SPECIAL MEETING
A Special Meeting of the City Council of the City of Clermont was
held in the office ~f the City Clerk on Friday, June 10, 1965. The meeting
was called to order by Mayor BonJorn at 3:30 P. M. with all Councilmen '
present. Clerk Albert Johnson was also present.
Motion was made by Mr. Hoskinson and seconded by Mr. Turville that
a Mayor's Biracial Committee be created and that its membership consist of
the following named persons:
John R. Jones, Ellis Konsler, Col. Mark Kreidberg, William McKinney,
Marvin Styles and Richard Williams. '
The motion carried unanimously with Mr. Beals stated that he would
prefer a membership of seven in order that the possibility of tie votes
would be eliminated.
Following a general discussion of the subject the Council membership
was in agreement' that the Biracial Committee should be, governed by the
followi~g rules:
1. The committee to consist of six members; threenegroes and
three white persons.
2. The committee to elect co-chairmen; one negro and one white
person.
3. The co-chairmen to alternate in presidi~g at meetings.
4. Any member of the Biracial Committee who is unable to attend a
a particular meeting, due to illness, vacation or other good
reason, may, and shall, appoint a substitute with 'full voting
power to attend such meeting. However, the appointment of '
substitutes shall not be allowed for more than three con-
secutive meetings.
5. Any member failing to attend three consecutive meetings shall
be replaced unless he is represented by a substitute' at 'such
meetings.
6. The membership of the Committee shall elect, or appoint, a
secretary from its membership to record the proceedings of all
meetings and a copy of such minutes shall be filed with the
City Clerk.
7. The committee may adopt its own rules of procedure and such
r~gulations as it.feels necessary.
The Mayor called an organizational meeting for Tuesday, June 22, 1965
at 7:30 P. M. in the Municipal Court Room. '
