05-18-1965 Adjourned Meeting e e MINUTES ADJOURNED MEETING N? 249 An adjourned meeting of the City Council of the City of Clermont was held in the Council Chainbers on Tuesday, May 18, 1965. The meeting was called to order at ?:30P. M. by Mayor ~onJorn with the following members present: Messrs. Turv~lle, Beals and Hosk~nson. Other officials present were: Clerk Johnson, Deputy Clerk Carroll, Superintendent Sheldon, Building Inspector Snyder, Police Chief Tyndal and City Attorney Landgley. Other present were: Mr. Max Judy and Sue Brown of Litter-Not Corporation and representatives of the Orlando Sentinel and the local press. Also present were Messrs. Billy Dean and James Freeman. The invocation was. given by Councilman Hoskinson. Chief Tyndal recommended that the Council request the State Road Department to lower the speed limit on Highway 561 near the Jaycee Beach area from 45 MPH to 25 MPH. The Clerk was requested to write the State Road Department a letter making such a request. Councilman Pool arrived at this time. Mrs. Sue Brown of Litter-Not Corporation appeared before the Council and demonstrated Litter-Maid containers. Price of same $38.50 from I through 20. No action was taken. The minutes of the regular meeti!1g held May 4, 1965 were approved as written. Superintendent Sheldon reported that a driveway needed to be put in at the new well site. Councilman Turville, Chairman of the Water Committee, was requested to investigate the matter with Superintendent Sheldon and make recommendations. . Mr. Beals reported that William Clay could not accept the life guard posi- tion at the Jaycee Beach this season, and he, therefore, recommended' and moved that Chief Tyndal be authorzzed to employ John Hotaling as life 9uard at the Jaycee Beach. The motion was seconded by Mr. Pool, and carried. Mr. Beals further reported that he and Superintendent Sheldon had made an inspection of the trees at the Jaycee Beach and Highlander Hut areas and that it was their decision that the trees could be de-mossed and cleaned with city crews. Mr. Beals recommended that a work order be issued for this project and the other Council members were in ~greernent. Mr. Beals recommended and moved that Lake Sunnyside Park be made available for use as an amphitheater and that Mr. Amateis be authorized to proceed with his endeavor to secure a sponsoring organization for the project, with the understanding that the final plans be' subject to approval by the City Council. The motion was seconded by Mr. Hoskinson, and carried. Mr. Beals recommended and moved that Mr. Amateis be authorized to proceed with the beautification of the shore line of Dot Lake. The motion was seconded by Mr. Hoskinson, and carried. Mr. Pool, Chairman of the Streets and Sidewalks Committee, reported that he had received two petitions requesting street paving. Mr. Pool recommended and moved that when 50% of the abutting property owners had signed the petitions that construction be authorized. The motion was seconded by Mr. Beals and carried. Mr. Pool reported that the installation of sewers in the Alta Vista area had been completed. Councilman York appeared at this time.' . e MINUTES N? 250 Mr. Pool reported that some work should be done on Knapp and Second Streets, south of Minnehaha Avenue, but that the Streets Committee would make recommendations later. . Mr. York, ,Chairman of the Street L~ghting and Sanitatio~ Committee, reported that C1ty Attorney Langley had recommended a few changes in the proposed Rodent Control Ordinance and requested that Mr. Langley explain thepro~osed cha~ges. Mr. Beals moved that City Attorney Langley prepare the ord1nance, .W1 th the proposed changes, and have same ready for adoption at the n7xt meeti~g of the Council. The motion was seconded by Mr. York, and carr1ed. . Mr. Hoskinson, Chairman of the Fire Department and Building Committee, reported that a deed for the George W. Jenkins Auditorium had been received by the City Attorney and that preliminary plans and a cost estimate was expected from Mr. Hill Stisgins in approximately one week. The Council agreed to meet with Mr. St~sgins and discuss the matter when the plans were ready. Mayor BonJorn reported that the cost of an automatic switch for use on the fire siren, was $93.00,p1us installation. No action was taken. Mr. Turvi11e, Chairman of the Water Department Committee,reported that the pumps at the new well would be put in operation as soon as the electrician returns from Orlando. Mayor BonJorn reported that "No Parking" signs had been installed on West Avenue as requested by Mrs. Freda Frye'. Clerk Johnson reported that it was his understanding that Cooper Memorial Library Board was interested in the purchase of the Hancock Estate (Lots 18 and 19, Block 76). Clerk Johnson read a letter from Mr. Carroll Bailey requesting the use of Montrose Street right-of-way adjacent to Highway 27, for the use of a directional sign. The request was referred to the Streets Committee for study and recommendation. Mr. Hoskinson recommended and insisted that the City of Clermont Water Department adopt a policy of notifying customers when water will be cut off due to work on mains. Mr. Beals joined with Mr. Hoskinson in the recommenda- tion. Mr. Turvi11e advised Mr. Hoskinson and Mr. Beals that this was already the policy. Mr. Hoskinson reported that he had received a request that a "stop sign" be installed on Linden Street at its intersection with Lake Avenue. The matter was referred to the Police Department. Mr. Pool recommended and moved that the Clerk's office notify all real property owners, by post card, that the City will furnish all labor for the construction and/or repair of sidewalks provided that the abutting property owners pay for the cost of materials. There was no second to the motion. Mr. Beals reported that the Junior Chamber of Commerce would furnish the labor for the construction of ten shelters at the Jaycee Beach, provided that the City would pay the cost of the materials, which would not exceed $300.00. Mr. Beals moved that the City Council make available to the Jaycees the amount of Three Hundred Dollars for construction of the shelters, The motion was seconded by Mr. Hoskinson. Before a vote could be taken on the question it developed that there was some misunderstanding in the matter . - MINUTES N? 251 and that the Jaycees had not make the offer or request. Mr. Hoskinson withdrew his second to the motion and Mr. Beals withdrew the motion stating that he would investigate the matter further and report at the next meeting. Mr. James Freeman appeared before the Council with the request that consideration be 'gi ven to the paving of East DeSoto Stree't ,east of Bloxam Avenue. The matter was referred to the Streets Committee for study and recommendation. Mr. Freeman complained to the Council that the local beautification committee did not have negro members and that insufficient funds were being used at the West swimmi~g beach (hole). Mr. Freeman was advised that the City Council did not have anything to do with the beautification membership and that if negro organizations would be specific in their requests concerning the West bathing beach, or anything emse, .that the 'Council would. give such requests consideration. Clerk Johnson read a letter from the Clermont Voters League requesting that a part time negro policeman be engaged to work in those areas where . negroes:..;reside and/or do business. The" letter further stated that it was the opinion of the Taxpayers League that the City Council could make funds available' for hiring a negro policeman if they so desired and that it was further their opinion that there was no necessity of postponing the matter until a City Manager was engaged. The matter was referred to' Mayor BonJorn and his Police Committee 'for' study and recommendation. Motion was made by Mr. Beals, seconded by Mr. York, and carried, that meeting adjourn.
