REGULAR MEETING
A regular meeti~g of the City Council of the City of Clermont was
held in the Municipal Court Room on Tuesday, May 4, 1965. The meeting was ca~
ed to order at 7:30 P. M, by Mayor BonJorn with the following named Council-
men present: Messrs Beals, Turvil1e and Y~rk. Other City officials present
were Police Chief Tynda1, Building Inspector Snyder, Superintendent Sheldon,
City Attorney Langley, Deputy Clerk Carroll and Clerk Johnson. Visitors
present were Mr.'Taber and representatives of the press.
Invocation was, given by Mr. Taber.
Mayor BonJorn stated that the City Council would sit as a Board of
Equalization, an adjourmment of the Board of Equalization meeting held
April 20, 1965, to consider complaints entered by Aaron Jones in behalf of
himself and the Church of God by Faith.
Clerk Johnson stated that Mr. Pool, Chairman of the Streets Committee,
had requested that he report to the City Council that the Streets Commiteee
had made an investigation of the complaints and that it was their recommenda-
txmnr. (not unanimous) that the assessments stand confirmed.
Mr. York presented a RESOLUTION confirming the paving assessments
for the paving of parts of DeSoto Street and Bloxam Avenue and moved its
adoption. The RESOLUTION was read by the Clerk and Mr. Turville seconded
its adoption. When the vote was taken on the adoption of the RESOLUTION
the result was:

So the RESOLUTION as read was adopted and No. 43 was assigned to it
and ordered placed in Resolution Book!. P~ge 70, and ordered posted.
The Board of Equalization meeting was ad"journed and the Council
meeting was called to order to conduct r~gu1ar business.
The minutes of the adjourned meeti~g held on April 20, 1965 were
approved as written.
Councilmen Hoskinson arrived at this time.
Police Chief Tyndal and Building Inspector Snyder submitted their
monthly reports which were accepted and ordered filed.
Superintendent Sheldon requested permission to e~g~ge a firm to re-
move a number of tree stumps from street right-of-ways. The cost appeared
to be about $200.00. Motion was made by Mr. Beals, seconded by Mr. Turville,
and carried, that the stumps be removed.
The question of the proposed amphitheater was discussed and Mr. Beals,
Chairman of the Parks Committee, was requested to contact Mr. Arnateis re-
gardi~g the matter and to report back to the City Council.
Mayor BonJorn reported that it was his intention to meet with the
Board of Lake County Commissioners and attempt to have South Lake County
incorporated into one district.
Mr. Turvi11e, Chairman of the Water Committee, reported that the con-
struction of the pump house was near completion.
Mr. York recommended, .and moved that street l~ghts be placed on .
Linden Street, between Seventh Street and Lake Avenue; two l~ghts on H~ghland,
east and west of Disston Avenue; at the intersection of Anderson Street and

