUCKS IN RESIDENTIAL Th:i!lSTRICTS,
PROVIDING AN EFFECTIVE DATE and the Ordinance was read in full for the
first time and the Chairman referred the same to the Laws and Auditing
Committee. Mr. Turville of the Laws and Auditing Committee stated this
ORDINANCE was prepared by his Committee and the City Attorney at the
direction of the City Council and asked that same be taken up at this time.
Mr. York moved that the rules be waived and ORDINANCE NO. 7-C be
read a sed.ond time by title only. The motion was agreed to unanimously
and ORDINANCE NO. 7-C was read a second time by title only.
Mr. Hoskinson moved that the rules be further waived and ORDINANCE
NO. 7-C be read a third time by title only and placed upon its passage.
The motion was agreed to unanimously and ORDINANCE NO. 7-C was read a
third time by title only. When the vote was taken on the passage of the
ORDINANCE the result was:
YEAS: Bishop, Turville, York, Hoskinson, Hutchingson
TOTAL YEAS: 5
NAYS: None
So ORDINANCE NO. 7-C passed, title as stated, and NO 7-C was assigned to
it and ordered immediately placed in the Ordinance Book of the City of
Clermont and a copy ordered posted.
Mr. Hill Stiggins, Architect for the City, explained the plans for
the proposed llew city building. Follm,'ling a general discussion of the
matten~ Mr. Stiggins was authorized to advertise for bids with the opening
date being set for January 14, 1964.
Motion by Councilman Hutchingson, seconded by Councilman York, and
carried, that meeting adjourn.
