06-15-1965 Adjourned Meeting . e MINUTES N? 259\ ADJOURNED MEETING of An adjourned meeting of the City Council of the City/Clermont was held in the Municipal Court room on Tuesday, June 15, 1965. The meeting was called to order at 7:40 P. M. by Mayor BonJorn with all Council ' me~e7s present. Other City officials present were Polic~ 'Chief Tyndal, Bu~ld~ng Inspector Snyder, Superintendent Sheldon, City Attorney Langley, Deputy Clerk Carroll and Clerk Johnson. Representative of the press were also present. The invocation was given by Councilman Hoskinson. The minutes of the r~gular meeting held June 1, 1965 were approved as written. Police Chief Tyndal, Building Inspector Snyder and Superintendent Sheldon each stated that they did" not have reports to make or business to discuss. Mayor BonJorn reported that the local Police Department had been awarded a Certificate of Honor by the Department of Public Safety of the State of Florida. Mr. Pool, Chairman of the Streets and Sidewalks Committee, reported that the repair of sidewalks was proceedi~g as well as could be expected. Mr. Hoskinson, Chairman of the Fire Department and Building Committee, reported that the Mayor had contacted two additional architects' with regards to plans on the George Jenkins Auditorium and that neither had appeared to be particularly' interested. Mr. Hoskinson further stated that if any of the Councilmen had suggestions regarding an architect that he would be happy to hear them but if not he recommended that Mr. Hill Stiggins be given a contract as architect on a six per cent basis. Mr. Turville stated that he was opposed to engaging an architect until the Council determined how much money they intended spending on the project and how such an amount was to be financed. Mr. Beals was opposed to engaging an architect as he did not think one was needed and was also opposed to spending more than $10,000 on the project. Mr. Pool stated that he did not propose that more money be spent than necessary but that he did propose that the building be put into a condition of which the people of Clermont could be proud and of a size to fill the needs of the City. Mr. Pool further stated that, in his opinion, spending $10,000 to $20,000 on the building would be false economy as you certainly could expect but little for such small expenditures. Mr. Pool further stated that he did not think that the matter could be intelligently dis- cussed or a decision made, until an architect was engaged and actually offered some definite plans and cost estimates and that he moved that a contract be entered into with Hill Stiggins for the architectural work on a basis of six per cent. ' The motion was seconded by Mr. York and a roll call requested. On roll call the ayes were Hoskinson, Pool and York. Nays: Beals ~nd ,~ille. Clerk Johnson was requested to contact Mr. Stiggins and arrange for him to meet with the Building Committee, and other Council members if they desired to attend, at an early date. Mr. Turville, Chairman of the Water Department Committee, reported that final samples were being taken from the new well and that he expected it to be in operation within a few days. . e MINUTES N? 260 Mr. Beals, Chairman of the Parks, Cemetery and Recreation Committee, reported that supports for the palm trees at the Jaycee Beach were not needed; that Superintenden"t Sheldon would repair the gutters at the Shuffle Board Courts within a few days; that he had gotten' price~ on the cost of a fence for the cemetery which he considered prohibitive unle~s a part of the cost could be covered by public donations. Mr. Turville stated that he was opposed to asking for public donations for a project of that nature. Mr. Beals submitted plans, prepared by the Florida Nursery, for the beautification and fencing of the Jaycee Beach at a cost of $900.00, and recommended that the work be done. It was brought to Mr. Beals attention that the proposed expenditure exceeded $300.00 and'that, therefore, bids would be necessary. Mr. Beals was requested to discuss the matter further with his Committee and to make recorr~enda tions at a later date. Mr. Beals also submitted plans prepared by the Junior Chamber of Conunerce, for parking area at the Jaycee Beach. This matter was also referred to the Parks Committee for study and recommendation. Mr. Pool recommended that the Mayor write to Dr. Hall a letter of appreciation for his assistance in cleaning out some of our local lakes. The Mayor stated that he would do so when the'work was completed. Mr. York, Chairman of the Street Lighting and Sanitation Committee recommended and moved that a street light be installed at 580 East Juniata Street and that the existing light at' Scott and E. Juniata be changed to modern lighting. The motion was seconded by Mr. Pool, and carried. ' A request from Watson Grove Service that Cedar Street, from 12th Street to the ACL Railroad be closed was referred to the Streets Committee. City Attorney Langley was requested to prepare an ordinance adopting, by reference, the 1965 edition of the Southern Standard Buildi~g Code, provided that such an ordinance is necessary.