and Highway "50"; on Chestnut, west of Holly Street and that the following
locations be changed to modern lighting: Linden and Seventh Streets; Linden
Street and Lake Avenue; Anderson' Street and Palm Lane;' Anderson Street and
Minnehaha Avenue and on Magnolia Street, ,west of Disston Avenue. The 'motion
was seconded by Mr. Beals', and carried.
Mr. Y~rk 'stated that he had received complaints that the 'trash trucks,
hauling trash to the dump, were operati~g too slowly along H~ghway "50" and
requested that Mr. Sheldon invest~gate the matter. '
The proposed rodent control ordinance was discussed and referred to
the Sanitation and Laws and Rules Committees for further study.
Mr. Hoskinson, Chairman of the Fire and Building Committee, recommended
and moved that the practice of operating the fire siren to "kickoff"
drives by various organizations be discontinued and that in the future the
fire siren be operated only in case of fires' or other erriprgency. The motion
was seconded by Mr. Turville, and carried. .
At the request of Mr. Hoskinson, ,Mayor BonJorn stated tha~ he would
make a report on a regulator for the Fire Siren at the next meeting.
Mr. Hoskinson reported that the'Presbyterian Church wished tlo locate
a directional sign, of their special design, ,at the corner of East Avenue
and Highway "50il. The Council was in agreement that the past practice of
restricting church directional signs to the same size and construction be
discontinued and permission was, granted.
Mr. Hoskinson recommended and requested that the Police Department see
that the general practice of parking carson the wrong side of the street -
in the direction in which headed ='be discontinued. . The main areas of
such violations appeared to be at the hospital and the Grace Baptist
Church. The police Chief w_as further requested to issue warming tickets
prior to making arrests for such violations. The Council appeared to be
in ~greement ,~ith the recommendation made by Mr. Hoskinson.
Mr. Beals, ,Chairman of the Parks, Cemetery and Recreation Committee,
reported that the pumping at the Jaycee Beach had been completed and that
a palm tree had been planted at the intersection of Fifth Street and Minneha-
ha Avenue. Mr. Beals also reported that he-had contac~ed Mrs. Helen Wilkins
with regards to her selling the small piece of property North of the ACL
RR and'between Second and'Third Streets and that she had advised that she
would be willing to negotiate.
Mr. Beals recommended and moved that Police Chief Tyndal be authorized
to engage William Clay, Jr. as a LifeGuard at the Jaycee Beach and Jack
Hotal11ng as an assistant and/or substitute; that their salary rate be
$1.00 per hour and that they be under the supervision of the 'police Department
and that before being engaged the Police Chief be assured that they arequali-
fied and hold a certificate of Life Saving. The motion was seconded by Mr.
Hoskinson, and carried. '
Mr. Beals reported that Superintendent Sneldon had estimated that the
cost of extending a water line to Sunset Lake would be $75.00 and that as
this line was needed to take care of the palm trees which were to be planted
there, .that he moved the installation be made. The motion was seconded by
Mr. Y~rk,and carried.
Mr. Beals recommended and moved that Orlando Tree Service be eng~ged
at a price of $300.00 to clean and remove the moss from 43t7"ees i~ the
area of the Jaycee Beach and the Youth Center. After some d1scuSS10n Mr.
Beals withdrew his motion in order that the individual Council members
might look the situation over and take action at the next meeting.

Motion was made by Mr. York, seconded by Mr. Beals, and carried, that
the City of Clermont execute an easement on the lake front across the street
from Lot 153, Clermont Heights.
Clerk Johnson was requested to contact Cooper Memorial Library and
determine if they had requested a price on the Hancock Estate adjacent to
the library.
Clerk Johnson read a letter from Mr. C. W. Sward, .to Mr. Beals, ex-
pressing his appreciation for the palm tree which they had planted in front
of his'home.
Clerk Johnson reported that he had received a bill for lighting the
softball field at the high school, for use by the Little League, in'the
amount of $28.94 and that if it was the intention of the Council to pay
these lighting expenses, authorization must be given. Mr. Beals stated that
in his opinion the Council had been most generous to the Little League
when they contributed $500.00 and that he recommended and moved that
the City do not pay the lighting bills at the school ball field. There was
no second to the motion and Mr~ Turville moved that the City pay the lighting
bills at the school ball field during the Little League season. The motion'
was seconded by Mr. Hoskinson ,and carrieQ.., with Mr'. Beals voting nay.

A request from Mrs. Freda Frye that parking be prohibited on a part
of West Avenue, between Linden and Seminole Streets, was referred to the
Police Department Committee.
Clerk Johnson reported that he had received a deed for the S.A.L. RR
right-of-way property and that he expected a deed for thepublix property
at the corner of MontIrCDSe and Seventh Streets this week.
Clerk Johnson asked the Council if they desired that delinquent
Personal Property taxes be advertised this year. Motion was made by Mr. York,
seconded by Mr. Hoskinson, and carried, that the Clerk (Tax Collector) be
instructed to advertise delinquent Personal Property taxes.
Clerk Johnson reported that he had, as requested at the last Council
meeting,contacted the municipalities of Winter Garden and Apopka to
determine if it was their intention to levy a personal property tax on the
Lake Apopka Natural Gas District. Clerk Johnson stated that Apopka advised
that they considered the Gas District municipally owned and, therefore,
a tax would not be levied and that Winter Garden reported that they did not
levy Personal Property taxes, but that they would exempt Lake Apopka Natural
Gas District if such taxes were levied.
Motion was made by Mr. Beals that the Lake Apopka Natural Gas District
be exempted from Personal Property tax by the City of Clermont. The
motion was seconded by Mr. Turville, and carried, with Mr. Hoskinson voting
nay.
Mr. Hoskinson, .of the Laws and Auditing Committee, presented for
passage a proposed ordinance No. l4-C, the same being: AN ORDINANCE AMENDING
SEC.' 8-2 OF THE ELECTRICAL CODE UNDER THE CODE OF ORDINANCES OF THE CITY
OF CLERMONT, LAKE COUNTY, FLORIDA, ADOPTED ON ABRIL 20, 1962; AND AMENDING
SUB-HEAD (1) OF SEC. 8-3 'OF THE ELECTRICAL aODE UNDER THE CODE OF ORDINANCES
OF THE CITY .OF CLERMONT, LAKE COUNTY" FLORIDA, ADOPTED ON APRIL 20, 1962.
and the ordinance was read in full for the first time and the Chairman
referred same to the Buildi~g Committee.

