An adjourned meeting of the City Council of the City of Clermont
was held in the office of the City Clerk on Tuesday, May 19, 1964. The
meeting was called to order by Mayor BonJorn at 7:30 P. M. with all
Council members present with the exception of Mr. Turville. Other City
officials present were Police Chief Tyndal, Building Inspector Snyder,
Deputy Clerk Carrol and Clerk Johnson, and Superintendent Sheldon. Mr.
James Westbrook, of Michaels Engineering Company, engineers for the City
of Clermont was also present. Visitors present were Jimmy Lee Jackson
and Frederick Nyhuis.
The minutes of the meeting held on May 5th and May 12th were approved
as written.
Mr. York inquired as to whether or not the City would replace the
burned out light bulbs at the base ball field. Mr. York was advised that
the matter had already been taken care of.
Mr. Pool, Chairman of the Parks C~mmittee, recommended that Bill Clay,
Jr. be engaged as a full time lllife/eHarthat Sandra Walker be engaged as
a part time Life Guard provided that she pass the examination on life
saving. Botl1 persons to work at the Jaycee Beach; to receive salaries of
$1.00 per hour, to be under the supervision of the Police Chief, and to
begin their work on May 30 and continue to June 6th on a weekend basis,
and to continue from June 6th through September 8th on a full time daily
basis. ~IT. Pool further recommended and ~oved that the City purchase a
life saving buoy and the necessary line. The motions were seconded by
Mr. Hoskinson and carried.
The matter of having a rescue boat at the Jaycee Beach was tabled.
The matter of repairs to the dock at the Jaycee Beach was discussed
and motion was made by Mr. Hoskinson, seconded by Mr. Hutchingson and
carried that the Parks Committee be authorized to make the necessary
repairs to the dock at a material cost of not to exceed $500.00.
Motion was made by Mr. Pool, seconded by Mr. Hutchingson and
carried that an allowance of $7.00 per game be made for Little League and
Babe Ruth baseball and that the City Clerk be authorized to pay to the
Treasurer of the Little League Baseball Association the amount of $518.00
to cover 74 games and $112.00 to the Babe Ruth Baseball Association to
cover 16' games.
Mr. Pool stated that he had discussed summer recreation with Mr.
Marvin Styles, Principal of the Clermont High School, and that it had been
determined that very little, if any, summer recreation was provided for
girls. ~rhe matter had then been discussed with Miss Kay Jones who had
made definite recommendations with regards to summer recreation for girls.
Nr. Pool moved that "Niss Kay Jones be engaged as a Recreational Director
for girls for a period of six weeks and be paid $400.00 for her services.
The motion was seconded by Mr. Hoskinson, and carried.
No~ion was made by Mr. Pool, seconded by Mr. Hutchingson, and carried
that spring type shower heads be installed in each end of the Jaycee Beach
building.
The matter of picnic tables for the Jaycee Beach was referred to
the Parks Committee for investigation and recommendation.
Ji~y Lee Jackson appeared before the Council and requested that he
be granted a. license for the sale of beer at 650 Bloxam Avenue. Mr. Jackson
was advised that the location in question was not the required distance
from churches and schools and that a license would not be issued.

~IT. James Westbrook, of Michaels Engineering Company, made his
report and recommendations to the Council. Mr. Westbrook recommended
that an additional well be dug and pumping equipment, including an
auxilIary gas or diesel motor, be installed. Mr. Westbrook estimated
that the total cost, including engineering fees and housing would not
exceed $50,000. Mr. \.-Jestbrook was.than1ce:Ui for his report and assured that
the Council would give his recommendation both immediate and serious
considera.tion.
Clerk Johnson read a letter from J. K. Vance, 610 Lake Shore Drive,
requesting that the street along his property have the curbing increased
in height in order that washing from the street would be eliminated.
Motion "TaS made by Mr. York, seconded by Mr. Hutchingson and carried
that the street be curbed as requested.
Clerk Johnson read a letter from Mrs. Bundy requesting a refund in
the amount of $4.73 which she had paid to Clermont Plumbing for work which
they had done due to sand getting into the water lines through a break
caused by the Lake Apopka Natural Gas District. Clerk Johnson was requested
to forward the request to the Lake Apopka Natural Gas District.

