04-20-1965 Adjourned Meeting . . MINUTES N? 240 ADJOURNED MEETING An adjourned meeting of the City Council of the City of Clermont was held in the Municipal Court Room on Tuesday, April 20, 1965. The meeti~g was called to order at 7:30 P. M. By Mayor BonJorn with the following members present: Councilmen' Turville, York, Hoskinson and Beals. Other officials present were: Clerk Johnson, Deputy Clerk Carroll Superintendent Sheldon, Building Inspector Snyder and Chief Tyndal. Othe;s present were: The Rev. Taber, Mr. and Mrs. D. H. Moore, Messrs. Aaron Jones, Reuben Jamison, Griffin Keyes, Horner Sparkman and representatives of the local press and Orlando Sentinel. The invocation was. given by the Rev. Taber. Mayor BonJorn ~tateathatthe 'City Council would now sit as a Board of Equalization to hear complaints, if any, with regards to the Special Assessments for street improvements of parts' of Bloxarn Avenue and DeSoto Street. Aaron Jones, representing the 'Church of God by Faith, as well as him- j self ,protested the' special assessments levi-ed, against Lots numbered 14 to 19, inclusive, Lincoln Park ,on the, 'grounds that the 'street abutting these lots had been previously opened and paved and that, therefore, the' present improvements constituted maintenance and not new construction. Following some discussion regarding the protest the matter was referred to the Streets Committee for investigation and recommendations and the Board of Equalization meeti~g was adjourned until Tue~'(t?y" May 4, 1965. Police Chief Tyndal reported that he and Councilmen York and Turville had made a survey of street parking conditions and needs in 'the area of the Clerrnont-Minneola School and that it was their recommendation that parking on Second Street from Osceola to Oak; Oak from Second to East Avenue; East Avenue 'from Oak to Carroll and Carroll from East to Second Street be prohibited during the hours of 7:30 A. M. to 9:00 A. M. and 2:30 P. M. to 4:00 P. M., during school days and that the necessary street signs be posted and ther~gulations be 'enforced. ' Councilman Pool arrived during a discussion of the recommendations and motion was made by Mr. Turville, seconded by Mr. York, and carried, that the recommendations of the Special Committee be accepted and that the necessary signs be purchased and posted. Mr. Homer Sparkman reported to the Council regarding special switches for the fire sirens. After discussion the matter was referred to the Fire and Buildi~g Committee for further study. Mayor BonJorn reminded the Council members of the Le~gue of Municipali- ties meeting being held at the Citrus Tower Restaurant on Wednesday eveni~g. Mr. Pool urged that the entire Council and other City officials attend. Mr. Hoskinson reported on the recent meeting of the Buildi~g Committee and various civic organization with regards to the Jenkins Auditorium and stated that it appeared to him that the next step was to eng~ge an architect. After considerable discussion Mr. Hoskinson was authorized to have one or more architects 'make a survey of the property and meet with the City Council for consultation. Mr. Hoskinson further reported that he and Fire Chief Sheldon had met with the City council.of Minneola with r~gards to bette: fire ~rotecti~n for their town. Mr. Hoskl.nson stated that the members of Ml.nneola s Councl.l had been most cooperative. e . MINUTES N? 241 Mr. Beals reported that the shore line at the Jaycee Beach was being pumped and should be completed this week; that Mr. Grant Thompson has been eng~ged as custodian of the ball park for the summer; that he and Sap~rin- ten dent Sheldon had inspected the alleys of the' 'Shuffle Board Courts in Kehlor Park 'and that they were in need of repairs, but that he recommended that such 'repairs be postponed until later in the summer. Mr. Beals further reported that City Clerk Johnson was getting applications for the position of lifeguards and that he would make' recommendations when applications were received. Mr. Beals further reported that he had been unable 'to locate 'a cabbage palm tree,'which was needed, and recommended that one be removed from the 'street right-of-way near the intersection of Fifth 'Street and Seminmle Street. . Mr. Beals inquired if the Willie Walker house was being removed and was advised in the affirmative by Inspector Snyder. ' Mr. Pool reported that ten palm trees, eight of which were healt~y, had been donated to the City provided they would move 'them. Mr. Pool recommended that they be planted at the Jaycee Beach and stated that the cost of moving and planting would not exceed $400.00. Mr. Pool moved that he be authorized to secure bids for the moving of the trees and further authorized to have them moved by the low bidder at a price not to exceed $400.00. The motion was seconded by Mr. Hoskinson and carried, with Mr. Beals voti~g nay. Mr. Turville reported that the new pump house was under construction and would be completed soon. Clerk Johnson reported thnt. City Attorney Langley had requested that he advise them that it would not be possible to have our City Charter amended with regards to priority liens on condemnation proceedings this year; that he had studied the proposea rodent control ordinance' and that, in his opinion, it was not needed but that it would serve the advantage of having enforcement by County officials and would be most effective under numerous conditions but that the disadvantage would be 'that it could be used to the, 9reatdetriment of individuals'under certain conditions. Clerk Johnson presented a petition for street construction in Block 11011, but as the p~etition d1.dld not contain 50% of abutting property owners it was turned over .to the Street Committee for study and investigation. The matter of Personal Property taxes was discussed and Tax Asses'sor Johnson was requested to secureinformtion to various subjects. Mr. Beals stated that he favored using Lake County Tax Assessor1s valuation on bot9 real and personal property in lieu of appraisals by Hunnicutt and Associates. The other members of the Council did not appear to be in ~greement with Mr. Beals. Clerk Johnson read a letter from Mr. Martin Winther, Chairman of the local Planning Commission, ~herein Mr. Winther stated that the Commission was ready and willing to start work on plans for the Jenkins Auditorium but that it was his' opinion that the City should first e~g~ge a, good architect to work with them. Mr. Pool reported that he had received an offer of fifteen small palms for planting at Sunset Park but that it would be nec7ssary to first have a water line extended to the Park area. Mr. Pool est1mated that the cost of materials for the initial installation would not exceed $75.00 and moved that the expenditures be authorized. The motion was not seconded. . e MINUTES N? 242 Mr. Turvilleadvised Mr. Pool that if he would make a plan of the total water lines needed along with an accurate cost es'timate that he would give the matter consideration. Mr. Hoskinson reconunended and moved that "turn right on red" signs be placed on the traffic signals on Montrose Street. The motion was' seconded by Mr. York, .and carried, .and Chief Tyndal was directed to take care of the matter. A discussion took place with regards to the proposed rodent control ordinance and it was decided to table the matter until City Attorney Langley could be present and stated exactly why he did not thmnk the ordinance was needed. Mr. Hoskinson requested Clerk Johnson to contact Mr. Langley and determine why an ordinance 'amending the electrical code had not been prepared, ,as lIIBquested. . The meeting was adjourned to an executive session. EXEC~IVE SESSION Clerk Johnson was requested to arEange appointments, for interviews by the City Council with 'some of the applicants for the' position of City Manager.