Mr. York of the Building Committee stated that this ordinance was
prepared at 'the direction of' his committee by the Laws and Auditing Committee
and the City Attorney and asked that same be taken up at this time. Mr.
Turville moved that the rules be waived and that Ordinance No. l4-C be read
a second time by title only. The motion was agreed"to unanimously and
Ordinance No. l4-C was read a second time by title only.
Mr. Beals moved that the rules be further waived and Ordinance No. l4-C
be read a third time by title only and placed upon its passage.
The motion was agreed to unanimously and Ordinance No.14-C was read
a third time by title' only.
When the vote was taken on the pass~ge of Ordinance No. l4-C the
result was:

NAYS: NONE
ABSENT: Pool
So Ordinance No. l4-C passed, title as stated, and No. l4-C was assigned
to it and ordered immediately placed in the Ordinance Book of the City of'
Clermont and a copy ordered posted.
Motion was made by Mr. Turville, seconded by Mr. Beals, and carried
that the bills, be paid.
Mr. Turville asked Mr. Hoskinson to request Mr. McHenry, a representa-
tive of the Orlando Sentinel, to correct a news item in his paper wherein Mr.
Hoskinson was quoted as saying that the City Council did not need the services
of a City Manager prior to the adoption of the 'next fiscal budget. Mr.
Hoskinson replied that it was not necessary that any correction be made as
that the interpretation made by Mr. Turville was not that intended by Mr.
McHenry or himself. Mr.Turville then requested that in the future that
Mr. Hoskinson be Vf?>,'r:y careful that he designate future news releases as his
personal opinion Rnd not necessarily that' of the City Council.
Mr. Hoskinson stated that Mr. Don Boutzon Lake 'Shore Drive had com-
plained that the Lake Apopka Natural Gas District had not properly repaired
his driveway. Mr. Turville agreed to investigate the complaint.
Motion was made by Mr. Hoskinson that the City of Clermont discontinue
collecting any form of taxes from Lake Apopka Natural Gas District inc~fudi~g
franchise and utility taxes. There was no second to the motion.
Mr. Beals recommended and moved that new pad locks be 'placed on the
gates and doors at the City ball park; that each 'lock have four keys and
that such keys be distributed as follows; one to the City employee taking
care of the ball park, one to Mr. Grant Thompson, the custodian of the
ball park; one to Florida Power corporation in order that they may read their
meter and one to City Clerk Johnson and that it be thoroughly understood
that such keys are not to be loaned to any other person for any reason. The
motion was seconded by Mr. York and carried.
Mr. Sheldon was requested to paint "No parking" on the east side of
the vincent Store building at the City parki~g lot, it being understood that
Mr. Vincent had no objections.
Mr. Beals reported that the Jaycees had requested that a patrolman
be on duty at the Jaycee Beach area between the hours of 10 P. M. and
6 A. M. on May 15th. Chief Tyndal ~greed to take care of the matter.

Mr. Langley requested permission and was granted permission to get
full information r~garding the current State law on ad va~pre~ taxation.
Motion by Mr. Beals, seconded by Mr. Yo.rk, and carried, ,that meeting
adjourn.
