REGULAR MEETING
A regular meeting of the City Council of the City of Clermont was
held in the office of the City Clerk'on Tuesday, June 2, 1964. The
meeting was called to order by Mayor BonJorn at 7:30 P. M. with Council-
men HutchinE~son, York and Turville present. Other City officials present
were Superintendent Sheldon, Police Chief Tyndal, Building Inspector
Snyder, Deputy Clerk Carroll and Clerk Johnson. Visitors present were
Donald St. John and a representative of the Orlando Sentinel.
The minutes of the meeting held May 19, 1964 were approved as
written.
Police Chief Tyndal submitted his monthly report which was accepted
and ordered fimed.
Buildillg Inspector Snyder submitted his monthly report which was
accepted and ordered filed.
Superintendent Sheldon reported that repairs to the pier at the
Jaycee Beach would be completed within a day or so and that he had decided
that it would not be necessary to resurface the platform at the North
end of the pier.
Councilmen Pool and Hoskinson and City Attorney Caldwell arrived at
this time.
At the request of Mayor BonJorn Clerk Johnson read a letter from
Mrs. Hulda Fine~s with regards to her refusal to pay garbage pick up
as well as complaints concerning various other municipal operations.
Clerk Johnson reported to the Council that he had advised Mrs. Fineis
that the water meter at her residence would be removed unless her account
was paid in full. The Council members were in agreement with the stand
taken by Clerk Johnson.
Mr$ Hoskinson of the Fire & Building Committee reported that most
of the equipment for the volunteer firemen had arrived. Mr. Hoskinson
also inquired as to the progress, if any being made by the Gas District
in repairing damages caused by the installation of these lines. Clerk
Johnson advised Mr. Hoskinson that he had received but two complaints
during the past week and that they had been referred to the Gas District.
Mro POlol of the Parks, Cemetery and Recreation Co$nittee reported
that the West bathing beach was being cleaned and that he wished to
extend his sincere thanks to the Lincoln Park High School for their fine
help.
Motion was made by Mr. Pool, seconded by Mr. Hoskinson and carried
that an expenditure of $47.70 be authorized to purchase materials for
repairs to benches at Kehlor Park.
Mro Pool recommended ~hat the City ask Mr. Robert Nidy to make an
inspection of the Shuffle oard Courts and alleys prior to the preparation
of our next budget. No action was taken.
l''Iro Pool was requested to get estimates on the costs of posts and
chain to fence flower beds at Kehlor Park.
:r-'Ir~ Pool reported that an error had been made in the amount of
money allocated to Babe Ruth Base Ball League and moved that they be
allocated an additional $84.00. The motion was seconded by Mr. Hutchingson,
and carried.

Mro Turville of the Streets Committee reported that work was
progressing on Lake Shore Drive.
Mro Hutchingson brought up the matter of life insurance for em-
ployees, to 'be paid by the employees, which had been discussed with
Malcolm vThitelaw some time ago. Mr. Hutchingson stated that in his
opinion they should have an answer without further delay. The Council
members ~iere in agreement that the City office should not make deductions
for such insurance payments and the Clerk was requested to advise Malcolm
Whitelaw of 'their decision.
Mr~ Hutchingson further stated that he would like to discuss City
planning, stray dogs and City sewerage.
Following the discussion Clerk Johnson was requested to invite Mr.
Westbrook of Michaels Engineering Company to meet with the Council on
Tuesday, June 9, 1964, to discuss a City sewer system. Clerk Johnson was
also requested to write to the Florida Planning Commission and determine
the proper m1ethod of making application for City planning through the
Commission.
Motion was made by Mr. Hutchingson, seconded by Mr. Turville and
carried that Superintendent Sheldon be authorized to make arrangements
to catch and impound stray unlicensed dogs and that a fee of $1.00 per
uniliicens,ed dog be paid to the person making the capture.
Councilman Pool was requested to make arrangements for the completion
of the cleaning of the canal between Lakes Winona and Minnehaha.
Mayor BonJorn suggested that consideration be given to the possibi~ity
of annexing Chain-O-Lakes Subdivision. It was decided to refer this
matter to the Planning Commission for study and recommendation.
Clerk ,Johnson opened bids on the painting of City buildings as
follows: Donald St. John, Jaycee Beach building, $415.00; Clarence
Bishop, Jaycee Beach Building, $350.00 and Building in Ball Park, $272.00.
Motion was made by Mr. Hutchingson, seconded by Mr. Turville, and
carried, tha.t Mr. Bishop, the low bidder be awarded the contract and
that Building Inspector Snyder be authorized to have the necessary repairs
made to the Jaycee Beach building p~ior to the painting. _
Motion by Mr. Hutchingson, seconded by Mr. Turville, and carried,
that the pa~nent of electric bills during the base ball season at the
High School field be authorized.

Clerk Johnson read/as follows: From the Herald Express regarding
advertising the City of Clermont; from the State Chamber of Commerce
regarding a lnembership for Clermont; Frank Bakeman regarding damages
caused to his property due to the laying of Gas Mains and William McKinney,
Principal of the Lincoln Park High School thanking the Council for the
stand which they had taken, and requesting that they remain firm, regard-
ing their refusal to issue beer licenses within five hundred feet of
schools.
Mro Hutchingson stated that the local Chamber of Commerce would take
care of the Herald Express advertising and the State Chamber of Commerce
membership. The request by Mr. Bakeman was referred to the L~e Apopka
Natural Gas District.
Mro Turville, of the Laws and Regulations Committee presented for
passage a proposed Ordinance No. ll-C, the same being

AN ORDINANCE DEFINING AND PROVIDING GENERAL PROVISIONS REGULATING THE USE
AND PLACEMENT OF SIGNS WITHIN THE CITY LIMITS OF THE CITY OF CLERMONT
and the Ordin.ance was read in full the first time and the Chairman referred
the same to the Streets Committee.
Mr. Turville of the Streets Committee stated the Ordinance had been
prepared at the direction of his Committee!:. by the Laws and Regulations
Committee and the City Attorney, and asked that same be taken up at this
time.
Mr. Hutchingson moved that the rules be waived.and Ordinance No. ll-C
be read ~ secpnd t1~e b~ title only. The motion was agreed to unanimously
and Ordinance No. ll-C was read a second time by title only.
Mr. Turville moved that the rules be further waived and Ordinance
No. ll-C be read a third time by title only and placed upon its passage.
The motion was agreed to unanimously and ordinance No. ll-C was read a
third time by title only.
When the vote was taken on the passage of Ordinance No. ll-C the
result was:
YEAS: Hutchingson, Turville, Pool, York and Hoskinson
TOTAL YEAS: 5
NAYS: NONE
So Ordinance No. ll-C passed, title as stated, andNo. ll-C was
assigned to j.t and ordered immediately placed in the Ordinance book of the
City and cop;}r ordered posted.
Clerk Johnson read a copy of a Resolution pertaining to the issuing
of a Water Works Revenue Bond in the amount of $50,000 for water works
improvements. The Resolution was tabled until the next meeting of the
Council.
Motion by Mr. Turville, seconded by Mr. Hutchingson, and carried,
that bills be paid.
