09-01-1964 Regular Meeting . e MINUTES N? J70 REGULAR MEETING A Regular Meeting of the City Council of the City of Clermont was held in the office of the City Clerk on Tuesday, September 1, 1964. The meeting was called to order at 7:40 P. M. by Mayor BonJorn with the following named Councilmen present: Messrs Hutchingson, Turville and York. Other City officials present were Building Inspector Snyder, Super- intendent Sheldon, Police Chief Tyndal, Deputy Clerk Carroll, City Attorney Caldwell and Clerk Johnson. Others present were Messrs. Charles Beals, Max Judy and Theophilus Enz, Mr. Westbrook of Michaels Engineering Company, several persons interested in the opening of bids and a representative of the Orlando Sentinel. The minutes of the Special Meeting held August 17, the adjourned meeting held August 18 and the Board of Equalization meetings held August 11, 18 and 25 were approved as written. Mr. James Westbrook of Michaels Engineering Company, Consulting Engineers for the City of Clermont was requested to open bids for a deep well and pumping equipment. The bids were as follows: Rainer - Holland Co. $ Saine Co., Inc. Mechanical & Chemical Equip. Co. Meridith Corp. Cambron Const. Co.,Inc. 40,554.00 37,962.50 39,550.00 40.417.14 39,562.50 Mayor BonJorn thanked those present for their bids and advised them that following examination of the bids the successful bidder would be notified. All bids were referred to Mr. Westbrook for study with the request that he report to the Council, with his recommendations, on Tuesday, September 8, 1964. Councilmen Hoskinson and Pool arrived at this time. Police ~hief Tyndal submitted his regular monthly report which was accepted and ordered filed. Chief Tyndal reported to the Council that it was necessary that pillows and mattresses be purchased for the bunks in the new jail. Chief Tyndal further reported that he had obtained a price of $290.00 for 24 foam rubber, plastic ~overed, mattresses which he recommended be purchased. Chief Tyndal was requested to get prices, in writing, from several firms selling such products. Building Inspector Snyder submitted his monthly report which was accepted and ordered filed. Superintendent Sheldon reported that six inch water mains had been in~ stalled, as instructed, and that the curbing of Lake Shore Drive was under- way. Mr. Sheldon further reported that he hoped to have utility easements across the necessary property, in the near future, for the installation of storm sewers South of Alta Vista Subdivision. Mr. Pool reported that the Jaycee Beach had been cleaned and recommended that funds be provided in the new budget for additional pumping. Clerk Johnson was requested to contact the State Road Department in an effort to have "Stop" or"Yield" signs located on State Road 561 at its intersection with Minnehaha Avenue and 12th street. The matter of tennis court lights was discussed and Chief Tyndal was requested not to turn off the lights before 11:00 o'clock P. M. e e MINUTES N? 171 Mr. Hoskinson reported that the Building Committee and the Building Inspector had determined that galvanized pipe should be permitted for gas installations. Mayor BonJorn recommended that the repairs of sidewalks be considered in the preparation of the new budget. ~e matter of the City purchasing Tavares & Gulf Railroad right-of-way was referred to Attorney Caldwell for study and an early report. Councilmwl York requested Clerk Johnson to contact Mr. Sargeant re- garding the possible purchase of their property by the City. Clerk Johnson read a letter from the Home Owners Civic Improvement Association requesting the passage of an Ordinance compelling property owners to mow their property when it becomes unsightly or a nuisance. Inasmuch as the City Attorney had already been requested to prepare an Ordinance similar in nature, the letter was ordered filed. Motion was made by Mr. Hutchingson, seconded by Mr. Turville, and carried, that bills be paid. Clerk JowlSon reported that Mr. Stiggins, City Architect, had advised that, in his opinion, a sidewalk five feet in width would be ample at the new City building. Clerk Johnson was authorized to proceed according to the recommendations of Mr. Stiggins. Clerk Johnson reported that he had been advised by Dr. McGuire that Aaron Jones, a City employee, would in all probability not be physically able to return to work. Motion was made by Mr. Turville, seconded by Mr. Pool, and carried, that Aaron Jones continue to receive one half of regular weekly wage until he received Social Security benefits with the understanding 1:;hat such payments made by the City do not exceed six weeks. Mr. Hoskinson recommended that the question as to whether or not the voters desired that the City Council be granted the authority to employ a City Manager be placed on the ballot of the General Election in December 1964. Motion was made by Mr. Turville, seconded by Mr. York and carried, that the recommendation of Mr. Hoskinson be endorsed and that the ballot be so prepared. ,-" Mr. Hutchingson was requested to make tentative plans for the dedica- tion of the nell City building. The matteJ~ of the incumbent Councilmen (Turville, Hutchingson and Hoskinson) being individually assigned to Groups 1, 3 and 6, which are the Groups open to the election of Councilman in the December election was discussed. It was suggested that Mr. Hutchingson be assigned to Group 1, Mr. Hoskinson, Group 3 and Mr. Turville, Group 5. It was pointed out, however, that such assignment would not be in any way b~ng, nor would it prohibit any of the incumbents from running for reelection to any of the three groups which he may desire. Johnson City Clerk Clermont, Florida re: Incorporation of Clermont Dear Mr. Johnson: As I mentioned to you on the phone yesterday afternoon, I ran across some information in the old Clermont Chronicle concerning the incorporation of the Town of Clermont, which I will pass on to you. The Clermont Chronicle carried the following news articles and legal notice s . On December 14, 1916, a legal notice entitled "Notice of the Proposed Organization of the Town of Clermont, in Lake County, State of Florida" was published in the Chronicle. The notice stated that citizens should assemble at 7:00 P. M. on the 22nd. day of December, 1916, at the Clermont Movie to elect officers and organize a municipal government. The legal notice was dated the 16th day of November, 1916. On December 21, 1916, the same legal notice was run. Also, there was an editorial in the same issue encouraging the voters to turn out and vote in favor of incorporation. In the December 28, 1916 issue of the Clermont Chronicle, a news story was written concerning the election. It stated that on December 22, 1916, about 75 registered voters and an equal number of non-voters gathered at the Clermont Movie in response to the published notices of prior issues. The registered voters were polled on the question of whether Clermont should be incorporated. Sixty-two persons voted in favor of incorporation and twelve voted against incorporation. It was also decided that the name Clermont should be retained but that the seal should read "Incorporated 1916" instead of "Incorporated 1891". . . ~ Mr. A. M. Johnson Page 2 June 29, 1966 In the February 8, 1917 publication of the Clermont Chronicle, the complete new city ordinances were published. The ordinances were dated January 20, 1917. The last item I ran across was in the April 19, 1917 issue of the Clermont Chronicle and it stated that the Chronicle had received word that the House of Representatives had passed Clermont's new Charter, and that the Senate was expected to pass it.
