MINUTES ADJOURNED MEETING An adjourned meeting of the City' Council of the City of Clermont lias held in the office of the City Clerk on Tuesday ~ , February 18, 1964. The meeting was called to order at 7:30 P.M. by Mayor BonJorn with the following members present: Turville, Hut chings on , York and Hoskinson. Other officials present were: Clerk JOWlson, Deputy Clerk Carroll, Sup't. Sheldon, Inspector Snyder and Chief of Police Tyndal. Others present were: A dele- gation from Minnehaha Estates Association, Mr. Norman Williams, Mr. Hill Stiggins, Architect for the City, and interested con- tractors and sub-contractors. Representatives of the local Press and the Orlanao Sentinel, were also present. N~ 112 The ltinutes of the Regular Meeting held on February 4, 1964, were apprc)ged as written. Mr. J. Wesley Young of Minnehaha Estates Association, protested the 25% addition to water and sanitation charges made to all customers outside the limits of the City of Clermont. Mr. Young also stated that he was of the opinion that City crews. should remove trash from the Chain-o-Lakes afea without charge. Mr. Elmer Jost also addressed the Council and stated that the main request of the water and sani- tation customers in Chain-o-Lakes was that the City seriously con- sider including them in trash pick-up service. .Mr. Hutchingson, Chairman of the Water Committee, advised Messrs. Young and Jost that their req\lest for trash pick-up would have consideration. Councilman Pool arrived at this time. Councilman Norman Williams of the Town of l'1inneola, spoke to the Council regarding the possibility of the Town of Minneola par- ticipating in Clermonts radio communications system. Motion was made by Mr. Pool, seconded by Mr. Hutchingson and carried, that the matter be referred to the Mayor and the Police Department Advisory Committee. Y~or BonJorn announced that b~ds for the construction of a Fire and Police Department building would nGW~bB.Qpenad; that the bids would be taken under advisement and that the successful bidder, if any, woulcl be notified wi thin five days,. Mr. Hill Stiggins, Arch! tect for the City of Clermont, opened bids from the following named firms: A & R Properties,Inc., John Boyett, Miller Construction Co., Plietchwait Construction Co., Rupert Rumpf, A. W. Smith & Son, Henry B. Stephens, and Zimmerman Construction Company. Zimmerman Construction Company was the low bjLdder with a base bid of $77,796.00 and a construction limit of 150 days. A & R Properties,Inc~ was the second low bidder with a base bid of $78,989.00 and a construction limit of 120 days. Mr. Hutchingson inquired as to whether or not the Clerk had received specifications for booster pump equipment to be used in the Citrus Tower area. Clerk Johnson advised Mr. Hutchingson that such specifications had been recei~ed and that Mr. Westbrook of Michaels Engineering Company had made recommendations as to the tppe of equip- ment to be purchased. The estimated cost~of the installation was $1200.00 plus city labor. Considerable discussion followed regarding the matter, after which the matter was tabled. y~. Turville, of the Streets and Sidewalks Committee, reported on certaiIl sidewalks in need of repairs,and,moved that a work order be issued for the removal of a tree, on Osceola Street between Third and Fourth Streets, and, that another work order be issued for making necessary repairs to Bloxam Avenue between Highway # 50 and Minnehaha Avenue. The motion was seconded by Mr. Hutchingson and carried. MINUTES N~ 113 Mr. York of the street Lighting and Sanitation Committee, -recommended and moved that street lights be installed at the entrance to the Lincoln Park School, the intersection of Bloxam and Broome Streets, the intersection of Johnson Drive and Lake Shore Drive, on Johnson Drive, on DeSoto Street near the Lincoln Park Football Field, two lights on Lake Shore Drive between Lake Avenue and the Canal, and, that the present flood lights at the J~cee Beach be replaced with 7000 lumens lights. The motion was seconded by Mr. Turville and carried. Mr. Turville of the Laws and Rules Committee, reported that the Planning Commission expected to have a proposed ordinance on signs ready for the ne~ council meeting. As a matter of un!iD1ak&.~buainess, Mr. Jimmy Lee Jackson's request for permission to move his wine and beer license to a location at 650 Bloxam Avenue, was considered. Motion was made by Mr. Hutchingson, seconded by Mr. Turville and carried, that the granting of Mr. Jackson's request would be a violation of Cit7 Ordinance and that it is therefore denied. The Clerk was requested to advise Mr. Jackson of the Council's action and to also acquaint him with the Ordinance pertaining to locations where beer and wines m~ be sold. Motion was made by Mr. Turv1!le, seconded by Mr. Hutchingson and carried that the motion which carried at the meeting held on January 22, 1964, pertaining to the authorization for city officials to execute a franchise agreement with the Lake Apopka Gas District, subject to an amendment setting forth the date of paymeht for the franchise tax, be resci.nded and that the Mayor and City Clerk be authorized to execute the franchise agreement as written, and without amendment, provided that the Clerk has on file in his office a letter from said Lake Apopka Gas District stating that franchise taxes will be paid to the City of Clermont on April 15th and October 15th of each year. The motion was seconded by Mr. Hutchingson and carried. Motion was made by Mr. Hutchings on, seconded by Mr. Turville, that the City Clerk have full authority to dispose of city owne4 parking meters and parking meter equipment at the best price avail- able. The motion carried. Motion was made by Mr. Turville, seconded by Mr. Hoskinson and carried, that the City of Clermont make application to the Florida Development Commission for Federal financial assistance in the development of a basic plan of municipal planning, and, that the Board of Lake County Commissioners be requested to make avail- able to the City of Clermont, at the usual fees for such services, through the Lake County Planning Commission, the ne..ssary techni- cians for municipal planning. Motion was made by Mr. Turville, seconded by Mr. Hutchingson *hat the city reject the offer of the T & G Railroad Co. for right- o-w~ between East Avenue and Seventh street at a price of approxi- mately Sl~OO.OO. The motion carried with Mr. Hoskinson voting N~. and Mr. Pool abstaining. After discussing the bids submitted for Fire and Police Station construction with Mr. Stiggins, and taking into consideration the fact that Zimmerman Construction Company, the low bidder, required 150 days for completion while A & R Properties,Inc., the second low bidder, required only 120 days and was a local firm, motion was made by Mr. Hoskinson, seconded by Mr. Pool that A & R Properties,Inc. be awarded the contract at their base bid price of S78,989.00.and 120 days construction time.
