10-06-1964 Regular Meeting . e MINUTES N? 177 Regular Meeting A regular meeting of the City Council of the City of Clermont was held in the City Administration Building on Tuesday, October 6, 1964. The meeting was called to order at 7:30 P. M. by Mayor BonJorn with all Councilmen present. Other City officials present were Police Chief Tyndal, Building Inspector Snyder, Superintendent Sheldon, Assistant Superintendent Creech, City Attorney Caldwell, Clerk Johnson and'Deputy Clerk Carroll. Visitors present were Messrs. Paul Melton and Phil Yoder of the Mosquito Control Division of the Lake County Health Department and a representative of the Orlando Sentinel. The minutes of the meeting held September 15, 1964 were approved as written. Motion was made by Mr. Hutchingson, seconded by Mr. Pool and carried, that Messrs. Melton and Yoder be permitted to address the Council. Messrs. Melton and Yoder advised the Council that a well and pump was needed at the Sanitary land fill d~owned by the City of Clermont and used by Clernlont, Minneola, Groveland and Mascotte. They further advised that the cost of the well and pump was estimated at Three Hundred Dollars and that the towns and/or cities of Groveland, Mascotte and Minneola had agreed that each would pay one fourth of the cost and that it was hoped that the City of Clermont would pay the remaining one fourth. Motion was made by Mr. Hutchingson, seconded by Mr. Pool and carried, that the City of Clermont pay one fourth of the cost of the well and pump as requested and that the City Clerk so notify the Lake County Health Department. , Clerk Johnson opened bids on the surfacing of the parking lot at the new city building which were as follows: Superior Paving, .90<:: per square yard. Basic Asphalt Corp. .62<:: per square yard. Motion was made by Mr. Turville, seconded by Mr. York and carried that the low bid of .62<:: be accepted and that the contract be awarded to Basic Asphalt. Monthly reports were submitted by Police Chief Tyndal and Building Inspector Snyder. ::Bbtb were accepted and ordered filed. Superintendent Sheldon reported that it was necessary to change the location of the water mains in the area of the over-pass and that this work was in process. Superintendent Sheldon was requested to report at the next Council meeting as to the number of fire extinquishers needed at the new city building and the approximate cost. Mr. Turville, of the Streets Committee, reported that the parking lines had been painted in the downtown area and that other painting ordered and authorized would be done as soon as possible. Mr. Hoskinson reported that he had received numerous complaints that trash was not being hauled by city crews and inquired of Mr. Sheldon as to the reason. ~rr. Sheldon stated that the hauling of trash was behind schedule due to the storm but that he expected to be back on schedule by the end of this weeku Mr. York, of the Street Lighting and Sanitation Committee, recommended and moved that street lights be installed at the following locations; two on East Juniata, one on Juniata between Fifth Street and Lake Avenue, one on Ramie Road, two on Bloxam Avenue between Minnehaha and Pine Lane, one on Second Street south of Minneola Avenue, two on West Lake Shore Drive and three at the West Minneola Bathing Beach and that lights be replaced at the following locations: ~agnolia and Second and Grand Highway and Almond Street. The motion was seconded by Mr. Hoskinson, and carried. Councilman York requested that the poillice Department report the location of any street lights found not burning to the City Clerk. Mr. Pool of the Parks Committee recommended and moved that the grass in the water along the edge of the lake at Peter Pool Park be cut at a cost of twenty five dollars. The motion was seconded by Mr. Hutchingson, and carried, with Mr. Turville voting Nay. The matter of pumping sand at the Jaycee Beach was discussed and tabled. Mr. Turville, the curbing on the a safety measure. with Mr. Hoskinson of the Streets Committee, recommended and moved North side of Lake Shore Drive be painted white The motion was seconded by Mr. Hutchingson, and voting Nay. that as carried Superintendent Sheldon reported that the new well was down to a depth of 144 feet. An Ordinance requiring the mowing of vacant lots was discussed and tabled. Clerk Johnson read a letter of resignation from the Local Planning Commission from Mr. william Westerman. Motion ~~as made by Mr. Hutchingson, seconded by Mr. York and carried, that the resignation be aecepted and that the appointment of a replacement be tabled. Clerk Johnson read a letter from Mr. Bernard J. McCabe, Direct,or _ of.-= Education of the Board of Public Instruction of Lake County, stating that they would make every effort to pay their share of the costs of building and paving streets in the area of the Lincoln Park School and requesting an estimate of their share of the costs. Clerk Johnson was requested to advise Mr. McCabe the approximate cost of the paving. Motion was made by Mr. Hutchingson, seconded by Mr. Hoskinson and carried, with Mr. Turville voting Nay, that the City Clerk be directed to issue a Nursing Home license to the Lake Highlands Nursing Home. Clerk Johnson advised the Council that Mrs. Vasconsellas had requested .f. e MINUTES N? 179 that a tree be removed from the street right-of-way in front of her property at 547 Montrose street. Motion was made by Mr. Turville, seconded by Mr. Pool and carried, that Superintendent Sheldon investigate the matter and remove the tree if it is worthless. Motion was made by Mr. Hutchingson, seconded by Mr. Turville and carried, that the bills be paid. Clerk Johnson opened bids on a car for Superintendent Sheldon wh~ch were as follows: Stalnaker Chevrolet, $2,045 with trade. Westerman Ford, $2,085 with trade. Motion ,.,as made by Mr. Hutchingson, seconded by Mr.. Hoskinson and carried that the low bid submitted by Stalnaker Chevrolet Company be accepted. Motion was made by Mr. Hutchingson, seconded by Mr. Turville and carried that the City Attorney prepare the necessary Ordinances and/or Resolutions for the adoption of the 1964-65 budgets as tentatively agreed upon and setting the tax millage at 7 mills for general operations and 1 mill for bond debt service. Motion by Mr. Hoskinson, seconded by Mr. Hutchingson, and carried, that meeting adjourn. - -. ,/