lerk Johnson read a letter from W. H. McQuistion advising the
Council that, due to health, he was resigning from the local ~lanning
Commission. Clerk Johnson a~so advised the Council that Mr. Clem Wolstencroi
had resigned from the Zoning Commission. Motion was made by Mr. York,
seconded by 11r. Pool and carried that the resignations of Mr. McQuisition
and Mr. Wolstencroft be accepted with regret.
Upon the recommendation of Mayor BonJorn the Council members present
were in unanimous agreement that Jay Vandermeer be appointed to membership
on the Planning Commission to fill the unexpired term of W. H. McQuisition
and Frederick Nyhius be appointed to membership on the Zoning Board to
fill the unexpired term of Clem Wolstencroft.
Clerk Johnson read a letter from Mr. Marvin Styles, Principal of
the Clermont High School, requesting permission to use a part of the
Jaycee BeaCh, on the West side of the dock, for a summer swimming

Motion was made by Mr. Hutchingson, seconded by Mr. Hoskinson and
carried that Mr. Styles be granted permission as requested.
Upon the recommendation of Clerk Johnson, August 11, 1964 was set
as the date for the City Council to sit as a Board of Equali zation. .
Mr. Hutchingson, of the Laws and Rules Committee, presented for
passage a proposed Ordinance No. 9-C, the same being AN ORDINANCE AYiliNDING
CHAPTER 9, SECTION 9-2 OF THE CODE OF ORDINANCES, CITY OF CLERMONT, FLORIDA;
PdOVIDING FOIt REGULATION FOR THE INSTALLATICN OF YARD TRANSMISSION LINES
FOR USE WITH NATURAL AND UNDILUTED LIQUIFIED PETROLEUM GAS and the Ordinance
was read in full the first time and the Chairman referred the Ordinance
to the Fire and Building Committee.
Mr. Hoskinson of the Fire and Building Committee stated this Ordinance
was prepared at the direction of his Committee by the Laws and Rules
Committee and the City Attorney, and asked that same be taken up at this
time.
Mr. Pool moved that the rules be waived and that Ordinance No. 9-C
be read a second time by title only. The motion was agreed to unanimously
and Ordinance No. 9-C was read a second time by title only.
~IT. Hutchingson moved that the rules be further waived and Ordinance
No. 9-C be read a third time by title only and placed upon its passage.

I'1r. Hoskinson of the Fire and Building Committee stated that this
Ordinance was prepared at the direction of his Committee by the Laws and

Chairman BonJorn stated that the recommendation for the water
Department made by Mr. Westbrook would be discussed.
Clerk Johnson was asked if he had any recommendations with regards
the financing of the project.
Clerk Johnson reminded the Council that it had been his recommendation
for some time that the entire operation of the City Water Department be

entirely separated from other City departmental operations; that the
Water Department be operated as a separate business and that neither its
receipts or its cost of operations be included in the general budget, but
that a separate budget of income and expenses be prepared for the Water
Department. .Clerk Johnson stated that this continued to be his recommenda-
tion and then read letters from H. W. Sheppard and Company, City Auditors,
and from the local Planning Commission making similar recommendations.
The Mayor and members of the City Council were in agreement that
Clerk Johnson&s recommendation regarding the separate operation of the
Water System be accepted and that the changeover should take place at
the begimling of the next fiscal year.
Clerk Johnson then explained to the Council how the amount of
$50,000.00 could be paid from the profits of the ~later Department over
a three year period and suggested that such Eayments be at the rate of
$1,500.00 per month beginning November 1, 1~9~. Clerk Johnson supported
his recommendation with a schedule of past revenues and expenses as well
as projected revenue and expenses for our next fiscal year.
The Council members were again in agreement that it was absolutely
essential that we have increased and improved water supply and distribution
and that the method of financing recommended by Clerk Johnson appeared to
be feasible.
Motion was made by Mr. Hutchingson, seconded by Mr. Pool and unani-
mously carried that beginning with our next fiscal year the operation
of the local Water Department be separated from the General Fund system
and that the City Clerk proceed with making the necessary plans for
the changeover; that the City Clerk immediately contact the Citizens Bank
of Clermont and determine if the City of Clermont can borrow $50,000
to be repaid at $1,500.00 per month beginning November of 1964, and that
if successful in making such financial arrangements that he immediately
notify Mr. Westbrook of Michaels Engineering Company to proceed at once
with the preparation of the necessary engineering plans in order that
bids may be accepted and contracts let.
Motion by Mr. Hutchingson, seconded by Mr. Pool, and carried, that
meeting adjourn.
