ADJOURNED MEETING
An adjeurned meeting ef the City Ceuncil ef the City ef Clerment was
held in the Municipal Ceurt' Reem en Tuesday, July 20, 1965.
The meeti~g was called to. erder at 7:30 P. M. with all Ceuncilmen
present. Other City efficials present were City Manager McIntesh, City Atter-
ney Langley, Building Inspecter Snyder, Pelice Chief'Tyndal, Superintendent
Shelden and Clerk Jehnsen. Visiters present were Mr. and Mrs. Jerry
Heskinsen, P~9'gy Cex, ,and Messrs. Max Judy, Rebert Smythe, David Scheenhelz,
Jehn Jenes, Richard t,qilliams, ,Albert Dean and James Freeman . Representatives
ef the press were also. present.
The minutes ef the meeting held July 6, 1965 were amended to. include
the readi~g ef a letter frem Mr. Arthur Geerge, a lecal realater, offering
to. sell the Crest Restaurant to. the City ef Clerment fer a price of '

Mr. Rebert Smythe, representing the lecal Junier Chamber ef Cemmerce,
recemmended to. the City Ceuncil that. they beautherl.'zed by the City Ceuncil
to. make a "deer to. deer" survey ef thelecal residents to. determine their
reactien to. several suggested recreatienal facilities. Ceuncilmen Beals
and Turville favered t.he prepesed survey but the ether members ef the
Ceuncil were ef the epinien that if the Junier Chamber ef Cemmercefelt
that such a survey was necessary that it sheuld at least be pestpened until
such time as seme definite estimates ceuld be ebtained as to. the cest ef
the remedeli~g ef the Publix stere buildi~g.
Mayer BenJern requested City Attorney Langley to repert en their
meeti~g with Mr. Fred Welfe. Mr. Langley reperted that, while nething
definite had been determined, it was' his epinien that Mr. Welfe weuld
ceeperate with the City in their effert to. secure a street right-ef-way ~cr~ss
his preperty frem Carrell Street to. the railread. The Ceunc1.1 referred
further n~getiatiens in the matter to. City Man~ger McIntesh.

Mr. Peel reperted that he had just returned frem vacatien and that
he wished to. meet vlith the Streets Cemmi ttee and the City Manager befere
making recernmemdations 'regarding the clesing ef Lake Street 'frem 12th
Street to. Lake Minneela and that he, did net. have any pregress to report

Mr. Turville reperted that the "later frem the new well is net yet
satisfactery but that tests are being centinued and that it is heped the
difficulty will be cerrected seen. '
Mr. Hoskinson reported that Mr. Hill Stiggins, Architect for the City,
weuld have preliminary plans and cest estimates ready fer censideration
during the early part ef August. He su~gested that the City Clerk and City
Manager arrange a date fer Mr. Stiggins to. meet with the Council as seen
as the plans' and estimates arecempleted. Mr. Heskinsen requested that
pelice Chief Tyndal centact the Ceunty "deg catcher" and request that he
ceme to. Clerment and pick up stray degs as seen as pessible.
Jehn R. Jenes requested that Mr. Yerk, ef the Street L~ghting and
Sanitatien Cemmittee, make a survey ef Chestnut Street, between 8th Street
and West Avenue, to. determine if adequate street l~ghting ceuld be installed.
Mr. Yerk agreed to. invest~gate the matter.
Hr. Beals recemmended that bids be requested fer beautificatien of
the Jaycee Beach area. The Mayer recemmended that this matter be pestpened

pending the possibility of the relocation of State Road 561. Mr. Beals agreed.
Nr. Seals reported that Mr. Langley, City Attorney, had advised him that'the
conversion to burial plots of the park in Oak Hill Cemetery was not legally
feasible.
Mr. Beals requested that ' the City Manager have the Police Department
make periodic survey of the West Minneola Bathing Beach in order to determine
if its use was sufficient to warrant a Life Guard. The City Manager agreed
to look into the matter. Mr. Beals' requested that an executive session be
held inunediately follovli!lg the meeting.
At the request of Councilman Turville, Clerk Johnson read a letter to
the City Council from Mr. Harry E. Connell protesting that an appraised
valuation of $2100.00 on Lots 17 and 19, Block 106,' Indian Hills ($1050.00
per lot) vias in excess of their true or actual value. Mr. Connel was also
critical of Municipal, operations in general and specifically the use of
Hunnicutt and Associates as appraisers, a sewerage system for G::1er-mont; the
e!lg~gi!lg of an architect to prepare plans for the remodeling of the property
donated to the City by Mr. Jenkins or an expenditure in excess of $20,000.00
for such remodeling. No action was taken on the letter as it was assumed
that his protest was a matter for consideration by the Board of Equalization.
Mr. Beals requested t~at means of enforcement of the Rod2nt Control
Ordinance be clarified. Mr. York agreed to meet \vith Mr. Thomas, Lake County
Health Officer, and the City Attorney and endeavor to effect the 'necessary
rule~ of procedure.
Mr. Beals reported that he and the City Manager had made a survey
of the water depths around the pier at the Jaycee' Beach and had found that
the depth was not sufficient ,to warrant the installation of a diving board.
Mr. Beals also discussed the possibility of planting banana trees in Sunset
Park and stated that he would take the' matter up with the City Manager.
Following a short discussion motion was made by Mr. Hoskinson, seconded
by Mr. Beals,'and carried, that the City Manager receive .07 per mile for
the use of his car on official business and that in addition to the per
mile' rate he be furnished gasoline and oil by the City without cost. The
motion carried with Mr. Turvil~e: ,requesting that the Manager give City
Clerk Johnson a statement of his present speedometer readi!lg'".
The meeti:rgwas adjourned to an executive session.
Following considerable discussion,motion was made by Mr. York, seconded
by Mr. Hoskinson that the minutes of the Special Meeting held June 10, 1965
be approved as written. The motion carried with Mr. Turvi11e stating that
the minutes were correct but that he was opposed to John R. Jones serving
on the Committee due to the fact that he had been arrested and convicted
for carrying a pistol while in Daytona Beach.

Mr. Beals reconunended/that the membership of the Bi-racial Conunittee
be reduced from six to five and that such reduced membership consist of
two n~groes and three white persons. There was no second to the motion.
Mr. Turville' moved that John R. Jones be removed from the Bi-racial
Committee and a replacement be appointed. There was no second to the motion.
Clerk Johnson advised the Council that a small piece of property had
been offered for sale to the City w~ich could be used for a cemetery addition.
The matter was referred to the Cemetery Commitee and the City Man~ger for
investigation and reconunendation.
