REGULAR ~illETING
A Regular Meeting of the City Council of the City of Clermont was
held in the City Administration Building on Tuesday, February 4~ 19b4.
The meeting was called to order at 7:30 P. M. by the Chairman, Mayor BonJorn.
All Council members were present with the exception of Mr. York. Other
City officials present were Police Chief Tyndal, Building Inspector Snyder,
Superintendent Sheldon, Deputy Clerk Carroll and Clerk Johnson. Visitors
present were Messrs. Jimmy Lee Jackson, William Boyd" C. Roy Rook, Ted.
Enz, Ray Cochrane, H. J. Hampton, and representatives of the Orlando
Sentinel and the local Press.
The minutes of the meeting held on January 21, 1964 were approved
as written.
Motion was made by Mr. Hutchingson, seconded by Mr. Pool, and
carried, that Jimmy Lee Jackson be permitted to address the Council.
Mr. Jackson protested the ruling of the Council that he be refused
an on-premises beer license due to the proposed location being less than
the required distance from a public school. Mr. Jackson was advised
that the Council would investigate the matter further and advise him of
their decision.
Motion was made by Mr. Turville, seconded by Mr. Hutchingson, and
carried, -Chat Mr. William Boyd be allowed to address the Council.
Mr. Boyd advised the Council that he would like to give the City
one more opportunity to purchase the abandoned Tavares and Gulf right-
of-way before offering it to the General Public. Mr. Boyd was advised
that the Council had given this matter consideration and decided that they
were not interested, but that they would consider it further and advise
him within a few days.
Chief Tyndal submitted his monthly report which was accepted and
ordered filed. Chi~.Tyndal also furnished each Council member with a

Superintendent Sheldon requested that the Streets and Sidewalks
Committee meet with him and make an inspection of sidewalks in certain
areas.
Mayor BonJorn reported that the Lake County Engineer would be in
Clermont on Wednesday morning to meet with the Streets Committee and
Superintendent Sheldon and make an inspection of streets in the area of the
Lincoln Park Schools and Lake Shore Drive from Anderson Street to Hook
Street. The purpose of the inspection being that the Lake County Board
of Commissioners are giving consideration to the resurfacing or rebuilding
of the streets mentioned. Mayor BonJoI'n further reported that Mr. Roy
Caldwell had agreed to an appointment as City Attorney.
Motion was made by Mr. Pool, seconded by Mr. Hutchingson, and carried,
that Mr. Roy Caldwell be appointed as City Attorney, on a month to month
basis, at a retainer of $150.00 per month and that in return for said
retainer the services to be extended by Mr. Caldwell are to include

attendance at Council meetings, advising City officials in all legal
matters and the preparation and drawing of all ordinances and resolutions.
Mr. Turville, reporting for the Streets Committee, on unfinished
business, stated that all of the trees on Sixth Street were dead and
would be removed as soon as practical and fill dirt was being hauled to
the intersection of Second Street and Crystal Lake Drive in order to
correct an undesirable situation.

Mr. Hutchingson, reporting for the Water Committee on unfinished
business, requested Clerk Johnson to contact Michaels Engineering Company
and obtain specifications for the proposed booster pump to be installed
in the area of the Citrus Tower.
~x. Pool, reporting for the Parks, Cemetery and'Recreation Committee,
submitted a full and extremely comprehensive report, including recommenda-
tion made by his committee for both immediate and future consideration.
Mr. Hoskinson, reporting for the Fire Department and City Building
Committee, recommended and moved that Build.ing Inspector Snyder be
~uthorized to attend the short course for Building Inspectors being
offered in Ga.inesville during the month of February and that he be
reimbursed for his eXfenses. The motion was seconded by Mr. Turville,
and carried.
Clerk J'ohnson advised the Council that he had received a communica-
tion from Mr. Hill Stiggins advising that Thompson Bros. Construction Co.
and A. D. Arnold Construction Company had withdrawn their names from the
bidding list on the Police and Fire St~tion.
Clerk Johnson read an application from the Citrus Outdoor Advertising
Company of Lakeland, with check attached, for an occupational license.
Clerk Johnson advised the Council that the reason for this particular .-/
application being brou~ht to their attention was t~he felt reasonably
certain that the issuance of the license would be immediately followed
by application for the construction of signs along the highways and that
under existing ordinances such applications could not be refused.
Motion was made by ~tt. Hoskinson, seconded by Mr. Turville, and
carried, that the Citrus Outdoor Advertising Company be advised that the
City Council of Clermont is in the process of adopting an ordinance
restrictinG the location of signs and that they be further advised that
as the Council did not wish to issue a license which will, quite possibly,
be restricted by ordinance, their check was being returned.
Council members were in agreement that the matter of a sign ordinance
be referred to the Planning Commission with the request that they give
the matter immediate attention and make recommendations to the Council
within the next three weeks if possible.
Mr. Turville, of the Laws and Regulations Committee presented for

and the ordinance was read in full for the first time and the Chairman
referred same to the Laws and Regulations Committee.
Mr. TQ~ville of the Laws and Regulations Committee stated that the
ordinance had been prepared by his Committee and the City Attorney at the
direction of the Council, and asked that same be taken up at this time.

Mr. Pool moved that the rules b'e waived and 'that Ordinance No. 8-C
be read a second time by title only. The motion was agreed to by a
unanimous vote and Ordinance No. 8-C was read a second time by title only.
Mr. Hutchingson moved that Ordinance No. 8-C be read a third time
by title only and placed upon its passage.
The motion vias agreed to unanimously and Ordinance No. 8-C was
read a third time by title only.
When the vote was taken on the passage of Ordinance No. 8-C the
result was:

At the request of l'-Iayor BonJo:-cn, Mr. Turville 0: the La,vs and
Regumations Committee read a Resolution. However, it developed that none
of the Council memb0rs were offering the Resolution or moving its adoption.
Therefore, of course, there was no action taken. Mayor BonJorn requested
that the City Clerk mail each Council member a copy of the Resolution in
order that they might give it consideration.
