ADJOURNED MEETING
An adjourned meeting of the City Council of the City of Clermont
was held in the office of the City Clerk on Tuesday, March 17, 1964.
The meeting was called to order at 7:30 P. M. with all Council members
present. Other City officials present were Police Chief Tyndal, Inspector
Snyder, Superintendent Sheldon, Deputy Clerk Carroll and City Clerk
Johnson. Visitors present were representatives of an insurance concern,
Messrs. Groo and Westbrook of Michaels Engineering Company, and Messrs.
Ekiert and Nyhius. Representatives of the Orlando Sentinel and the
local press were also present.
The minutes of the regular meeting held on March 3rd and the
special meeting held on March 13th were approved as written.
Mr. Roach spoke to the Council regarding insurance for City
employees. Mr. Roach was asked several questions by members of the
Council and was requested to furnish sample policies.
Chief Tyndal reported that, in his opinion, the vandalism problem
at the Youth Center had been alleviated.
Mr. Hutchingson recommended that our Water Distribution System
problems be referred to Michaels Engineering Company for study and recom-
mendations.
Mr. Hutchingson also requested Mr. Turville, Chairman of the
Streets Committee, to make an inspection of the sidewalk at the Clermont-
Minneola Elementary School.
Mr. Hutchingson further recommended that stop signs be installed
on 12th Street, both North and South of State Road 561. This recommenda-
tion was referred to the Streets Committee.
The matter of spraying for the control of mosquitos was discussed
and Mayor BonJorn agreed to 'phone Mr. Tanner regarding the matter.
f'Ir. Hoskinson of the Fire and Building Committee brought up the
matter of razing buildings, which had been damaged beyond repair by fire.
It was brouGht to the attention of the Council that our Charter does not
permit the City to lien on properties for expenses incurred in the
razing, or removal, of such buildings. The matter was referred to the
Rules and Regulations Committee. Mr. Hoskinson also suggested that
consideration be given to the passage of an Ordinance to control dogs.
This matter was discussed but no action taken.
YIT. Hoskinson further reported that an allocation of ~1200.00 had
been made in the current budget for the purchase of fire hose. This
allocation was made at the recommendation and request of the Fire Committee
and the Fire Department Chief. However, it had now been determined that
the hose is not needed and that the Fire Committee was, therefore, getting
bids on safety equipment for the firemen, which they expected to purchase
instead of the fire hose.
Mr. Pool of the Parks, Cemetery and Recreation Committee reported
that the boat ramp at the Jaycee Beach was in need of repairs and that
some work was needed on the West Minneola bathing beach.
~IT. Pool further reported that a part of Oakhill Cemetery addition
could 'be converted to a practice field for Little League baseball at a
cost not to exceed ~450.00, if the work was done by City crews. Mr. Pool
recommended that the work be done.
Clerk Johnson advised the Chairman that he had some correspondnnce
concerning the matter and at the request of Mayor BonJorn, Clerk Johnson
read a letter from Hr. G. Y. Liddleton protesting the removal of trees

from Oakhill Cemetery addition as well as its use for recreational
purposes. It was agreed that the Council members would inspect the loca-
tion under consideration before taking official action. City Attorney
Caldwell was requested to determine whether or not a part of the cemetery
could be used for recreational purposes.
City Attorney Caldwell reported that it would be necessary for
him to confer with Clerk Johnson before completing the proposed sign
ordinance. Mr. Caldwell also reported on examination of the agreement,
and ordinance, between the City of Clermont and the Lake Apopka Gas
District. Mr. Caldwell recommended that definite dates for the payment
of the fran:hise tax be incorporated into the pending agreement. Mr.
Caldwell was requested to so advise Mr. Roe, President of the Gas District
and to also secure information pertaining to the interpretation of
lIinterruptible gasll. Ivlr. Caldwell further reported on the proposed re-
building of Lake Shore Drive and advised that the Council could do the
work without cost to' the abutting property owners if they so desired
or that they could make a charge against such abutting property owners
if that was their decision. A general discussion followed with no action
being taken on the matter.
Clerk Johnson read a letter from Mr. Phillips of Layne Atlantic,
of urlando, pertaining to the recent damage to City water Department,
pumping equipment. ~rr. Phillips reported that there was absolutely no
evidence of, and in his opinion there had not been, negligence on the
part of any person, or persons, in charge of the equipment. Mr. Phillips
further advised that repairs should be completed and the punping equipment
in operation within three weeks.
The matter of purchasing a check protector was discussed and as
there was some question as to the duration of the insurance, or bond,
furnished with the protector the matter was referred to Clerk Johnson.
Mr. Hoskinson inquired as to whether or not the City had received
payment from C.F.J. Construction Company for repairs to Lake Sh~re Drive.
Clerk Johnson advised Mr. Hoskingson that actually they had not had time
to make payment since they were billed.
Motion by Mr. Hutchingsori, seconded by Mr. Turville, and carried
that meetin.g adjourn.
