08-03-1965 Regular Meeting . e MINUTES Nt? 267 REGULAR MEETING A regular meeting of the City council 'of the City of Clermont was held in the Mu.nicipa1 Court :Room on' Tues'd'ay, .A~gust. 3,' .1965. The' mee.ting was called to order at :7:30P. M. by Mayor BonJorn. All Council members were present. Other City officials pres'erit were ,City. Manager McIntosh, City Attorney Langley, .Bui1ding Inspector' Snyder, .po1iceChief. Tyndal, Superin- tendent Sheldon and City Clerk Johnson. Others pres'ent were Messrs . W. H. McQuisition, .Richard Williams,' Paul Taber and repres'entativesof the press. The invocation was, given by Mr. Taber. The' 'minutesof the adjourned meeting held July 20, .1965 were approved as written. Mayor BonJorn reported that he had again met with ,the. Board of Lake' County Commissioners with .regardsto redistricting the. districts but .that i tappeared that no action would be'taken on the1r own initiative" The' Mayor req.uested that Mr. La~gley" City Attorney, make 'a study of the matter and report with recommendations at .the next' meeti~g. City Manager McIntosh 'reported that Albe~-eFog1e had been appointed as a part time 'police patrolman and would begin his 'd.uties on Friday , .August . 6, 1965. Mr. McIntoshfurthe'r reported that he had met with Mr. Hi11.St'iggins, architect for the City , .and that Mr. Sti-ggins 'advises that :i twill be' a . - matter of two or three weeks before he 'w1.1l have '.fina1 'es'timates on the cost of proposed work to be :done 'on the Ge-orge Jenkins Auditorium. Police '.Chief Tynda1 -submitted his' monthly report which was accepted and ordered filed. Building Inspector S.n~der submitted his monthly report which was accepted and ordered filed. Councilman Pool -stated that he had nothing to'report.. councilman Turville'.reported that it was possible :that ,it would be. 'necess'ary to "drive"- to a deeper level in order. to obtain acceptable 'water.at :the' 'new ,well located at Highlands and Bloxam. City Manager McIntosh was 'in agreement and st'ated that .the necessary steps would be taken to obtain an' acceptable well. Councilman York stated he 'did not have a report. Councilman Hoskinson reported that insofar as the Building Committee was concerned the purchase 'of the' 'Crest Restaurant by the Cl:ty of Clermont was not recommended at this time. Councilman Beals' reported that Ci,ty Manager, McliltesJ: was having .overal1 plans made for beautification of the' 'JayceeBeachand . that he would make :furtherrecommendation regarding the 'matter when the plans 'and survey were completed. .' Mr. Beals :further reported that .theJunior Chamber of Comrnercehad decided that .they. would not install a "safety. limits" line at .the Jaycee - Beach this season and that he,: .therefore,' .recommended that the' 'City make the inst'a1lation. Councilman Tlirville advised Mr. Beals that hewo:u1d donate' the necess-ary nylon line for theinst'allation. Mr. Beals thanked Mr. Turvi11e' and stated he would see that .theinsta11ation was made. Mr. Beals' further reported that the city Manager was endeavoring to locate a qualified negro life :guard but so far without :succes's i that the water at the end of the 'pier .at ,the Jaycee Beach 'was to shallow for the installation of a diving boardithat screens had been ordered installed intheres't rooms at Jaycee 'Beach;- and that hewo.uld liketd meet with 'the'Parks Cominittee on Wednesday afternoon at2:00P. M. to discussfurtherimprove-- ments to the beach house' and the possible purchase of land adjacent to the - cemetery as well as one parcel adjacent to the Jaycee 'Beach. Mr. Beals further reported that he had found that the banana trees' which he had previously recommended movi~g were 'not worth moving. Mr. Y~rk of theStree't L~ghti~g and Sanitation Committee,' ,stated this ordinance was prepared at ,the, direction of hiscommi ttee,: ,by the 'Laws and Audi ti!1g Committee' :and the City, Attorney, .and asked that same be 'taken up at this time. Mr. Turvi1lemoved that the rules be waived and Ordinance No. 17C be read a second time by, title only. The motion was agree'd to: unanimously and ordinance No. 17 C was read a second time by title' ,only. Mr. Pool moved that the rules be further waived and Ordinance No. 17C be read a third time by, title only and placed upon its pass'age.' The motion was agreed to, unanimously and Ordinance No.17C was read a third time by title 'only. ' When the vote was taken on the pass~ge of the 'Ordinance 'the: :res'ul twas: YEAS: Beals, ,Hoskinson, YO,rk, .Turville, ,Pool TOTAL YEAS: 5 NAYS: None' So Ordinance No. 17C passed, ,title as 'stated, ,and No. 17C was 'assigned to it :and ordered immediately placed in the Ordinance bdokof the City and a copy posted. Motion by Mr. Pool, ,seconded by. Mr. Beals and barried that the' City Finance 'Officer be ,authorized to refund to City ~anager McIntosh that portion of his traveling expenses', incurred ,at ,theinv,itation of the City Council 'for an interview" not' previously paid bY. the -Ci:ty. Clerk Johnson read a letter 'from the Traffic and Planning Division of the 'State 'Road Department, wherein the :request made by the City .council that ,the speed limit in the area of the Jay,ceeBeach be :reduced to 25 miles per hour was refused. Motion by Mr. Beals, ,seconded by Mr. Pool, ;and carried, that bills be ' paid. Motion by, Mr. Pool, seconded by Mr. Hoskinson, ,and carried, ,that the Finance Officer, be authorized to pay in salaries an amount not to exceed $300.00 ,in addition to the amount budgeted for Police Department patrolmen to cover sa1ariesof the 'recently appointed part timepatro'lman. Motion by Mr. Turvi11e,' seconded by Mr. Hoskinson, and carried, ,that October. 12" ,1965 beset as the 'date" and the Mayor so proclaim,' for the' Special Election to determine 'if: 1. The Mayor of the City of Clermont shall be 'elected at 'la:rge for' a two (2), year term and shall not be a Councilman at the time he is to take office 'as -Hayor. .2.
